Check FGEHA Sky Garden Status in Islamabad: Blocks A, B and D Possession Set for 31 December 2026
FGEHA Sky Garden at Bhara Kahu: Blocks A, B and D are due for possession by 31 December 2026. Check the scheme's history, plot split and your own file now.

Short answer: The Ministry of Housing and Works has set 31 December 2026 as the deadline to hand over plots in Blocks A, B and D of FGEHA's Sky Garden scheme at Bhara Kahu, Islamabad, an FGEHA spokesperson said on 18 October 2026. FGEHA's own website does not show that date yet, so treat it as announced, not notified.
Sky Garden is Phase VI of the Federal Government Employees Housing Authority (FGEHA), the federal body that builds housing schemes for government employees. It used to be called Green Enclave-II. Some members have paid since 2016. We read FGEHA's Sky Garden pages on 20 October 2026 to set the new deadline against the scheme's own record.
FGEHA says Blocks A, B and D should be handed over by 31 December 2026
The 31 December 2026 deadline covers plots in Blocks A, B and D, which form Package-I. FGEHA's spokesperson said development there is in its final stages, with finishing work under way. The scheme has 4,255 plots, of which 2,470 are allotted, the spokesperson said.
The Secretary for Housing and Works gave the direction during a site visit with FGEHA's Director General and the joint venture partner. He told officers that drainage and sewerage must work before plots are handed over, because meeting the date alone "was not sufficient". He is due to visit again to check progress.
None of this is on FGEHA's news page yet. The plot count and the deadline come from the spokesperson's statement as reported on 18 October. If FGEHA posts a possession notice, it will appear on its website and in a letter to allottees.

Sky Garden has changed land, partner and name since 2014
FGEHA's own page tells a long story. The first land acquisition failed, the first partner failed, and the project was cut down to one mouza, a revenue village. That history explains why members have waited almost ten years for a plot.
| Date | What happened, per FGEHA's website |
|---|---|
| 28 May 2014 | Section 4 notice to acquire 6,932 kanals under the Land Acquisition Act, 1894 |
| 2016 | Consent letters for Green Enclave-II issued to Membership Drive Phase-I members |
| Later | Ministry of Interior cancels the land notification |
| 19 February 2018 | Joint venture with ICSE for 10,000 kanals in Mouza Mangal and Kathar, later cancelled |
| 11 October 2019 | New joint venture with M/s Commoners Sky Garden for up to 11,000 kanals |
| 11 March 2022 | Layout plan of Phase I, Mouza Kathar, approved |
| 11 October 2022 | Layout plan of Phase II approved |
In the first phase, the partner mutated 6,021 kanals and 6 marlas to FGEHA: 1,933 kanals 13 marlas in Mouza Kathar and 4,086 kanals 11 marlas in Mouza Mangal. FGEHA's Executive Board then limited the project to Mouza Kathar only, and an addendum to the joint venture agreement was signed.
FGEHA's two Sky Garden pages disagree on one key point
FGEHA has two pages on the scheme, and they do not match. One says the construction agreement for 2,403 kanals of clear land in Mouza Kathar "is under process for approval". The other says it "was approved" and development work "commenced accordingly".
The second version fits the photo updates FGEHA has posted, the latest titled May 2024. It also fits the spokesperson's claim that Package-I is nearly finished. But the older wording is still live, so do not rely on a single screenshot if a dealer shows you one.

70 per cent of plots are FGEHA's and 30 per cent belong to the partner
Under the joint venture, 70 per cent of the available plots go to FGEHA's quota and 30 per cent to Commoners Sky Garden. FGEHA says Provisional Offer Letters (POLs) have been issued in Category I and II under the federal government serving quota, and the rest will follow.
FGEHA has also declared the partner's plots transferable. That covers its 30 per cent share of residential plots and 45 per cent share of commercial plots, subject to FGEHA's legal formalities. If you buy one, the transfer still runs through FGEHA, under the rules for an FGEHA plot transfer.
Check your own Sky Garden file in five steps
Your file decides whether you get a plot this year, not the news. Start with your own papers and work outward. Members who joined under Membership Drive Phase-I are the ones this scheme was built for.
- Find your membership number, consent letter or POL, and every deposit slip.
- Log in to the FGEHA members portal and check that your profile, CNIC and phone are correct.
- Confirm which block your plot is in. Only Blocks A, B and D are named for 31 December.
- Clear any dues FGEHA shows against your file, and keep the paid challans.
- When FGEHA calls you, follow its procedure for possession and get a dated possession letter.
If you want out, FGEHA's news page says Green Enclave-II members can apply for a refund, under the Federal Ombudsman's directions, with the original deposit slip. Ask in writing and keep the receipt. Members waiting on other schemes face the same pattern, as in Margalla Orchards on Park Road and the F-14/15 final notice.

One more caution. FGEHA has warned that fgeha.org is a fake copy of its website. Use only fgeha.gov.pk, and never pay a "possession fee" to an agent.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 20 October 2026. We read FGEHA's pages Phase VI, Sky Garden, "Current Status of Phase-VI", "M/s Commoners Sky Gardens plots declared transferable", the Sky Gardens development gallery and the News and Updates page on fgeha.gov.pk on 20 October 2026. We also checked the Ministry of Housing and Works homepage, which had no Sky Garden item. The 31 December deadline, the 4,255 and 2,470 plot figures and the secretary's directions come from an FGEHA spokesperson as reported on 18 October 2026. We could not confirm them on either official website.
