A wooden block on a dark wooden table, for a guide to the FIH Rules of Hockey 2027 starting in November 2026

Short answer: The FIH says the Rules of Hockey 2027 come into effect at international level on 1 November 2026, for outdoor and indoor hockey. The 2026 outdoor edition applies until then. The FIH says the core of the game does not change, but the rules on personal penalties were restructured.

Hockey is in the news in Pakistan this month: a league launch in Islamabad, a Chinese team touring, and a big tournament planned for November. Behind the news, the rulebook is about to change for every international match. Coaches and umpires should know the date.

We read the FIH's Rules of Hockey page and its rules FAQ page on 14 October 2026. We did not read the full rulebook or the FIH's introduction to the 2027 edition, because the page gives no link we could open. So this page covers dates, scope and how to follow the changes, not a line-by-line list.

The 2027 rules start on 1 November 2026

The FIH page says the Rules of Hockey 2027 come into effect at international level on 1 November 2026, and the 2026 edition stays in force until then. The Rules of Indoor Hockey 2027 start the same day, replacing the 2023 indoor edition.

The date is for international level. The FIH page adds that national associations decide their own national implementation dates. So the Pakistan Hockey Federation may set a different start for domestic hockey. We could not find a PHF date.

Dates when the FIH Rules of Hockey 2027 and indoor rules start at international level

The FIH says the game itself is not changing

For outdoor hockey, the FIH says the new edition does not change the core elements of the game. It focuses on clarifications, consistency and limited adjustments to established practice. The one structural change is to the personal penalty provisions, which were restructured and clarified.

That includes the consequences of repeated personal penalties. Personal penalties are the cards an umpire shows to a player, so coaches should check how repeated cards are handled. The FIH page does not give the card lengths, and we did not find them there, so we state none.

For indoor hockey, the FIH says the 2027 edition aligns with the outdoor rules where appropriate, keeps indoor-specific features and adds indoor amendments. A school or club that plays indoors should look at that edition on its own.

Where Pakistan's fixtures meet the new date

Several events fall near the date, and the answer for each is simple: those before 1 November use the 2026 rules. The Guangdong tour of Pakistan runs from 14 to 29 October, before the change. The SCO tournament in Islamabad runs from 20 November, after it.

If the SCO event counts as international level, the 2027 rules would apply, though we have not seen the tournament's regulations. Teams have only a short window to adjust. A coach preparing for November should read the new rules now, not in the week of the tournament.

Pakistan hockey events before and after the 1 November 2026 rules date

The same applies to the ranking race. Pakistan sits 12th in the men's FIH ranking, and the road to LA28 is a qualifier where rules knowledge matters, as described in our route to the Olympic qualifier. A league launching in Islamabad will also need umpires trained on the new edition.

How to follow the rule changes

Start with the FIH Rules of Hockey page, which lists the outdoor, indoor, Hockey5s, beach and para rulebooks with downloads. The page says the rules are also available in the Hockey Scores Live app, which has versions for iPhone and Android. The FIH publishes an introduction to the 2027 rules that sets out the summary of changes.

Five steps Pakistan coaches can take to prepare for the Rules of Hockey 2027
  1. Open the FIH Rules of Hockey page and pick your format.
  2. Download the 2027 edition and the introduction to it.
  3. Read the section on personal penalties first.
  4. Ask your association for its national start date.
  5. Brief players and umpires before the first match under the new rules.

The page also has an opt-out form for the Rules of Hockey. It does not explain who may use it, and we did not open it. Ask your association before you assume it applies to you.

How rule changes get made

The FIH FAQ explains the process. The Rules Committee makes rules for indoor and outdoor hockey, and tests big changes through voluntary trials by national associations and then, sometimes, a mandatory experiment that everyone must follow until the committee decides.

It also says how a Pakistani coach can make a suggestion. Send it to your national association, which can forward it to the Rules Committee. For a question on how a rule works, the FAQ says to start with your national association, which may have an umpiring or technical committee.

That is useful because a small country's input counts. The FAQ says some smaller hockey nations have been among the most active in trials, and that their experience has shaped the committee's thinking.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026, Pakistan time. We read the FIH Rules of Hockey page and its FAQ page. We did not open the rulebooks, the introduction to the 2027 edition or the opt-out form, so we do not list the detailed changes or card times. The PHF's national start date is not confirmed.
