Check GEPCO's Loss Target in Punjab: NEPRA Allows 8.85%, GEPCO Lost 10.43%
NEPRA's 15 April 2026 decision sets GEPCO's loss target at 8.85% and finds its own loss study off the approved terms. See the tables and check it in five steps.

NEPRA has set GEPCO's provisional loss target at 8.85% for FY 2025-26 and FY 2026-27. GEPCO lost 10.43% of its power in 2024-25 against an 8.90% target. The target is in NEPRA's decision of 15 April 2026 on GEPCO's five year investment plan. GEPCO is the one company that had already filed a loss study.
GEPCO supplies Gujranwala and six other districts of Punjab. We read the full decision on NEPRA's GEPCO page. This guide gives the numbers, what NEPRA said about the study and the steps to check them yourself.
GEPCO lost 10.43% of its power against an 8.90% target
GEPCO reported a transmission and distribution loss of 10.43% for 2024-25. NEPRA's target was 8.90%. That is a gap of 1.53 points, the smallest of the six companies in this series. GEPCO says the problem started in FY 2023-24, when its losses jumped to 11.48%.
GEPCO blamed a change in meter reading dates in 2023-24 for the jump. In earlier years it had beaten or matched its target: 9.23% against 9.23% in FY 2020-21, and 8.91% against 9.10% in FY 2022-23.
This is GEPCO's own account, recorded by NEPRA. Readers in other Punjab areas can compare the companies in the guide to line losses by power company.

NEPRA found GEPCO's own loss study did not meet its terms
GEPCO filed a loss study on 18 August 2025, made by a joint venture of two consultancies. NEPRA said its terms of reference did not match the ones approved for all companies, and that the losses it found were higher than GEPCO's last approved targets.
The study put GEPCO's 2024-25 loss at 10.43%. Of that, 9.16% was technical, meaning power lost in wires and transformers, and 1.27% was administrative, such as theft and billing gaps. It proposed cutting the total to 8.65% by FY 2029-30.
NEPRA told all companies, GEPCO included, to run a new study with an international consultant under its own terms. The deadline is nine months from the 7 January 2026 tariff decision, which we count as about 7 October 2026.

NEPRA allows 8.85% now and about 8.6% if the study is late
Until a new study is filed, NEPRA allows GEPCO 8.85% for FY 2025-26 and FY 2026-27. If the study is late, a fallback table applies from FY 2025-26, starting near 8.61% and falling to 8.14% by FY 2029-30.
| Part of the loss target | Provisional target | Fallback if the study is late |
|---|---|---|
| High voltage (11 kV) loss | 5.00% | 4.90% in FY 2025-26 |
| Low voltage (400/230 V) loss | 3.00% | 2.96% in FY 2025-26 |
| Total distribution loss | 8.00% | 7.86% in FY 2025-26 |
| Transmission loss | 0.92% | 0.81% in FY 2025-26 |
| Total T&D loss | 8.85% | 8.61% in FY 2025-26, 8.14% by FY 2029-30 |
GEPCO's gap between the two tables is small. At the Sindh and Peshawar companies the fallback is about half the provisional target, because their losses are far higher.
GEPCO says its network is hard to improve
GEPCO argued that its losses are already in single digits, so big cuts are hard. Its network serves seven districts, the feeders average about 25 kilometres and the system is mostly radial, which means there is little spare capacity to route power another way.
GEPCO also says it has put AMI smart meters on its major three-phase consumers. NEPRA noted that AMI and ERP systems are deployed, but their use for monitoring and decisions remains limited.
NEPRA also said GEPCO spent more than the allowed amount in several areas, and that grid station work was delayed by land and buying problems. For power quality problems, the guide on low voltage and the 5% rule explains how to complain.
Check the decision yourself in five steps
The decision is public on NEPRA's GEPCO page, so you can read the same paragraphs. The loss tables sit near the end, so you do not need to read all 76 pages. Each step below names the paragraph to open.
- Open the GEPCO page on nepra.org.pk.
- Find the entry dated 15-04-2026 on the Distribution Investment Plan and Losses Assessment.
- Open the PDF and go to paragraph 244 for GEPCO's own loss study table.
- Read paragraph 246 for what NEPRA said about that study.
- Read paragraph 248 for the provisional table and paragraph 249 for the fallback table.

We did not see a new GEPCO study or a NEPRA notice about it on the pages we read on 14 October 2026. For a Gujranwala bill, use the guide to GEPCO online bill check.
Common questions about GEPCO's loss target
What is GEPCO's loss target?
NEPRA allows 8.85% total loss for FY 2025-26 and FY 2026-27. It is a provisional figure until a new study is done.
What did GEPCO lose in 2024-25?
GEPCO reported 10.43%, against an NEPRA target of 8.90%. It reported 11.48% in FY 2023-24.
Did NEPRA accept GEPCO's own loss study?
No. NEPRA said the terms did not match the ones it approved for all companies, and ordered a new study by an international consultant.
What happens if the new study is late?
A fallback table applies from FY 2025-26, near 8.61% and falling to 8.14% by FY 2029-30. NEPRA says the money effect will be reworked later.
Does this raise my electricity bill?
We cannot say. The decision sets targets and investment rules, not a unit price. Any money effect would come through a later NEPRA adjustment.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 14 October 2026. Every figure comes from NEPRA's decision of 15 April 2026 on GEPCO's Distribution Investment Plan and Losses Assessment, on the GEPCO page of nepra.org.pk. The PDF is a scan, so check the printed table before you quote a decimal. The study deadline date is our own count. We did not find a GEPCO statement in reply.
