Check OEC's Dormant Insurance List 2026: 511 Korea EPS Returnees Can Claim Until 30 May 2027

OEC lists 511 Korea EPS workers with unclaimed departure or return cost insurance. How to check the 2026 list and claim through Islamabad by 30 May 2027.

If you worked in South Korea under the EPS scheme and came home without collecting your departure guarantee or return cost insurance, check OEC's "List of Claimant 2026". It names 511 Pakistani workers with unclaimed Korean insurance money, and the claim window runs to 30 May 2027. You claim with a one-page form and your bank details through the HRD Korea EPS Centre at the Korean Embassy in Islamabad.

We downloaded the list, the claim form and the guidelines from the Overseas Employment Corporation (OEC) website on 19 October 2026. OEC posted the notice, headed "Encouragement for Non-Applicants to Apply for Dormant Insurance", on 4 May 2026 and replaced the list with a September 2026 version on 18 September 2026. Every Pakistani who goes to Korea under the Employment Permit System goes through OEC, so this is the official channel.

Dormant insurance is Korean money that was yours and was never paid out

Two insurance policies sit behind every EPS worker on an E-9 visa. The employer pays into departure guarantee insurance, which works like a leaving gratuity and is paid when the worker departs Korea. The worker pays into return cost insurance, which refunds the flight home. When neither is claimed, the money sits dormant with the insurer.

The OEC guidelines name both policies on their first page: "Departure Guarantee Insurance" and "Return Cost Insurance" for E-9 workers. Workers miss the payout for ordinary reasons. Some leave in a hurry, some give a Korean account that is later closed, and some never knew the employer's policy existed. The money does not lapse, which is why a 2026 list can still include men who left years ago.

Our page on the Korea EPS route from Pakistan explains the two policies at the point of hiring; this page is for the day you realise one of them was never paid.

Two Korean EPS insurance policies that go dormant: departure guarantee and return cost insurance

The 2026 list has 511 names with masked passport and registration numbers

The PDF is titled "List of non-applicants for insurance" and runs to 511 numbered rows. Each row shows the worker's name as written on the Korean record, the first five characters of the passport number with the rest starred out, and a partly masked registration number. The insurance category column is blank on every row we checked.

Names appear in Korean order in many rows, surname first, so "Khan Muhammad Imran" may be the man who writes Muhammad Imran Khan at home. Several names repeat with different passport prefixes, which usually means the same worker held two passports across two contracts. Read by passport prefix, not by name alone.

What the list showsHow to match it to yourself
Name in Korean record orderTry surname first, then given names
Passport prefix, e.g. KC053**Compare with the passport you used in Korea, not your current one
Registration number, partly maskedCheck the first digits against your EPS or foreigner registration number
Insurance categoryBlank on the 2026 list; the EPS Centre will tell you which policy

Some rows carry two passport prefixes, and one row has a registration number made of ones, which looks like a placeholder. If your name is close but the numbers do not fit, ask the EPS Centre rather than assuming the money is yours.

The claim form asks for your bank account, SWIFT code and a signature

The form is bilingual, Korean with English labels, and headed "Application form to receive the dormant insurance". It wants your registration number and date, nationality, passport number, name, address, foreigner registration number, postcode, phone numbers and email. The payment block asks for the bank name, account number, the account holder's name and the bank's SWIFT code.

A SWIFT code is the eight or eleven character code a Pakistani bank uses for international transfers; your branch or the banking app will give it. The account should be in your own name. The form allows an attorney to sign only if that person is immediate family: parents, grandparents or children of the worker. A brother, cousin or agent cannot sign for you.

  1. Download the List of Claimant 2026 from the OEC announcements board and find your row by passport prefix.
  2. Download the Dormant Insurance Claim Form and the Guidelines from the same notice.
  3. Fill the form in block capitals, matching the name spelling on the passport you used in Korea.
  4. Attach a copy of that passport, your CNIC and a bank letter or statement showing the account title and SWIFT code.
  5. Sign, or have a parent, grandparent or child sign as attorney with proof of the relationship.
  6. Submit to the HRD Korea EPS Centre in Islamabad before 30 May 2027.

The attached-documents section of the form is printed mostly in Korean and did not survive our text extraction, so treat the list above as the sensible minimum and confirm the exact set with the centre.

Six steps to claim dormant Korean EPS insurance through the HRD Korea EPS Centre in Islamabad

Claims go to the HRD Korea EPS Centre at the Korean Embassy, Islamabad

The guidelines give one address: HRD Korea (EPS Center), Embassy of the Republic of Korea, Block 13, Street 29, Diplomatic Enclave II, G-5/4, Islamabad, telephone 051-8444250. HRD Korea is the Korean government agency that runs EPS, and its Islamabad centre is where the Korean side of the paperwork is handled.

Diplomatic Enclave has restricted entry, so call before you travel and ask whether the centre accepts the form by email or courier. OEC's own helpdesk on 0311-0011-632 can confirm that the notice is current. Payment comes from Korea to your Pakistani account, which is why the SWIFT code matters and why a wrong digit can delay a transfer by months.

The window closes on 30 May 2027, and nobody can claim for a fee

OEC's announcement board shows the deadline as 30 May 2027. That is more than seven months away, but the list is already a second edition, and workers abroad on a new contract may need family to act for them, which takes time. Start with the passport you used in Korea, because that is the number the Korean record carries.

No agent, "Korea consultant" or office outside OEC and HRD Korea has any role in this. The money is yours, the form is free and the centre does not charge. Anyone who asks for a fee to "release" dormant insurance is running the same trick OEC warns about in its EPS public notice. If you have lost your old passport number, the regional passport office can trace a lost passport number from your CNIC.

Common questions

What is dormant insurance for Korea EPS workers?

It is departure guarantee or return cost insurance money that was due to an EPS worker when they left Korea but was never claimed. OEC's 2026 list names Pakistani workers who still have unclaimed amounts.

How do I check if my name is on the list?

Download the List of Claimant 2026 from the OEC announcements board and search by the first five characters of the passport you used in Korea. Names may appear surname first.

What is the deadline?

30 May 2027, according to the deadline shown on OEC's announcement. The notice was first posted on 4 May 2026 and the list was updated on 18 September 2026.

Where do I send the claim form?

To the HRD Korea EPS Centre, Embassy of the Republic of Korea, Block 13, Street 29, Diplomatic Enclave II, G-5/4, Islamabad, phone 051-8444250.

Can my brother file the claim for me while I am abroad?

No. The form allows an attorney only from immediate family: parents, grandparents or children of the worker.

Is there a fee?

No. The claim is free. The form and the list are public downloads on OEC's website, and no agent is involved.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 19 October 2026. The notice title, posting date, update date and deadline come from the announcements board on OEC's website, read on 19 October 2026. The 511 count, the masked passport and registration format and the blank category column come from the List of Claimant 2026 PDF; the form fields and the attorney rule come from the Dormant Insurance Claim Form; the policy names and the EPS Centre address and telephone come from the Guidelines PDF, all downloaded from the same notice. We could not read the Korean-language attachment list in the guidelines, so the document list above is our own minimum, and we could not confirm which of the two policies applies to any individual name.
