Short answer: In Islamabad, a factory, shop or office worker whose wages are late or cut can file a claim under section 15 of the Payment of Wages Act, 1936. You have 3 years from the date the pay was due. The authority can order the money paid and add compensation of up to 10 times any illegal deduction. An appeal goes to the Labour Court within 30 days.

Most workers never hear about this law, yet it sets hard dates. We read the Act on the Pakistan Code, the federal law portal, on 20 October 2026. Labour is a provincial subject, so Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan now run their own wage laws. This guide covers Islamabad Capital Territory, where the 1936 Act still applies.

Your employer must pay within 7 or 10 days of the month's end

The wage period cannot be longer than one month. A workplace with fewer than 1,000 workers must pay before the 7th day after the period ends. A bigger one has until the 10th day. Pay must fall on a working day.

So a monthly worker in a small Islamabad factory who has not been paid by the 7th of the next month is already owed a late payment. That is the rule in section 5(1). Section 4 is what caps the wage period at one month.

The Act covers people employed in factories, industrial establishments and commercial establishments. That includes shops and offices, as the term is defined in the Standing Orders Ordinance of 1968. Contractors count as employers too, under section 3.

Payment of Wages Act deadlines in Islamabad: 7 days, 10 days, 2 working days and 3 years

A sacked worker must be paid within 2 working days

When the employer ends your job, section 5(2) says the wages you earned must be paid before the end of the second working day after termination. Waiting for the next payroll is not allowed.

This is the rule people most often lose money on. Keep the date of your termination letter, or a message telling you not to come back, because that date starts the 2 day clock. If you were also owed a provident fund or gratuity, section 15 lets you claim those dues in the same forum.

Only the deductions listed in section 7 are allowed

Section 7 says wages must be paid without deductions of any kind except those the Act allows. The list covers fines, absence, proven loss, housing, approved amenities, advances, income tax, court orders, provident fund and approved co-operative or insurance payments.

DeductionAllowed?Limit in the Act
Fine for an act listed in a displayed noticeYesHalf an anna in the rupee per wage period, about 3.1 per cent
Fine on a worker under 15NoSection 8(5) bans it
Absence from dutyYesNo more than the share of working time you missed
Damage or loss of goods in your careYesOnly if caused by your neglect or default
Recovery of an advance, income tax, court orderYesAs the Act and the order allow
Cost of tools and raw materialsNoNot a "service" under section 7

Fines have extra rules. The acts that attract a fine must be listed in a notice shown at the workplace, approved in advance. You must get a chance to explain yourself first. A fine cannot be taken in instalments or more than 60 days after it was imposed.

Half an anna in the rupee is old money. One rupee was 16 annas, so half an anna is one thirty-second, about 3.1 per cent. On a Rs 40,000 monthly wage, that is Rs 1,250 at most in fines for the month, by our arithmetic.

Five steps to file a wage claim in Islamabad under section 15 of the Payment of Wages Act

A wage claim in Islamabad takes five steps

You, a lawyer, a registered union official, a wage inspector or, after a death, an heir can apply to the authority appointed under section 15. The authority hears both sides and can order payment and compensation.

  1. Write down the wage period, the due date and each missing or cut amount.
  2. Collect proof: pay slips, bank messages, attendance records, your appointment letter and any termination message.
  3. Ask your employer in writing to pay, and keep a copy.
  4. File an application before the section 15 authority for Islamabad, within 3 years of the due date.
  5. Attend the hearing. If you win and the employer does not pay, the authority can recover the money like land revenue or a fine.

Several unpaid workers from the same workplace can file one joint claim under section 16. That suits a factory where the whole floor went unpaid for the same month. If you want a union to act for you, see how to register a trade union in Islamabad.

Compensation is generous for deductions but tiny for delay

For an illegal deduction, the authority can order the money back plus compensation of up to 10 times the amount cut. For delayed wages, the Act still caps compensation at Rs 10, a figure that has not changed in decades.

No delay compensation is ordered if the delay came from a genuine dispute over the amount, an emergency, or the worker not collecting the pay. A claim found to be malicious can cost the worker a penalty of up to Rs 50. Either way, the unpaid wages themselves are still ordered paid.

Appeals go to the Labour Court within 30 days, under section 17. An employer can appeal only if the total ordered is above Rs 300, and must first deposit the amount with the authority. The current minimum wage question is separate, and the reported Islamabad rate is explained under claiming an Islamabad minimum wage shortfall.

One change may come. A Senate-passed bill would let Islamabad employers pay wages by cheque or bank transfer, and let the government require that for some workplaces. It was on the National Assembly agenda on 20 October 2026. Today, section 6 still says coin or currency notes.

Common questions

How late can an Islamabad employer pay my salary?

Before the 7th day after the wage period ends if fewer than 1,000 people work there, or the 10th day for larger workplaces.

What is the time limit for a wage claim under the Payment of Wages Act?

Three years from the date the deduction was made or the wages were due. The authority can accept a late claim for sufficient cause.

Can my employer deduct money for a broken tool?

Only for damage or loss of goods entrusted to you, and only if your neglect or default caused it.

Can my family claim my wages if I die?

Yes. Section 15(2) lets any heir of a worker who has died apply, and section 17 lets heirs appeal.

Who decides a wage claim in Islamabad?

An officer appointed under section 15, such as a Commissioner for Workmen's Compensation or an officer with civil judge or magistrate experience.

Does the Act cover domestic workers?

It applies to factories, industrial and commercial establishments and railways. A home is not listed, so domestic workers need other routes.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 20 October 2026. We read sections 1 to 8 and 15 to 17 of the Payment of Wages Act, 1936 on the Pakistan Code, and the Payment of Wages (Amendment) Bill, 2025 as passed by the Senate, on 20 October 2026. The 3.1 per cent and Rs 1,250 figures are our arithmetic. We could not confirm which officer is currently notified as the section 15 authority for Islamabad, or where that office sits, so ask the Islamabad labour office before you file. This is general information on the law, not advice on your case.
