Islamabad's minimum wage for an unskilled adult worker is reported to be Rs 40,700 a month from 1 July 2026, up from Rs 37,000. If your pay slip or cash envelope shows less, you can write to your employer and then complain to the Islamabad labour office. Check the figure on the official notification before you do.

We could not open the notification on a government page, so the amount and the notification date of 19 August 2026 are marked as reported below. This guide shows how to check your own pay against the rate, what to put in a complaint and which routes to try.

Check the reported Rs 40,700 rate against your pay

Reports say the Islamabad Capital Territory (ICT) rate for an unskilled adult worker went from Rs 37,000 to Rs 40,700 a month from 1 July 2026. A notification dated 19 August 2026 is reported to have set it, with separate rates for skilled and part-time work.

Do the sum with your own pay. Add your basic wage and any fixed pay for the month. Leave out one-off bonuses and overtime. If the total is under Rs 40,700 for a full month, you may be owed the difference from July.

StepExample
Reported ICT rateRs 40,700 a month
Your fixed monthly payRs 37,000
Monthly gapRs 3,700
Gap for July to October (4 months)Rs 14,800
Example sum showing the gap between an old Rs 37,000 wage and the reported Rs 40,700 Islamabad minimum wage

The example is only an illustration. Whether back pay from 1 July is due depends on the notification wording, which we could not read. Ask the labour office to confirm the start date for your case.

Find out if the rate covers your job

The rate is for workers in shops, offices, factories and other establishments in the capital, and the reported figure is for unskilled adult workers. Skilled workers have higher rates in the same notification, which we did not see.

Some people are treated separately. Domestic workers have their own rules, and our guide to domestic worker minimum wage and rights explains them. Other regions set their own wage. See the Punjab minimum wage and Sindh minimum wage guides if you work there.

Do not assume a lower wage is legal because you agreed to it. A contract that pays below the legal minimum is not a safe shield for the employer. But get legal advice on your own case.

Write to your employer first

A short written request is the best first step. It gives the employer a chance to fix payroll and gives you a dated record. Use simple words and ask for the corrected pay and the missing amount.

  1. Write your name, job title, joining date and current monthly pay.
  2. State that the reported ICT minimum wage from 1 July 2026 is Rs 40,700.
  3. Ask for pay at that rate and for the shortfall from the date it applies.
  4. Give a clear reply date, such as 14 days.
  5. Keep a copy and proof you sent it, by email or by hand with a signature.
Five steps to write to an employer about pay below the Islamabad minimum wage

Keep proof of what you were paid. Use pay slips, bank transfer messages and any signed voucher. Our guide to job termination rules also matters, because some workers fear being sacked after asking. Note that you can raise a pay claim in writing and keep records of any threat.

Complain to the Islamabad labour office

If the employer does not fix the pay, go to the labour office that covers Islamabad. Reports describe the ICT Labour Office as the place that hears wage claims, using a summary process with no court fee for an individual worker. We could not confirm this from an official page.

Take your CNIC, your joining proof, your pay records, your written request and any reply. Our guide to unpaid wages and the Labour Court explains how a wage claim usually runs in Punjab, which is a different court system, so use it only as a picture of the process.

Ask for a diary number or complaint receipt. Call before you travel to confirm the address and hours, because we could not verify the office details.

Check other dues while you are at it

Low basic pay often travels with other gaps. Check overtime, social security and old age benefit registration. Our guides to overtime and working hours and checking your EOBI registration show what to look for.

For new hires, the probation period rules also help, since some employers pay a lower "trainee" wage. Check the contract wording and ask what law they rely on.

Common questions about the Islamabad minimum wage

What is the minimum wage in Islamabad in 2026?

It is reported to be Rs 40,700 a month for an unskilled adult worker from 1 July 2026. We could not read the notification, so confirm it with the labour office.

Was the old rate Rs 37,000?

Yes, reports put the earlier rate at Rs 37,000 a month. If you are still on that, your pay may be below the new reported rate.

Can I claim back pay from July?

Possibly, but it depends on the wording of the notification. Ask the labour office whether the rate applied from 1 July 2026 for your type of job.

Does the rate include overtime?

No. Judge the wage by your fixed monthly pay. Overtime and one-off bonuses are separate.

Will I lose my job if I complain?

An employer should not punish a worker for asking for a legal wage. Keep your written request and every message, and seek legal advice if you are threatened.

Does the rate apply to domestic workers?

Domestic workers are treated under separate rules. See our guide on domestic worker minimum wage and rights for the details we checked.

Last checked 8 October 2026. The rate and date are reported, not read on a government notification. Confirm with the ICT labour office before you rely on them.
