Sindh Minimum Wage Is Now Rs 43,000, Backdated to 1 July

The minimum wage in Sindh is now Rs 43,000 a month for unskilled workers. It was Rs 40,000.

The Sindh cabinet approved the 7.5 per cent rise on 6 August 2026, in a meeting chaired by Chief Minister Syed Murad Ali Shah.

Here is the part most workers will miss. The new rate applies from 1 July 2026. It is backdated. If you were paid the old rate in July, your employer owes you the difference.

What changed

The rates for semi-skilled, skilled and highly skilled workers have also gone up. The cabinet said so but did not release the new figures for those grades, so we are not printing numbers we have not seen. Ask your employer or the labour department for the rate for your grade.

You may be owed money for July

This is the useful bit, so read it slowly.

The rise starts from 1 July. The decision came on 6 August. That means July has already been paid, and it was almost certainly paid at the old rate.

If you earn the minimum wage, the shortfall is Rs 3,000 for July. If August is also paid at the old rate, that becomes Rs 6,000. This money is not a bonus. It is wages you have already earned under the new rate.

Employers do not always pay arrears without being asked. Many will not know the rate changed, because it was decided in August for a July start.

Three steps if you are being underpaid

1. Check your payslip or your bank credit. Look at the amount for July, not what you were told you earn. If it is below Rs 43,000 and you are unskilled staff at a registered establishment, there is a gap.
2. Ask your employer in writing. A message or an email, not a spoken request. You want a record with a date on it. Say the Sindh cabinet raised the minimum wage to Rs 43,000 with effect from 1 July 2026 and ask when the difference will be paid.
3. Go to the Sindh labour department if nothing happens. Minimum wage is a legal floor, not a suggestion. Paying below it is a breach, and the department is the body that deals with it.

Who this does not cover

Be clear about the limits, because a wage floor is narrower than people assume.

It is Sindh only. Minimum wage is set by each province. Punjab, Khyber Pakhtunkhwa and Balochistan set their own rates, and this decision does not change them.

It covers notified industrial and commercial establishments. That is registered workplaces. A great deal of work in Pakistan happens outside that, in homes, on farms and in unregistered shops, and the floor is far harder to enforce there.

It is a floor, not a target. Nobody is required to stop at Rs 43,000. It is the lowest legal amount.

Rs 3,000 more, but is it more money

An honest look at the number.

A 7.5 per cent rise sounds decent. Inflation was running at 11.1 per cent in June, which we covered when the State Bank held its policy rate at 11.5 per cent in the piece on the rate decision.

If prices rose faster than the wage, the worker on Rs 43,000 today buys less than the worker on Rs 40,000 could a year ago. The raise is real money in hand. It is not necessarily a raise in what that money buys.

That is not an argument against the increase. It is the reason a minimum wage gets revised every year rather than once.

Sindh is also importing 500,000 tonnes of wheat

The same cabinet meeting approved importing 0.5 million metric tonnes of wheat through the Trading Corporation of Pakistan, for the province's food security in 2026-27.

Why this sits in the same story: wheat is the single biggest item in a low income household's food budget in Pakistan. Roti is what a minimum wage buys first.

A government importing wheat is usually doing one of two things. It is covering a shortfall in what was grown, or it is trying to hold down the price by adding supply. Either way the aim is that flour does not spike, and for a household on Rs 43,000 the flour price does more to the monthly budget than the wage figure does.

The cabinet did not publish a cost for the import or a delivery timetable, so we are not going to guess at either.
