How to Complain Against Police in Balochistan on 1715

Complain about Balochistan Police on 1715 by call or SMS: the seven complaint types, reply deadlines from 8 hours to 2 weeks, tracking and next steps.

To complain about the police anywhere in Balochistan, call or send an SMS to 1715, the IGP Complaint Center in Quetta. An officer of at least Sub Divisional Police Officer (SDPO) rank must call you within 8 hours. Complaints of illegal detention or bribe demands must be answered within 24 hours.

The rules come from Balochistan Police itself. Its 1715 IGP Complaint Center page sets out who handles your complaint, how fast they must reply, and what kinds of complaint it takes. Before 1715, the same page says, people had to post a letter or travel to the Central Police Office on Gulistan Road, Quetta.

We read that page, the police contact page and the Online Police Verification page on 3 October 2026. We also opened the complaint management system used to track complaints. We did not call 1715 or file a complaint, so we cannot report how long the line takes to answer.

The 1715 IGP Complaint Center takes seven kinds of complaint

The 1715 center deals with police misconduct, not with reporting a crime. It takes complaints about an FIR that was not registered, a faulty investigation, illegal detention, arrest of an innocent person, a false FIR, slackness in duty and demands for a bribe. To report a crime, go to the police station.

That split matters. If your phone was snatched an hour ago, you need the police station. If the station then refuses to write your FIR, that refusal is a 1715 complaint.

The page calls a bribe "illegal gratification". If a police officer asked you for money to register a case, release a relative or return a vehicle, that is the heading it falls under.

Reply deadlines depend on the type of complaint

Balochistan Police sets three reply deadlines. Illegal detention and bribe complaints get a reply within 24 hours. A refused FIR or an innocent person's arrest gets 72 hours. Every other complaint gets two weeks. An SDPO or more senior officer must call you within 8 hours.

The page also says complaints are never marked to an officer below SDPO rank. An SDPO heads a police subdivision, above the station house officer (SHO) who runs a single police station. So a complaint about your local station goes over the head of the people who run it.

File a complaint on 1715 by call or SMS

Dial 1715 to speak to the center, or send your complaint as an SMS to 1715. Give your name, mobile number, the police station, the date and exactly what happened. Keep the complaint number you are given, because you need it to track the case.

  1. Write it down first. Note the police station, the date and time, and the name, rank or badge number of any officer involved, if you know it.
  2. Call or SMS 1715. The page says the center takes complaints by voice call and SMS on this short code.
  3. State the type of complaint. Use the center's own words where they fit, such as "non-registration of FIR" or "illegal detention". That puts it on the right deadline.
  4. Save the complaint number. You need it, with the same mobile number, to check progress.
  5. Answer the officer's call. An SDPO or senior officer must call you within 8 hours. Keep your phone on.
Steps to file a complaint with Balochistan Police on 1715

The page also says complaints are received online and by email. It does not give an email address or a public complaint form, though. On 3 October 2026 the complaint management system at cms.balochistanpolice.gov.pk showed a staff login and a public tracking box, with no form for a new complaint. For now, 1715 is the route that clearly works.

A short, specific complaint is easier to act on. "SHO of Police Station X refused my FIR for a motorcycle theft on 2 October" beats a long account of everything that went wrong.

Track your complaint and what happens next

You can check your complaint online at cms.balochistanpolice.gov.pk. Enter the complaint number and the mobile number you used, then fill the image code. Balochistan Police says the center keeps you informed until the complaint is closed and accepts feedback online or by SMS.

The page describes a check on the police reply. When the officer reports back, center staff phone you to confirm what they were told. If the reply is unclear, or you say you are not satisfied, the case goes to a more senior officer.

A complaint is not closed until it is either resolved or found false after a senior officer checks it. That is the rule as written. If you think your complaint was closed wrongly, say so when the center calls, or send feedback by SMS.

Escalate if 1715 does not solve it

If the police still refuse your FIR, a Sessions Judge can direct them. Under section 22-A(6) of the Code of Criminal Procedure, an ex-officio Justice of the Peace can order police action on a refused FIR. Provincial complaints can also go to the Chief Minister's AWAAZ system.

Section 25 of the Code makes Sessions Judges ex-officio Justices of the Peace. Section 22-A(6) lets them give directions to the police on three things: non-registration of a criminal case, transfer of an investigation to another officer, and neglect, failure or excess by a police authority. Most people file this petition through a lawyer, and having your 1715 complaint number shows you tried the police route first.

Another route is the Chief Minister Balochistan's AWAAZ complaint system, run from the CM's grievance cell. For a federal body, such as the FIA or NADRA, use the Pakistan Citizen Portal instead. Balochistan Police is provincial, so its complaints start with 1715.
