Short answer: If your vehicle registration book is lost in Balochistan, file Form C.R.L.D. at the Excise and Taxation Officer's (ETO) office with a Rs 100 stamp paper affidavit, an FIR copy, a newspaper advertisement and the bank certificate of paid road tax. The department's schedule lists the duplicate book fee as Rs 1,000 for light vehicles, Rs 2,000 for heavy vehicles, Rs 500 for rickshaws and Rs 250 for motorcycles.

A lost registration book is more than a nuisance. You cannot sell the car, transfer it or show proof of ownership at a checkpoint without it. The department has a set process to issue a duplicate from its own records, and the list of papers is short.

We read the Excise, Taxation and Anti-Narcotics Department Balochistan website on 11 October 2026: its FAQ page, forms page and fee schedule PDF. We did not apply for a duplicate ourselves, so the steps below are what the department publishes.

The duplicate is issued from the department's own record

The FAQ says that on loss or destruction of the original Registration Certificate, a duplicate is issued based on the data already held by the Excise and Taxation Department. You do not need the original, but the vehicle must exist in the computer database with the same particulars.

The page also says the particulars are verified through the computer database. Before you start, confirm that your vehicle shows up. Our guide to checking a vehicle in every province lists the working verification pages.

Documents for a duplicate registration book in Balochistan

The FAQ lists seven items. Two of them, the FIR and the newspaper advertisement, are not needed if the book was destroyed rather than lost. Everything else is needed in both cases.

For a government or company vehicle, the form is signed by the head of the department or company instead of the owner. The forms page names the form as "Intimation of Loss or Destruction of Certificate of Registration and Application for Duplicate (CRLD)".

The duplicate fee depends on the vehicle class

The fee schedule PDF lists the duplicate book fee by class. It is paid in a designated National Bank of Pakistan branch, and the challan is attached to the application. Check the amount at the office before you pay.

Vehicle classDuplicate book fee
Heavy vehiclesRs 2,000
Light vehiclesRs 1,000
RickshawRs 500
MotorcyclesRs 250

The same schedule lists a file checking fee of Rs 300 and Rs 20 a page for copies "where required". If the office needs to pull your file to check the record, expect those two small charges and ask for receipts.

How to apply step by step

Start with the police and the newspaper, because those two take the longest. The rest can be done in one day.

  1. Report the loss to the police and get a copy of the FIR. Skip this only if the book was destroyed.
  2. Place a notice of the loss in a daily newspaper and keep a copy of the page. Skip this only if the book was destroyed.
  3. Download or collect Form C.R.L.D. from the department's forms page or the ETO office, and sign it.
  4. Prepare an affidavit on Rs 100 stamp paper from the owner.
  5. Get a certificate from the National Bank manager confirming your road tax payment.
  6. Pay the duplicate fee in the designated National Bank branch and keep the challan.
  7. Submit the file at the ETO office and ask for a receipt and a collection date.
Seven steps to get a duplicate vehicle registration book from Balochistan Excise

The page does not state a time for issue of a duplicate. For a new registration book it says "usually two weeks". Ask the ETO officer for the date for your case.

Computer number, plates and book are a separate service

The fee schedule lists a computerized book fee of Rs 700 and number plate fees from Rs 1,800 to Rs 2,100 by class. These are separate from the duplicate fee. The department's FAQ heading "How to obtain Computer Number with Plats and Book" repeats the duplicate book text word for word, so the page does not explain that service on its own.

If you lost your number plate and not the book, or you want a computerized book, ask the ETO office what applies. We could not confirm the steps from the page. For the plate in Sindh, our number plate guide for Sindh shows what a plate process looks like there, but it does not apply in Balochistan.

Safety checks and what to do if the office refuses

Keep the originals of the FIR, the newspaper page and the challan, and give the office photocopies where it accepts them. Never pay anyone who is not at the ETO window or a bank counter. A lost book is a target for touts who promise a "fast duplicate".

If your vehicle does not appear in the computer record, the duplicate cannot be issued from data that does not exist. Ask the officer in writing what is missing. Also remember that a vehicle sold on paper but not transferred will still carry the old owner's name. Our guide on transferring a vehicle in Balochistan covers that step.

Pay any pending token tax first through the online service described in our Balochistan token tax guide, because the department asks for proof of road tax.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the Excise, Taxation and Anti-Narcotics Department Balochistan FAQ page, motor vehicle forms page and the Schedule of Taxes and Fees PDF (fees from 15 May 2025) on 11 October 2026. Fees can change by notification, so confirm the amount at the ETO office. Official site: excise.balochistan.gov.pk.
