A car key and a plain brown folder on a dark wooden table, for a guide on how to transfer vehicle ownership in Balochistan

Short answer: To transfer a vehicle in Balochistan, the buyer and seller go together to the Excise and Taxation Officer (ETO) with the original registration certificate, a notarised Transfer Letter and Form T.O., attested CNIC copies, a Rs 100 stamp paper sale agreement and the bank challan for the transfer fee. The department's page lists Rs 1,000 for light vehicles, Rs 2,000 for heavy vehicles and Rs 250 for motorcycles.

A handshake and a photocopy do not move a car from one name to another. Until the excise record changes, the old owner is still the owner on paper, and tax, challans and accident claims can still follow that name. The fix is a short office visit, and the paperwork is the same for most vehicles.

We read the Excise, Taxation and Anti-Narcotics Department Balochistan website on 11 October 2026: its FAQ page, its motor vehicle forms page and the "Schedule of Taxes and Fees" PDF. We did not file a transfer ourselves, so every step below is what the department publishes, not something we tried at a counter.

The transfer is done at the ETO office by both parties together

The department's FAQ says the seller and the purchaser must appear before the Excise and Taxation Officer with their CNICs. Both parties sign the forms, and the original Registration Certificate goes with the file. The page gives a normal time of 3 to 5 days for a clear vehicle.

The page says that in the case of a "clear vehicle" a new registration book is issued. It does not define the word. We read it as a vehicle with no pending tax or other dues, so clear the token tax first. Our guide to paying Balochistan token tax online shows how.

The page also says the vehicle's particulars are verified through the computer database. If the registration number, engine number or chassis number on your papers does not match the record, expect delay.

Documents you need for a Balochistan ownership transfer

The FAQ lists six items for the file, and every one must be duly filled and signed by both parties. The notary attestation is the part people forget, so book a notary before the office visit.

ItemWhat the department says
Original Registration CertificateSubmitted with the application
Transfer Letter formFilled, signed and attested by a Notary Public
Form T.O.Filled, signed and attested by a Notary Public
CNIC photocopiesOf seller and purchaser, attested by a Notary Public
Sale agreementOn Rs 100 stamp paper, attested by a Notary Public
Transfer fee challanPaid in a National Bank branch, owner's copy attached
Documents needed to transfer vehicle ownership in Balochistan: transfer letter, form T.O., CNIC copies, stamp paper agreement and fee challan

The department's forms page carries the Motor Vehicle Transfer Letter Form for download. We did not find a separate download for Form T.O. on that page, so ask the ETO office for it if you cannot find one.

The transfer fee is Rs 250 to Rs 2,000 by vehicle class

The fee schedule PDF lists three transfer fees: Rs 2,000 for heavy vehicles, Rs 1,000 for light vehicles and Rs 250 for motorcycles. The fee list is headed "Fees w.e.f. 15/5/2025". Check the amount at the office before you pay.

Vehicle classTransfer feeOther fees on the same schedule
Heavy vehiclesRs 2,000Alteration Rs 2,000, duplicate book Rs 2,000
Light vehiclesRs 1,000Alteration Rs 1,200, duplicate book Rs 1,000
MotorcyclesRs 250Alteration Rs 250, duplicate book Rs 250
Bar chart of Balochistan vehicle transfer fees: Rs 2,000 heavy, Rs 1,000 light, Rs 250 motorcycle

The schedule does not say which vehicles count as light or heavy in the fee list. Its tax table groups trucks, buses and trailers separately from cars, jeeps, vans and pickups. A car or pickup is almost certainly "light", but confirm with the office if your vehicle is borderline.

The same schedule lists a computerized book fee of Rs 700 and number plate fees from Rs 1,800 to Rs 2,100. It does not say whether those are charged on a transfer. Ask the counter, and ask for a receipt for every payment.

Steps to follow on the day

Do the preparation first and the office visit second. Most delays come from a missing notary stamp or an unpaid challan, not from the excise staff.

  1. Check the vehicle details through the vehicle verification portal for your province and make sure the record matches the book.
  2. Clear any pending token tax and confirm the vehicle has no other dues.
  3. Get the Transfer Letter form and Form T.O., and fill them in.
  4. Sign a sale agreement on Rs 100 stamp paper and take all documents and CNIC photocopies to a notary for attestation.
  5. Pay the transfer fee in a National Bank branch and keep the owner's copy of the challan.
  6. Go to the ETO office together with your original CNICs and the original Registration Certificate.
  7. Collect a receipt and ask when to return for the new registration book.

Vehicles registered in another district or province need an arrival report first

The FAQ says a vehicle registered in another district or province must have its arrival reported to the Excise and Taxation Department before the ownership is transferred. The arrival fee is Rs 500 for light and heavy vehicles and Rs 200 for motorcycles, per the fee schedule.

The arrival report uses Form R.M.A. (the forms page calls it the "Intimation of Change of Province of Residence"), the bank challan and clearance from the computer cell. We cover this step, with the registration fee, in our guide to registering a vehicle in Balochistan.

Different provinces have their own rules and fees. For a vehicle leaving Balochistan, see how ownership transfer works in Khyber Pakhtunkhwa, and ask the buyer's province before you sell.

Safety checks before you hand over the car

Never hand over the registration book and walk away. Until the transfer is done, the record still carries the seller's name. Sellers should keep a copy of the signed agreement and the challan, and buyers should not pay the full price until the notary papers are signed.

Use only the department's published forms and pay only against a bank challan. Do not hand cash to an agent who promises to "get it done" without your presence, because the page requires both parties to appear.

If the office asks for a fee that is not on the schedule above, ask for the notification in writing. The department's page has a forms list and a fee schedule; anything beyond them should be explained on paper.

Common questions

How long does a vehicle transfer take in Balochistan?

The department's FAQ gives a normal period of 3 to 5 days for a clear vehicle. A vehicle with dues or a mismatch against the computer record will take longer. We could not verify real waiting times at counters.

What is the vehicle transfer fee in Balochistan?

The fee schedule lists Rs 2,000 for heavy vehicles, Rs 1,000 for light vehicles and Rs 250 for motorcycles. It is paid in a National Bank branch. Confirm the amount at the office before paying.

Do both the seller and buyer have to go to the office?

Yes. The FAQ says the seller and purchaser should appear before the Excise and Taxation Officer with their CNICs. Sending only one party is likely to be refused.

Is a notary needed for the transfer?

Yes. The Transfer Letter, Form T.O., the CNIC copies and the Rs 100 stamp paper agreement must all be attested by a Notary Public, according to the FAQ.

What if the vehicle was registered in another province?

Report its arrival to the excise department first. That needs Form R.M.A., the arrival fee challan and clearance from the computer cell, per the department's FAQ.

Where do I find the transfer forms?

The department's motor vehicle forms page lists the Motor Vehicle Transfer Letter Form and other registration forms for download. Ask the ETO office for any form you cannot find.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the Excise, Taxation and Anti-Narcotics Department Balochistan FAQ page, its motor vehicle forms page and the Schedule of Taxes and Fees PDF (taxes from 1 July 2025, fees from 15 May 2025) on 11 October 2026. The department can change fees by notification, so check the amount at the ETO office before you pay. Official site: excise.balochistan.gov.pk.
