Short answer: To register a vehicle in Balochistan, submit the sale certificate and invoice, Form F, Form I and the computer form, and a CNIC copy to the Excise and Taxation Officer (ETO), present the vehicle for physical verification, and pay the fee at National Bank. The department's schedule sets the registration fee at 1% of the vehicle's value for motorcycles and cars up to 1500cc, and 1.25% above that.

A new car or bike is not legal on the road until it is registered and has a number. In Balochistan the Excise, Taxation and Anti-Narcotics Department does this work, and it publishes its list of papers and its fee schedule. The pieces are scattered across three pages, so we put them together. If you want to confirm a vehicle record first, our guide to checking a vehicle in every province lists the working portals.

We read the department's website on 11 October 2026: the FAQ page, the forms page and the Schedule of Taxes and Fees PDF. We did not register a vehicle ourselves. Figures below are the department's published figures, not a quote for your vehicle.

Registration is done at the ETO office with the vehicle present

The department's FAQ says documents are submitted to the relevant ETO office, a receipt is issued, and the registration book is usually ready in about two weeks. The vehicle must be presented for physical verification to the Inspector of Excise and Taxation.

For a commercial vehicle, the page also requires physical verification by the Motor Vehicles Examiner of the Police Department. Particulars are checked in the computer database, and documents are verified with the manufacturer.

Documents for a new vehicle registration in Balochistan

The FAQ lists the documents for both commercial and non-commercial vehicles. Keep the originals ready, because the sale certificate has two copies, one for registration and one for verification.

ItemWhat the department asks for
Sale certificate and invoiceOriginal, registration copy and verification copy
FormsForm F, Form I and the Computer Form, filled and signed by the owner
CNICAttested photocopy
Fee challanPaid in a selected National Bank branch, owner's copy attached
Physical verificationInspector of Excise; plus police MVE for commercial vehicles
Government or company vehicleCovering letter from the head of department or company
Documents to register a new vehicle in Balochistan: sale certificate, Form F, Form I, computer form, CNIC copy and fee challan

The forms page lists "Application for New Registration Certificate", "Form of Application for Registration of Motor Vehicle (Form F)" and "Form of Declaration (Form I)". These are available from the department's site.

The registration fee is a percentage of the vehicle's value

The fee schedule lists the registration fee by vehicle class as a share of value. It does not say in that PDF how the value is set, so ask the ETO office how it will be assessed for your vehicle.

VehicleRegistration fee
Motorcycle, rickshaw, tractor1% of value
Cars and jeeps up to 1500cc1% of value
Cars and jeeps 1500cc and above1.25% of value
Pickups, vans and station wagons1.25% of value
Trucks, buses, trailers0.5% of value
Balochistan vehicle registration fee as a percentage of value for bikes, cars, vans and trucks

As plain arithmetic, if the value used were Rs 2,000,000, then 1% is Rs 20,000 and 1.25% is Rs 25,000. That is an example of the formula, not a quote.

The schedule notes that electric vehicles are charged by the category they fall into after converting motor power to engine capacity, and that a rebate applies under the Electric Vehicle Policy. It adds an enhanced fee for late registration: Rs 500 for two and three wheelers and Rs 1,000 for four wheelers where the default exceeds twelve months.

Token tax and other charges to expect at registration

Besides the registration fee, you pay motor vehicle tax. The schedule, headed "Taxes w.e.f. 1st July, 2025", lists a lifetime tax for private cars and vans that is highest for new registrations. A motorcycle is Rs 1,500 for life. Our token tax guide for Balochistan shows how to pay online.

Car or van engine sizeLifetime tax for a new registration
Up to 660ccRs 10,500
661cc to 1000ccRs 12,000
1001cc to 1500ccRs 17,000
1501cc to 2000ccRs 20,000
Above 2000ccRs 24,000

The PDF also lists a computerized book fee of Rs 700 and number plate fees of Rs 2,100 for non-commercial vehicles and Rs 1,800 for motorcycles. The schedule does not say these are collected together with registration, so ask at the counter and keep every receipt.

A vehicle from another province needs an arrival report

If the vehicle was registered in another province, report its arrival before anything else. The FAQ lists Form R.M.A., the bank challan for the arrival fee, the original Registration Certificate and clearance from the computer cell.

The arrival fee is Rs 500 for light and heavy vehicles and Rs 200 for motorcycles, per the schedule. The documents are returned to the owner after the process. After that, ownership changes follow the steps in our guide to transferring a vehicle in Balochistan.

Steps in order

Prepare papers first, and visit the bank before you visit the office. The department's page does not give an online route for registration, so this is an in-person process.

  1. Collect the original sale certificate and invoice, with both copies.
  2. Fill and sign Form F, Form I and the Computer Form.
  3. Attest a photocopy of your CNIC.
  4. Ask the ETO office the assessed value and fee, then pay at a National Bank branch.
  5. Take the vehicle to the Inspector of Excise for physical verification.
  6. Submit the file at the ETO office and keep your receipt.
  7. Return for the registration book, usually after about two weeks.
Seven steps to register a new vehicle at a Balochistan Excise office

Do not drive the vehicle on public roads on the strength of a receipt without asking the office what a receipt covers. The page does not say. Confirm any fee that is not on the schedule in writing.
