Every month, somebody in Pakistan looks at an electricity bill and says this cannot be right. It turns out a great many of them were correct.

Audit officials told a National Assembly committee that power distribution companies overbilled 278,649 consumers by Rs 47.81 billion in a single month through incorrect meter readings. Electricity overbilling in Pakistan is not a feeling people have. It is a documented number, and the allegation is that it was done to hide the companies' own losses.

The Prime Minister has now ordered a technical audit of how DISCOs bill.

How much were people overbilled?

Rs 47.81 billion, across 278,649 consumers, in one month. That averages roughly Rs 171,000 per affected consumer, which tells you this was not a rounding error on domestic meters alone.

The mechanism was incorrect meter readings. Audit officials alleged the overbilling was used to conceal operational inefficiencies and transmission and distribution losses, which is the part that matters. A wrong reading is a mistake. Wrong readings used to paper over a company's own losses is something else.

One month, one set of audit findings.

What has the government actually ordered?

A technical audit of DISCO billing systems, performance indicators for each company with targets and timelines, a harder line on electricity theft, and nationwide smart meters, which the Prime Minister called essential.

MeasureStatus
Technical audit of billing systemsOrdered
Performance indicators per DISCOOrdered, with defined targets
Nationwide smart meter rolloutDescribed as essential
Crackdown on electricity theftOrdered
Award for best performing DISCOAnnounced

The smart meter point is the substantive one. A smart meter removes the human reading that produced these errors, which is precisely why it matters more than the audit. An audit tells you what went wrong. A meter that reports itself stops it happening again.

The award for the best performing DISCO, on the other hand, is a curious response to Rs 47.81 billion.

How do you check your own bill?

Start with the reading, not the total. Almost every overbilling case comes from units, and the rupee figure is just arithmetic on top of a wrong number.

  1. Find the units consumed on your bill, then go and read the meter yourself. If the meter shows fewer units than the bill claims, you have your answer.
  2. Compare this month's units against the same month last year, not against last month. Consumption is seasonal and comparing July to June tells you nothing.
  3. Check whether the bill says the reading was estimated. Estimated readings are where errors hide.
  4. Look at the slab. Being pushed one slab higher by a handful of phantom units raises the rate on everything, not just the extra.
  5. Keep a photograph of your meter on billing day each month. A dated photo is the only evidence that settles a dispute.

Our guide to checking your electricity bill online covers where to find the figures for each company, which is the first step in any complaint.

What can you do if the bill is wrong?

Complain in writing to the DISCO first, because the regulator will ask whether you did. Take your meter photograph, your previous bills and the current one, and ask specifically for a reading correction rather than a payment plan.

Points worth knowing before you start:

  • Paying under protest is usually wiser than not paying, since disconnection is easier for them than refunding is for you.
  • A correction normally appears as an adjustment on a later bill rather than a refund.
  • NEPRA takes complaints when the company has failed to resolve one, so keep every reference number.
  • If your meter is genuinely faulty, ask for it to be tested, and get the request in writing.

Will the audit change anything?

Some of it will. An audit with defined performance indicators is harder to ignore than the periodic outrage this subject usually produces, and smart meters remove the failure point entirely wherever they land.

What I would not expect is refunds at the scale of the finding. Overbilling on this scale is entangled with distribution losses the sector cannot afford to absorb, and the honest reading of the allegation is that the billing was hiding a hole rather than creating one. Closing that hole takes years.

The useful move is not waiting for the audit. Photograph your meter this month, and every month. If enough people can produce a dated reading, the argument stops being one person's word against a utility's.

If you are trying to cut the bill itself rather than dispute it, our pieces on the Punjab free solar scheme and paying bills through Easypaisa or JazzCash cover the two things most people ask about next.

Frequently asked questions

How much did power companies overbill?

Rs 47.81 billion across 278,649 consumers in a single month, through incorrect meter readings, according to audit officials speaking to a National Assembly committee.

Why would a company overbill deliberately?

The allegation is that it concealed operational inefficiencies and transmission and distribution losses, moving the cost of those losses onto consumers' bills.

How do I know if my bill is wrong?

Compare the units on the bill against your actual meter reading, and against the same month last year rather than last month. Errors show up in units, not rupees.

What are smart meters and will they help?

Meters that report readings automatically, removing the manual reading that produced these errors. The Prime Minister has called a nationwide rollout essential.

Can I get a refund?

Corrections usually appear as an adjustment on a later bill rather than a cash refund. Complain to your DISCO in writing first, then NEPRA if unresolved.

Should I stop paying a bill I think is wrong?

Generally no. Disconnection is far easier for the company than a refund is for you, so pay under protest and pursue the correction with your evidence.

Work out your own figure

Unrelated to your electricity bill, but the same principle: work out what you actually use before paying for a guess.
