FBISE has extended the Class 11 (HSSC session 2026 to 2028) registration deadline to 16 November 2026, but only with double fee. The extension covers both the general and the technical streams, and a late admission fee is charged on top where it applies. Colleges submit the registration return, not students. FBISE notice No. FBISE/REGN/NOTIF/HSSC/2026-28/2152 is dated 4 November 2026.
The normal fee deadline was 30 October 2026, set by FBISE's 7 October notice. That date has passed, so any college that has not yet registered its first year students now pays double. If you are a parent or a student, the practical step is simple: ask your college this week whether your name has gone in.
FBISE moved the Class 11 deadline to 16 November with double fee
FBISE says the due date for registration returns with double fee for Class 11 students of the 2026 to 2028 session is extended up to 16 November 2026, for general and technical streams both. A late admission fee will also be charged where applicable.
We read the notice on 6 November 2026. It is the top item in the Latest News list on the FBISE website, as a scanned PDF, and the file on FBISE's server is dated 4 November. It is signed by Mirza Ali, Director Registration, and Shabana Arif, Deputy Secretary (HSSC Registration).
A "registration return" is the list a college sends to the board, with each student's details, photo and fee. Once the board accepts it, the student gets a registration number for the two-year intermediate course. Without that number, a student cannot be sent for the Class 11 exam later.
| Point | What the 4 November notice says |
|---|---|
| Notice number and date | FBISE/REGN/NOTIF/HSSC/2026-28/2152, 4 November 2026 |
| New last date | 16 November 2026 |
| Fee | Double fee, plus late admission fee where applicable |
| Who is covered | Class 11, session 2026 to 2028, general and technical streams |
| Technical courses named | Technical diplomas, DOM, D.Com, DDM, DAEs, Allied Health Sciences, Unani and Ayurvedic medicine |
| Other rules | Unchanged, as in the July notices No. 1512 and No. 1540 |

The double fee works out to Rs 3,000 a student in Pakistan
The notice does not print an amount. FBISE's July notice No. 1512 set the normal Class 11 registration fee at Rs 1,500 per student in Pakistan and US$100 per student abroad, so double fee is Rs 3,000 or US$200 by our arithmetic.
That figure is our calculation, not a number the board has published in the new notice. The late admission fee is also not priced in it. FBISE's July notice charged a separate monthly amount for students admitted late, which is why the new notice says "where applicable": it applies only to students whose college admission itself came after the allowed date.
| Stage | Last date | Fee per student in Pakistan |
|---|---|---|
| Original deadline, July notice | 6 October 2026 | Rs 1,500 |
| First extension, 7 October notice | 30 October 2026 | Rs 1,500 (normal fee) |
| Second extension, 4 November notice | 16 November 2026 | Double fee, Rs 3,000 by our arithmetic |
The normal fee extension to 30 October also explains the payment channels, which have not changed. Fees go through the challan the online system generates.

Who has to act before 16 November
Heads of FBISE-affiliated colleges have to act, because the registration return is submitted by the institution. Students and parents should confirm with the college office that the return has gone in and the fee has been paid.
The notice is addressed to the heads of all institutions affiliated with FBISE at HSSC level. Copies went to the Federal Directorate of Education, the FGEI cantonment and garrison colleges, Army Public Schools, Fauji Foundation, the PAF and Navy education directorates, the Gilgit-Baltistan education directorate and Pakistani missions abroad. So this reaches far beyond Islamabad.
Here is what a student can check, in order:
- Ask the college office whether your registration return has been submitted to FBISE.
- If not, ask whether the college will pay the double fee itself or ask you for it.
- Check that your name, father's name and date of birth match your B-Form exactly.
- Keep a copy of any fee challan you pay.
- Ask for your FBISE registration number once the board accepts the return.
Step 3 is the one people skip. FBISE and NADRA are matching student records against B-Form data, and a spelling error now becomes a correction case with its own fee later.

Technical diploma students are covered too
The extension is not only for FA, FSc, ICS and ICom students. The notice names the technical side as well, so diploma students should run the same check with their institute.
Its subject line lists technical diploma courses, DOM (2026 to 2027), D.Com (2026 to 2028), DDM and DAEs (2026 to 2029), and technical education in Allied Health Sciences and the Unani and Ayurvedic System of Medicine (2026 to 2028). The technical rules stay as in FBISE's 13 July 2026 notice No. 1540.
What happens after 16 November
The notice does not say what happens to a return submitted after 16 November. It sets this date and says the other rules stay the same. A further extension has not been announced.
We would not count on one. Two extensions have already been given, and the second one doubled the fee. Treat 16 November as the real last date. Students who changed college or came from another board should also check the document rules in the July notice, which this extension does not change.
