FBR Suspends Two IRS Officers Over a Call to Stop Official Work
FBR suspended two Inland Revenue officers and recalled two more on 19 October 2026 over a press statement and a stop-work call. What it means for taxpayers.

Short answer: The Federal Board of Revenue (FBR) suspended two Inland Revenue Service officers, one in grade BS 20 and one in BS 19, on 19 October 2026. It also called two more BS 20 officers back to its Islamabad headquarters for further investigation. FBR says all four were linked to an unauthorised press statement and a call to stop official work.
We read the FBR press release on its own site on 20 October 2026. It is short. It names no officers and gives no office, but it does name the rules FBR says were broken. If you are a taxpayer, the useful part comes further down: tax offices are working, and the 31 October return deadline has not moved.
FBR suspended two officers and recalled two more on 19 October
FBR suspended one BS 20 and one BS 19 officer of the Inland Revenue Service on 19 October 2026. Two other BS 20 officers were repatriated to FBR headquarters for further inquiry. FBR linked all four to a press statement it had not allowed and a call to halt work.
The Inland Revenue Service, or IRS, is the arm of FBR that runs income tax, sales tax and federal excise. Its officers sit in regional tax offices, large taxpayer offices and corporate tax offices across Pakistan. BS 19 and BS 20 are senior grades in the federal service, two and three steps above the BS 17 entry grade.

The Urdu version of the same release carries the date, Islamabad, 19 October. The English version does not repeat it. Both say the same thing about the four officers.
FBR says the officers broke two conduct rules
FBR says the conduct, on first view, broke Rules 23 and 26 of the Civil Servants (Conduct) Rules, 2026, made under the Civil Servants Act, 1973. It calls this misconduct under Rule 34 and says it will start proceedings under the Civil Servants (Efficiency and Discipline) Rules, 2020.
The release uses the Latin phrase "prima facie", which means "on first view". That matters. It is a charge at the start of a process, not a finding at the end of one. The release also says FBR "cannot tolerate such misconduct".
FBR has not published the notifications themselves on its press page, and it has not said who will hear the cases or how long they will take. We could not see a notification number either. So the four officers' grades are confirmed, but their names, posts and the length of the suspension are not, on FBR's own page.

The stop-work call came during a fight over FBR restructuring
The call to stop work came from inside the Inland Revenue Service during a dispute over plans to restructure FBR. It was reported as a pen-down strike call. It was also reported withdrawn after a meeting with two FBR Members. FBR's release does not mention the strike or its withdrawal.
Here is what was reported, in our words. An association of Inland Revenue officers publicly opposed new structural changes at FBR on 17 October 2026. It said reforms already under way, such as digital invoicing, point of sale (POS) integration, production monitoring and the faceless audit system, should be given time to show results first.
Reports say the planned changes include more power for the FBR Chairman over appointments and removals, and hiring professionals from the private sector. Separate sales tax zones inside large taxpayer offices were also reported as under study. None of these plans has been notified, and FBR has not published a restructuring paper that we could find.
Reports also say the two suspended officers must sign in at the office of the FBR Member for Administration three times a day during the suspension. We could not confirm this on FBR's site.
The Prime Minister reviewed FBR reforms the same day
Prime Minister Shehbaz Sharif chaired a weekly review of FBR reforms on 19 October 2026, according to reports. He was reported as saying corrupt officers have no place at FBR. The Prime Minister's Office had not posted a release on the meeting when we checked its press page on 20 October.
Two numbers were reported from that meeting. Pakistan's estimated tax gap, meaning tax that is owed but not collected, was said to have fallen from 6 per cent to 5 per cent of GDP over three years. And the hiring of 957 third-party auditors was said to have raised FBR's audit capacity four times.
We have not seen either figure in an FBR or government document, so treat both as reported. The faceless system the meeting discussed is real and notified: FBR brought its faceless audit and assessment rules into force for every case from 15 October 2026.

Tax offices are working and the 31 October deadline stands
For taxpayers, nothing has changed. The stop-work call was reported withdrawn, FBR has not announced any closure, and the income tax return deadline for tax year 2026 is still 31 October 2026. Notices, audits and refunds should carry on as normal.
FBR's circulars page lists Circular No. 04 of 2026-27, issued on 14 October 2026, which moved the return date. Our report on how FBR extended the return deadline to 31 October has the details. With eleven days left, the safer plan is to file now rather than wait for another extension.
- File your income tax return and wealth statement on IRIS before 31 October 2026.
- If you have an open notice, reply by the date on the notice. A suspended officer does not stop the clock.
- If your case officer changes, keep the notice number and your IRIS reply receipt.
- If FBR delays a refund or a decision for too long, you can complain to the Federal Tax Ombudsman.
One honest note. Under the faceless system, more cases are now handled by a central unit, not by your local office. So a dispute between officers in one city is less likely to touch your file than it would have been a year ago.

Common questions
How many FBR officers were suspended?
Two. FBR suspended one BS 20 and one BS 19 Inland Revenue officer on 19 October 2026. Two more BS 20 officers were recalled to headquarters for investigation, which is not the same as a suspension.
Why did FBR suspend them?
FBR says it was over an unauthorised press statement and a call to stop official work. It says this broke Rules 23 and 26 of the Civil Servants (Conduct) Rules, 2026, and amounts to misconduct under Rule 34.
Is there a strike at FBR offices?
No strike is running as far as we can tell. The pen-down call was reported withdrawn after a meeting with FBR Members, and FBR has not announced any office closure.
Does this change the tax return deadline?
No. The deadline for tax year 2026 returns is still 31 October 2026 under FBR's Circular No. 04 of 2026-27.
How long is the suspension?
FBR's release does not say. Reports put it at 120 days. We could not see the notifications to confirm this.
Will my audit or notice be delayed?
There is no sign of that. Reply by the date on your notice, and keep your IRIS receipt in case the officer on your case changes.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 20 October 2026. We read the English and Urdu text of FBR's release "FBR initiates disciplinary action for violation of Conduct Rules" on the FBR press releases page, and the list of income tax circulars on FBR's site, which shows Circular No. 04 of 2026-27 dated 14 October 2026. We checked the Prime Minister's Office press releases on 20 October and found no release on the 19 October FBR meeting. The 120 day suspension, the offices of the officers, the strike call and its withdrawal, the restructuring plans and the meeting figures are reported and not confirmed by FBR. We could not see the suspension notifications themselves.
