FBR Extends the Tax Return Deadline to 31 October 2026 in Pakistan
FBR has moved the tax year 2026 income tax return deadline to 31 October 2026 by Circular No. 04 of 2026-27. See who it covers, the late penalty and the steps.

Short answer: FBR has extended the income tax return deadline for tax year 2026 a second time, to 31 October 2026. The order is Circular No. 04 of 2026-27, dated 15 October 2026. It covers people who had to file by 30 September and whose date was already moved to 15 October.
That is the new last date to file in Pakistan without a late penalty. We opened the circular on FBR's own website on 17 October 2026. FBR is the Federal Board of Revenue, the tax authority. The notice is linked from the home page of fbr.gov.pk under "Extension in Date of Filing of Income Tax Returns for Tax Year 2026".
The new deadline is 31 October 2026
FBR "further extends" the date for tax year 2026 returns to 31 October 2026. The circular uses section 214A of the Income Tax Ordinance 2001. It applies to persons who had to file by 30 September 2026 and who got the first extension to 15 October under Circular No. 3 of 2026-27.

The circular gives one reason. It says the extension is granted "in view of the requests received from various trade bodies and tax bar associations". It says nothing about the IRIS portal or any other cause. It is one page, signed by the Second Secretary (IR-Operations) on 15 October 2026.
| Step | Date | Order |
|---|---|---|
| Original due date | 30 September 2026 | Income Tax Ordinance 2001 |
| First extension | 15 October 2026 | Circular No. 3 of 2026-27, 30 September |
| Second extension | 31 October 2026 | Circular No. 04 of 2026-27, 15 October |
The first extension is in our report on the 15 October extension. Where this one differs is that it came on the very last day of the first extension.
Who the extension covers and who it does not
The circular covers "persons who were required to file their returns by 30th September, 2026". That is mainly individuals, including salaried people, and associations of persons. It does not name any group. It does not change dates for anyone whose return was due on another day, such as a company with a special tax year.
The wording is narrow on purpose. It reaches back to the people whose date had "earlier been extended upto 15th October, 2026". If your return was due on another date, read your own due date before you rely on 31 October. When unsure, file early rather than test the edge of the wording.
The circular is only for income tax returns for tax year 2026, which covers 1 July 2025 to 30 June 2026. It does not move the monthly sales tax return. It does not move the quarterly withholding statement. Those dates are listed in our calendar of FBR tax deadlines for October and November 2026.

Filing by 31 October avoids the late penalty and the surcharge
A return filed by the extended date of 31 October carries no section 182 penalty and no section 182A surcharge. You also join the Active Taxpayers List, which is the FBR list of filers. After 31 October, both costs apply. We read these rules in FBR's own copy of the Ordinance, amended to 30 June 2026.
| If you file | Late penalty (section 182) | Active Taxpayers List |
|---|---|---|
| By 31 October 2026 | None | Added on filing |
| After 31 October 2026 | Higher of Rs 1,000 a day or 0.1% of tax payable a day | Surcharge needed to be added |
The penalty has a floor. It is at least Rs 10,000 for an individual who earns 75% or more of income from salary, and at least Rs 50,000 in other cases. The ceiling is 200% of tax payable. The law cuts the penalty by 75%, 50% or 25% if you file within one, two or three months after the extended date.

The surcharge to return to the Active Taxpayers List after a late return is Rs 25,000 for an individual and Rs 50,000 for an association of persons. An individual can instead give an undertaking not to buy property for six months. The full list of costs is in how to file a tax return after the deadline and the guide to the Rs 25,000 ATL surcharge.
Do not wait for another extension after 31 October
FBR can extend again, but it has not said it will. FBR gave two extensions this year and, as we reported, two last year as well. A rule that applied twice does not make a third certain. Plan to file before 31 October, and do not treat any hint of another extension as a promise.
The circular does not say that 31 October is final. It also does not say that a further date is coming. Our record of FBR deadline extensions shows an extension in every year we could check. That is a pattern, not a rule.
Last year the same pattern ended on 31 October. Reports of a third extension would need a new circular on fbr.gov.pk before you could rely on them. Fake circulars have been shared before, so check the FBR home page yourself.

What to do before 31 October
File this week and do not wait for the last day. The last day is the busiest on the IRIS portal, which is FBR's online filing system. 31 October 2026 is a Saturday, so plan to finish by Friday 30 October. A return plus a wealth statement takes most people under an hour.
- Log in to IRIS with your CNIC and password. Reset your password now if you have forgotten it.
- Open the tax year 2026 return, which covers 1 July 2025 to 30 June 2026.
- Fill in your income and the tax already deducted from salary, bank profit and bills.
- Complete the wealth statement and submit both forms.
- Pay any tax due with a PSID payment slip, then save the acknowledgement.
- Check your return shows as filed, as described in how to check your return on IRIS.
The full filing steps are in how to file your income tax return for 2026. If IRIS is slow on any day, read what to do when IRIS is down and keep screenshots with the time showing.
Common questions about the 31 October tax return deadline
What is the last date to file an income tax return for tax year 2026?
It is 31 October 2026, under FBR Circular No. 04 of 2026-27 dated 15 October 2026. The date applies to people who had to file by 30 September 2026.
Is the 31 October extension real?
Yes. We opened the circular on FBR's own website. It is linked from the fbr.gov.pk home page. Check any circular there before you trust a copy shared in a message group.
Will FBR extend the deadline again?
FBR has not said so. The circular gives 31 October as the date. Do not wait for a further extension, because a late return brings a penalty and a surcharge.
Does the extension apply to salaried people?
Yes, if their return was due on 30 September 2026. The circular covers all persons who had to file by that date, and it names no excluded group.
I already filed before 15 October. Do I need to do anything?
No. If your return and wealth statement show as completed on IRIS, you are done. You can revise a filed return later if you spot a mistake.
What happens if I file on 1 November?
You are late. The section 182 penalty applies, with a cut of 75% if you file within a month of the extended date. You also pay the surcharge to join the Active Taxpayers List.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 17 October 2026. The deadline, the circular number, the date and the reason come from FBR Circular No. 04 of 2026-27 (Income Tax), dated 15 October 2026, which we opened through the notice on fbr.gov.pk. The penalty and surcharge rules are from FBR's copy of the Income Tax Ordinance 2001, amended to 30 June 2026, sections 182 and 182A. The Saturday date and the Friday suggestion are our own calendar arithmetic. This is general information, not tax advice.
