FBR Tax Return Deadline Extensions: 10 Years of History, 2016 to 2025

Did FBR extend the tax return deadline last year? Yes, to 31 October 2025. See every FBR extension from 2016 to 2025, when it came and the order behind it.

Yes. FBR extended the tax year 2025 deadline twice. On 30 September 2025, the last day, it issued Circular No. 4 of 2025-26 moving the date to 15 October 2025. On 15 October it moved it again, to 31 October 2025. Both used section 214A of the Income Tax Ordinance 2001.

We read FBR's own press releases and circulars for every tax year from 2016 to 2025. FBR extended the income tax return deadline in each of the nine years we could check at source. Tax year 2017 is the one year we could not confirm on FBR's site. The table below shows every date, when each extension came, and the document behind it.

FBR extended the tax year 2025 deadline to 31 October 2025

For tax year 2025, the return was due on 30 September 2025. FBR first moved it to 15 October, signed on 30 September, then moved it again to 31 October 2025. Both steps were taken under section 214A, after requests from trade bodies and tax bar associations.

The first step came as FBR Circular No. 4 of 2025-26 IR-Operations, dated Islamabad, 30 September 2025. It says the date "is extended to October 15th, 2025, in view of the requests from various trade bodies, taxpayers and tax bar associations". FBR's spokesperson account posted the news just after midnight.

The turn was sharp. Shortly before, FBR had issued a press release titled "Deadline for Filing Income Tax Returns Will Not Be Extended". It called extension reports "false, baseless, and misleading" and said IRIS was "fully operational". Then it extended anyway.

The second step came on 15 October 2025, the last day of the first extension. FBR's press release says the deadline for tax year 2025 was extended "till October 31, 2025", again under section 214A.

Every FBR deadline extension from tax year 2016 to 2026

FBR extended the return deadline in every year we could check, often more than once. In most years it acted on the last day or after the date had passed. The table lists each date and the FBR document we read. Rows marked "reported" rest on press reports only.

For tax year 2019 we could not open an FBR release for any step. Press reports differ on how many steps there were between 31 October and 31 December. FBR's own release of 28 February 2020 confirms only that there would be "no further extension" for that year. For tax year 2017 we found nothing on fbr.gov.pk, so we leave the row blank rather than guess.

Final extended return deadline for tax years 2021 to 2025, as read on FBR documents

The pattern: FBR usually extends on the last day

FBR extended in all nine years we could check. In five of them, 2016, 2021, 2022, 2023 and 2025, the first extension came on 30 September itself. In 2020 it came after the date had passed. Early decisions are rare.

Three things repeat across the decade.

  1. A "no extension" statement comes first. In 2021, FBR put out at least two releases saying there would be no extension, then extended on 30 September because IRIS "got overloaded". In 2023 it said systems were running well "to avoid any need for extending the date", then extended. In 2025 it called extension reports "false". Each time, it extended.
  2. The first extension is short. Recent first steps were 15 days (2021, 2025), 14 days (2024) or one month (2022, 2023).
  3. Second steps come on or after the last day of the first. The 2025 move to 31 October came on 15 October. The 2018 move to 30 April was published on 1 April 2019, a day after the 31 March date ran out.

The final date has drifted earlier. Tax year 2018 ran to 30 April 2019. Tax year 2024 ended on 14 October 2024. The long tails of the 2010s have mostly gone.

FBR extends the date for everyone under section 214A of the Income Tax Ordinance 2001. One taxpayer can ask their Commissioner for up to 15 more days under section 119, but only by applying before the due date passes.

We read both sections in FBR's consolidated copy of the Ordinance, amended to 30 June 2026. Section 214A lets the Board, "at any time before or after the expiry" of a time limit, allow an act to be done later, "in any case or class of cases". That is why FBR can extend even after midnight.

Section 119 is personal. You write to your Commissioner by the due date. The grounds are absence from Pakistan, sickness or other misadventure, or "any other reasonable cause". The Commissioner can give up to 15 days, and the Chief Commissioner up to 15 more in exceptional cases. FBR's 2025 "no extension" release pointed to this route and said tax due must be paid by 30 September.

Past extensions do not mean one this year

Ten years of extensions show a habit, not a rule. No law makes FBR extend. Each year is a fresh decision, and the penalty for a missed date applies in full unless FBR issues an order.

Our check on whether FBR has extended the 2026 deadline found no order on fbr.gov.pk at 4:15 pm on 30 September 2026. FBR's spokesperson has also been reported as saying there will be no extension.

If no order comes, the cost is real. The penalty is Rs 1,000 a day or 0.1% of tax payable a day, whichever is higher, with a Rs 10,000 minimum for mainly salaried people. To get back on the Active Taxpayers List you also pay the Rs 25,000 ATL surcharge for late filers. Betting on a repeat of 2025 is a gamble with your own money.

What to do tonight, 30 September 2026

File tonight if you can. If you cannot, apply to your Commissioner under section 119 before midnight. Do not wait for an extension that may not come, and trust only an order on fbr.gov.pk.

  3. Pay any tax due today through your bank app with a PSID.
  4. Apply under section 119 before midnight if you have a real reason you cannot file.

Common questions

Did FBR extend the tax return deadline last year?

Yes. For tax year 2025, FBR extended the 30 September 2025 deadline to 15 October 2025, then to 31 October 2025. Both were under section 214A.

When did FBR announce the 2025 extension?

On 30 September 2025, the last day. Circular No. 4 of 2025-26 is dated that day. The second extension came on 15 October 2025.

Has FBR extended the 2026 deadline?

Not as of 4:15 pm PKT on 30 September 2026. There was no order on fbr.gov.pk when we checked.

How many times has FBR extended the deadline in 10 years?

It extended in all nine years we could check at source: 2016 and 2018 to 2025. We could not confirm tax year 2017 on FBR's site.

What was the longest extension?

Tax year 2018. The 31 August 2018 date was pushed to 17 December 2018, then 31 March 2019, then 30 April 2019.

Can FBR extend after the deadline has passed?

Yes. Section 214A lets FBR allow a late act "at any time before or after the expiry" of the time. It did this for tax year 2020.
