You can apply for a FESCO electricity connection online on the ENC portal at fesco.enc.com.pk, or on a free paper form from your FESCO sub-division. For a load up to 15 kW, NEPRA's Consumer Service Manual gives the company 30 days in total, counted in four stages, and FESCO's own procedure sheet also adds up to 30 days. The clock for installation runs once you have paid the demand notice.

FESCO, the Faisalabad Electric Supply Company, works through six circles, Faisalabad I, Faisalabad II, Jhang, Sargodha, Mianwali and Toba Tek Singh, as its own published lists show. We read FESCO's e-Services page, its FAQs, its Urdu procedure sheet for new connections and NEPRA's Consumer Service Manual on 6 November 2026. This guide puts them together.

Two ways to apply for a FESCO connection

FESCO lists both routes on its e-Services page under "Electricity New Connection".

FESCO's FAQ says a prospective consumer "can get free of cost an application form from the Sub-Division situated in his area". After you submit it, the clerk issues a receipt. Keep that receipt. It is your proof of the date you applied.

Documents FESCO asks for

FESCO's Urdu procedure sheet, titled the method for getting a new connection, change of name and change of load, lists these papers for a normal connection. We have translated them into plain English.

  1. The application form, in three copies.
  2. A copy of the relevant tariff signed by you and two witnesses. Witnesses are not needed for a domestic or commercial single-phase connection.
  3. Proof of ownership, such as a registry, fard, sale deed or allotment letter for a housing colony, with every page attested by an oath commissioner, notary public or grade 17 gazetted officer.
  4. An undertaking, on stamp paper and attested, that no other connection or dues exist at the premises, and that you will pay any dues found later.
  5. If the property has more than one owner, written permission from the other owners on attested stamp paper.
  6. If you are a tenant, the owner's attested permission.
  7. An attested copy of your own CNIC.
  8. Attested CNIC copies of two witnesses. Single-phase applicants do not need these.

Industrial applicants need more: a site plan, a power of attorney where there are several owners, and for a limited company its memorandum and articles, incorporation certificate, directors' details and CNIC copies, Form 29 and a charge creation certificate. FESCO also links a specimen of the owner's affidavit and NOC on its Customer Services page.

NEPRA's general rules on documents are in our guide to new connection documents and the demand notice.

FESCO's 30-day timeline for loads up to 15 kW

NEPRA's Consumer Service Manual, Annexure III, sets the time frame for "Connection Category-1", a load up to 15 kW at 400 volts. That covers almost every home and small shop.

FESCO's own Urdu sheet for category one, up to 15 kW, breaks the same job into 12 steps that also add up to 30 days. Its FAQ is shorter. It says the connection "would be installed in One Month", and that if a connection is not feasible, you will be told the reasons.

The manual adds a condition. The DISCO must provide the connection within the Annexure III time "after receipt of full payment". So the days that matter most begin once your demand notice is paid. If FESCO runs late, our page on late connections and NEPRA complaints shows how to escalate.

The demand notice and what you pay

After the survey, FESCO issues demand notices for the capital cost, also called connection charges, and the security deposit. NEPRA's manual gives you 30 days to pay a demand notice. You can ask for a further 30 days of grace, but you must ask at least three days before the first deadline.

Two more rules from the manual can save money:

  • No escalation charge, meaning a later rise in material prices, can be charged to residential consumers up to 20 kW or commercial consumers up to 15 kW.
  • You may ask to pay the demand notice in instalments, with no mark-up.

FESCO publishes a "New Connection Cost Estimates Calculator (for Material)" on its e-Services page. It lists items such as poles, conductors and distribution transformers. FESCO also posts SOPs for consumers who buy material privately for a new connection or a load extension. We did not run a cost estimate, so we give no rupee figure here. For one company's published charges, see our page on IESCO new connection charges.

Track the application and avoid the common delays

Most delays come from missing papers or an unpaid notice. A short checklist:

  • Keep your receipt or ENC tracking number from the day you apply.
  • Get the wiring test report from a licensed contractor before the survey.
  • Have every ownership page attested, not only the first.
  • Pay the demand notice early and keep the bank receipt.
  • If nothing happens, call 118 or your sub-division.

FESCO office numbers are on our pages for the FESCO complaint number and FESCO SDO and XEN mobiles. If you are moving a connection into your own name instead, read our guide to changing the name on an electricity bill.
