Sales Tax Refund Stuck in FBR's FASTER System: 12 Weekly Checks Before STARR
S.R.O. 1498 of 4 September 2026 gives an unpaid FASTER refund 4 more weekly checks, 12 in all, before STARR. See the timeline, what to fix and who is left out.

If part of your sales tax refund is stuck in FBR's FASTER system, it now gets 12 weekly computer checks before it moves to manual processing in STARR, not 8. S.R.O. 1498(I)/2026, dated 4 September 2026, added four extra weekly checks to rules 29 and 39F of the Sales Tax Rules, 2006.
FASTER is the Fully Automated Sales Tax e-Refund system. STARR is the Sales Tax Automated Refund Repository, where officers look at the claim. In plain terms, a stuck amount now waits about 11 weeks in the automatic queue instead of about 7. We read the notification and the rules on FBR's website on 20 October 2026. FBR's own consolidated copy of the rules, updated up to 31 July 2026, still shows the old eight-check wording.
FASTER now runs 12 weekly checks on the unpaid part of a claim
FASTER checks a refund claim and pays the part it can verify. The rest is checked again every week. Before September 2026, an amount still unverified after eight checks went to STARR. Now it gets four more weekly checks first, twelve in all.

| Point | Before S.R.O. 1498 | From S.R.O. 1498 |
|---|---|---|
| Checks in FASTER, counting the first | 8 | 12 |
| Time from first check to STARR, at one check a week | About 7 weeks | About 11 weeks |
| Rules changed | Rule 29(2) and rule 39F | Rule 29(2) and rule 39F |
| Where the leftover goes | STARR | STARR, after the extra four checks |
The week counts are our own sums: the first check plus one check each following week. The notification gives no separate start date, so it applies from 4 September 2026.
Each weekly check can still pay part of your money
Every check that finds an amount valid creates a refund payment order (RPO) for that amount. The system sends it to the State Bank for payment into your account. It also tells you, and your tax office, which amounts it paid and what objections remain.
That is the useful part of the change. Four more weeks in FASTER means four more chances for an automatic payment. In STARR, a person has to read the claim before anything moves.
Rule 39F says FASTER should send the payment order for the verified amount to the State Bank within 72 hours of the claim. A commercial exporter is paid only after the export proceeds come in, a rule linked to bringing export proceeds home on time.
Fix the objection in the weekly message, not the whole claim
Each weekly check sends you the objections on the unpaid part. Read them and fix the cause. If a supplier's invoice did not match, the next check can clear it. You have up to 11 more chances before STARR, so act on each message.
- Open the weekly message on the claim and list each objection with its amount.
- Match each objection to an invoice, a goods declaration or a supplier.
- Ask the supplier to correct or file the missing return, if that is the cause.
- Correct your own data where the rules allow it.
- Wait for the next weekly check and see what it pays.
- Prepare documents early for any amount still stuck after check 12.

The rules do not list the types of objection, and we did not see a live claim. Our steps follow from what the rules say the system sends you. The basics of who can claim and which papers to keep are in our piece on claiming a sales tax refund from FBR.
STARR means an officer reviews what FASTER could not clear
Under rule 30, STARR cross-matches the claim data and produces an analysis report. A processing officer sends it to the officer in charge. If more inquiry or an audit is needed, the officer needs an Additional Commissioner's approval and must tell you.
Once an amount is found admissible, the officer in charge sanctions it and issues the RPO. The Centralized Sales Tax Refund Office (CSTRO) then pays by crossed cheque or by electronic transfer to your declared account, under rule 31.
Rule 38 lists supporting documents for STARR claims. Keep invoices, goods declarations and bank papers ready, because rule 28 says the officer may ask for them at any time.

The pharma refund chapter was not changed
S.R.O. 1498 changed only rule 29(2) and rule 39F. Rule 39M, for the FASTER Pharma module under Chapter V-B, still says eight checks then STARR in the text we read. So zero-rated medicine suppliers should not assume the extra four weeks apply.
Exporters in Chapter V-A also keep their filing window. Rule 39D lets a claimant file Annex-H, the refund annex, after the return. It must come within 120 days, or 180 days for a commercial exporter. The Commissioner can extend this by up to 60 days. The date Annex-H goes in counts as the claim date.
| Refund route | Rule | Checks before STARR |
|---|---|---|
| General refunds through FASTER | Rule 29(2) | 12 from 4 September 2026 |
| Exporters under Chapter V-A | Rule 39F | 12 from 4 September 2026 |
| FASTER Pharma under Chapter V-B | Rule 39M | 8, not amended by S.R.O. 1498 |
Monthly returns feed all of this, since the return data is the claim data. Errors there show up as refund objections later, so get the monthly sales tax return right first.
Common questions
How many checks does FASTER now run before STARR?
Twelve. Eight checks including the first, then four more once every week, under rules 29(2) and 39F as amended by S.R.O. 1498(I)/2026.
When did the change start?
The notification is dated 4 September 2026 and gives no other start date.
Does a refund get paid during the extra checks?
Yes, if a check finds an amount valid. The rules say an RPO is generated for the valid amount at each check and sent to the State Bank.
Why does FBR's rules PDF still say eight checks?
FBR's consolidated Sales Tax Rules on its website are updated up to 31 July 2026, before S.R.O. 1498 was issued.
Does this apply to pharma refunds?
Not by its wording. S.R.O. 1498 did not amend rule 39M, which governs FASTER Pharma.
What happens to a commercial exporter's refund?
Under rule 39F, a commercial exporter's refund is paid only after the export proceeds are realised.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 20 October 2026. We read S.R.O. 1498(I)/2026 dated 4 September 2026 and rules 28 to 31, 38, 39D to 39F and 39M in the Sales Tax Rules, 2006 updated up to 31 July 2026, both on FBR's website. The week counts are ours. We did not see a live FASTER claim or its weekly messages, and we could not confirm how FBR's system shows the extra four checks.
