How to Get an Islamabad Domicile Certificate: Rs 200, Ready in 7 Days
How to get an Islamabad domicile from the ICT Administration: Rs 200 fee, 7 day wait, documents, three centres, hours and the one city rule. Check first.

Short answer: To get an Islamabad domicile, go in person to a Citizen Facilitation Center with your CNIC, one year old proof of residence in Islamabad and a utility bill for that address. The fee is Rs 200 and the certificate is ready in 7 days, says the ICT Administration.
A student in Rawalpindi wants a seat on the Islamabad quota. Her CNIC shows a permanent address in the capital, but she has no domicile. She finds out the rule is strict: one person can hold a domicile from one city only. That one fact decides most of the trouble people face.
We read the ICT Administration's domicile service page on 13 October 2026. Everything below about documents, fee, timings and addresses comes from that page. The rules for an Islamabad domicile are set by the federal capital's administration, not by any province.
One person can hold a domicile from one city only
A domicile certificate proves that you are a permanent resident of a city. The ICT Administration says the law allows it from one city only. You need it for jobs, quotas and university admission, so the wrong one can cost you a seat.
If you already hold a domicile from another district, cancel it first. The page says you can apply for an Islamabad domicile one year after the date of cancellation. That gap is the part many applicants miss. A general overview of how domiciles work is in the guide on applying for a domicile certificate online in Pakistan.
The relevant law listed on the page is the Pakistan Citizenship Act, 1951. The dealing authority is the Assistant Commissioner (Saddar).
Gather four documents before you go
You must bring a CNIC that is at least one year old, proof that you have lived in Islamabad for at least a year, and a utility bill for that address. If your CNIC shows two addresses, you also need a No Objection Certificate from the other district.
- A copy of your CNIC or smart card. The ICT page says it must be one year old.
- Proof of residence in Islamabad that is at least one year old. The page lists an allotment letter, a fard or registry, a union council certificate, a church certificate or a lease agreement with the owner's CNIC copy.
- One electricity or gas bill for the same address as that proof.
- An NOC from the concerned district, only if your CNIC has a dual address.

Bring the originals too. The page says the applicant must appear in person with original documents.
Apply at a Citizen Facilitation Center in six steps
You apply at one of three centres in Islamabad. You take a token, give your data, have your photo taken, pay Rs 200 and get a receipt that shows the collection date. The whole process runs through the counter, not an online form.
- Complete your documents from the list above.
- Visit the nearest centre and submit them.
- Take a token and wait for your turn.
- Give your data and have your picture taken.
- Pay the fee and keep the receipt.
- Collect the certificate on the date printed on the receipt.

The same documents are asked for in every case. If a clerk asks for something not on this list, ask which rule requires it.
Know the three centres, the hours and the fee
The ICT Administration lists three addresses, open Monday to Friday from 9:00 am to 6:00 pm. The fee is Rs 200 and processing takes 7 days. Call 051-8899611 if you need to ask before you travel.
| Item | What the ICT page says |
|---|---|
| Fee | Rs 200 |
| Processing time | 7 days |
| Days and hours | Monday to Friday, 9:00 am to 6:00 pm |
| Lunch break | 1:15 pm to 2:00 pm |
| Friday break | 12:30 pm to 2:30 pm |
| Centres | G-11/4, Rohtas Road G-9/1, Park Road Taramri |
| Contact | 051-8899611 |

The three centres are the Citizen Facilitation Center in G-11/4, the Pakistan Asan Khidmat Center on Rohtas Road in G-9/1, and the Citizen Facilitation Center on Park Road, Taramri. Arrive before noon on Fridays, because the break starts at 12:30 pm.
Verify the certificate on the City Islamabad app
An employer or university can check an Islamabad domicile on the City Islamabad app. Register an account, open the Domicile tab, choose Verification, enter the CNIC number and press Verify. Do this yourself first, so you know the record is correct.
Check your details when you collect the certificate. A wrong name or father's name is far easier to fix at the counter than later. If the record is correct, keep a few photocopies and scan the original.
People moving from another province should compare rules. Balochistan plans to issue domicile at NADRA centres, as covered in the report on the Balochistan domicile fee waiver. Islamabad has not announced the same change on its page.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read the ICT Administration's domicile certificate page and its services list. The page does not show a revision date, so fees and hours can change without notice. We did not visit a centre, so queue times are not tested. Phone ahead on 051-8899611 before a long trip.
