A small compass on a dark wooden table, for a guide to getting a driving licence in Punjab at an e-Khidmat Markaz

Short answer: At a Punjab e-Khidmat Markaz a learner permit costs Rs 60 per category in postal stamps and is issued on the spot. A regular licence then costs Rs 50 plus Rs 500 for a motorcycle, or Rs 150 plus Rs 750 for a car. Delivery is 7 working days.

Driving without a licence is a fine, and sometimes a car seized. The path in Punjab has two steps: a learner permit, then a regular licence. The e-Khidmat pages list the fees for both.

We read the learner and regular licence pages of the Punjab e-Khidmat service on 14 October 2026. We use the page's figures. The "plus" in a fee line is the page's own wording, and we explain our reading of it below.

A learner permit costs Rs 60 a category and comes on the spot

The page lists Rs 60 per category in postal stamps, with the permit delivered on the spot by the City Traffic Police. You need your original CNIC. A permit is valid for 6 months. The page says stamps are the only payment mode.

  1. Take your original CNIC.
  2. Buy postal stamps worth Rs 60 for each category you want.
  3. Take a medical certificate if you are above 50.
  4. Submit the papers at the Markaz and collect the permit on the spot.
  5. Start driving practice with a licensed driver beside you.
Steps from a learner permit to a regular driving licence in Punjab

The age limit depends on the vehicle category

The page sets 18 years for a motorcycle or car. It sets 21 years for a light transport vehicle, such as a rickshaw, taxi or tractor. For a heavy transport vehicle it sets 22 years plus 3 years of experience.

CategoryMinimum age
Motorcycle or motorcar18 years
LTV: rickshaw, taxi, commercial tractor21 years
HTV: heavy transport vehicle22 years plus 3 years experience

For the HTV rules in more detail, read how to get an HTV licence in Punjab. For the online route and the learner steps, read how to get a learner driving licence in Punjab.

The regular licence needs a learner permit with 42 days left

The regular licence page asks for your CNIC, a medical certificate if you are 50 or older, Application Form A, your learner permit and tickets. The page says the learner permit must have at least 42 days of validity.

Because a permit lasts 6 months, you must apply before it runs out. Do not wait until the last month. Book your test with enough days in hand.

The page lists a Rs 100 HBL driving testing fee and Rs 180 courier charges, deposited on an STR form at the bank branch after you pass the test. Keep both receipts.

Licence fees are listed as two amounts added together

The page lists Rs 50 + 500 for a motorcycle, Rs 150 + 750 for a motorcar and Rs 200 + 750 for both. We read this as two fee parts per licence. It does not explain the split, so confirm the total at the counter.

LicenceFee on the pageSum of the two parts
MotorcycleRs 50 + Rs 500Rs 550
MotorcarRs 150 + Rs 750Rs 900
Motorcycle and motorcarRs 200 + Rs 750Rs 950
Regular driving licence fees listed by the Punjab e-Khidmat service

The sums are our addition. They are not printed on the page. The Rs 100 test fee and Rs 180 courier charge come on top. Compare with the duplicate licence fee on DLIMS if you later lose the card.

The licence arrives in 7 working days and the test has a clock

The page says the department commits to deliver within 7 working days after receiving the application. Separate rules govern the road test. Read the 24 hour rule before you sit it.

Our guide to Punjab driving licence test deadlines explains the test timing. After you hold the licence, learn the penalty points system in Punjab driving licence penalty points.

Drive only after you hold the permit and carry it with you

Practice driving on a public road is legal only with a learner permit and a licensed driver beside you. Carry the permit and your CNIC. A traffic warden can ask for both at any check point.

Do not let the permit lapse. It lasts 6 months, and the regular licence page needs at least 42 days left. If it runs out, you start again and pay the Rs 60 stamps for each category once more.

Choose the category you really need. A person who rides a motorcycle and drives a car can take both on one licence, which the page prices separately from a single category.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026, Pakistan time. We read the learner licence page and the regular licence page of the Punjab e-Khidmat service. We did not apply at a Markaz. The pages do not explain the two part fee, so our sums are our own addition. Online routes may have replaced stamps since the pages were written. Confirm at the counter.
