How to Get a Learner Driving Licence in Punjab
Five steps on DLIMS, ending with a licence you print at home. No courier fee, unlike a full licence, and the PSID shows what you owe.
A learner licence in Punjab is issued through DLIMS in five steps, and the last one is the part people do not expect: you print it yourself.
No office queue, and no waiting for a courier. We read the process on the DLIMS portal on 16 August 2026 and it is set out below as the portal describes it.
The five steps
- Create an account and log in. Sign up on the portal to reach the application.
- Fill the application form. The portal warns to complete it accurately, which matters more than it sounds, because a mismatch against your CNIC record is the usual cause of rejection.
- Generate a PSID. The system produces a unique Public Service Identifier for your application.
- Pay, and wait for confirmation. You pay against that PSID, and the portal confirms once the payment clears.
- Print the learner licence directly from the system.
That last step is the whole difference between this and a full licence, and it has a practical consequence worth knowing before you budget.
There is no courier fee on a learner licence

On a full licence that Rs 480 is charged on every category and does not scale, which we documented from the same portal in our guide to renewing a driving licence in Punjab. On a motorcycle licence it costs more than the licence itself.
The learner sidesteps it entirely, because nothing is posted to you.
What it costs, and why we are not giving you a number
We went looking for the learner fee on the official fee page, and it is not there.
The DLIMS fee structure page carries four tables: regular licence, regular renewal, duplicate, and international. There is no learner table, and the word learner does not appear on that page at all.
So we are not going to print a figure. What we can tell you is where the real one appears: on the PSID your own application generates. Read the amount there before you pay.
Two cautions that follow. A PSID is a payment reference, not a receipt, so keep the confirmation until the licence actually prints. And nobody needs to arrange this for you, so an offer to obtain a learner licence for a fee is buying you something you can do yourself in a browser.
Who can apply
Age thresholds run by vehicle category rather than being a single number.
In practice that is 18 for a motorcycle or car, 21 for LTV, rickshaw and commercial tractor, and 23 for HTV. You will also need your original CNIC, a passport-size photograph and scans of the CNIC front and back, with uploads kept small, commonly under 500 KB each.
We should be straight about the status of those figures. We did not find them stated on the DLIMS pages we read, and they come from our earlier version of this guide. They match the licensing categories in ordinary use, and the form will reject an application that does not meet them, but treat them as what applies in practice rather than something we read on the portal.

What a learner licence lets you do
It permits you to learn, under the conditions attached to it. It is not a driving licence and it does not become one by expiring.
The route to a full licence runs through a driving test, and the fee structure for that is separate: a test fee, then a larger fee once you pass, then the courier charge. Those figures are published, and we set them out in the licence fee guide.
The practical sequence is learner first, practise, test, then full licence. People who let a learner lapse and reapply pay twice for the same stage.
If the application is rejected
Rejections are usually mundane rather than mysterious.
The most common cause is a mismatch between what you typed and your CNIC record, most often a name spelled differently or a date of birth entered in the wrong format. Photograph and scan uploads that exceed the size limit are the second.
Check the three things that must match exactly: name, CNIC number, date of birth. Then check your uploads are within the size limit and legible.
If the payment went through but nothing progressed, the PSID is your reference for chasing it, which is why keeping the confirmation matters.
What we verified and what we did not
We read the DLIMS portal directly on 16 August 2026. The five steps, the PSID mechanism, the print-it-yourself final stage and the absence of a published learner fee all come from that reading.
We did not submit an application ourselves, so we are not describing screens we have not seen, and we have removed a claim from the earlier version of this page that the licence is issued the same day, which we cannot support.
