Pakistani Stuck Abroad? How to Get Foreign Office and Embassy Help, With Numbers
A Pakistani stuck, detained or killed abroad? Call the embassy first, then the Foreign Office Crisis Management Unit. The Islamabad numbers we checked, by case.

If a family member is stuck, hurt, detained or killed abroad, call the Pakistani embassy or consulate in that country first. If it does not answer, the Foreign Office in Islamabad has a Crisis Management Unit (CMU): its Director is listed at 051-9207887 and the ministry's Duty Officer at 051-9207663, both from the Ministry of Foreign Affairs directory.
This week shows why the numbers matter. The Foreign Office said on 9 October 2026 that the last three surviving crew of the tanker MT Honour 25 reached Karachi on 7 October, after four injured crew and the bodies of three Pakistanis were flown home from Addis Ababa on 4 October. The same day it said about 2.5 million Pakistanis live in Saudi Arabia, where attacks have raised worry, and that a Pakistani truck driver was killed in a drone attack in Yemen.
We read the CMU page, the full ministry directory and the spokesperson's 9 October briefing. One thing surprised us: the CMU page itself lists no phone number or email. So here are the routes that do exist, in the order to use them.
Start with the Pakistani mission in that country
The embassy or consulate is the office that can actually act on the ground. It can visit a detained person, deal with local police and hospitals, issue an emergency travel document and sign the papers needed to send a body home. Islamabad mostly works through it.
Find the mission from the Foreign Office's overseas missions list on mofa.gov.pk. Each mission page carries its own phone and email. For Saudi Arabia, the round-the-clock lines for Riyadh and Jeddah are in our list of Pakistan embassy emergency numbers in Saudi Arabia.
- Call the mission's emergency or community welfare line, and send an email the same day.
- Give full name, father's name, CNIC or NICOP number, passport number, city and the employer's name.
- Say exactly what happened, when and where, and attach any photo or document you have.
- Write down the name of the officer you spoke to and the time.
- If there is no reply within a working day, move to the Islamabad numbers below.
Foreign Office numbers in Islamabad to escalate
The ministry's online directory lists the officers who handle crisis and consular work. These are office numbers, so call during working hours. The Duty Officer line is listed separately, but the directory does not state its hours.

The Additional Secretary listed for Audit, Consular Affairs, Overseas Pakistanis and CMU is at 051-9201944. That is a senior office, so use it only if lower desks do not respond. We checked these on 10 October 2026. Officers change, so the directory is the place to recheck.
What the Crisis Management Unit actually does
The CMU was set up on 24 March 2020, at first to bring Pakistanis home during COVID-19. The ministry says its role has widened since. It coordinates large operations rather than single paperwork cases.
- Evacuations: it was the focal desk when about 1,100 Pakistanis were moved out of Sudan, by road from Khartoum to Port Sudan and then by sea and air.
- Disaster relief abroad: it sent 33 cargo flights with the National Disaster Management Authority after the Türkiye and Syria earthquake.
- Humanitarian transit: it handled the safe passage programme under which more than 58,000 Afghans were moved to 25 countries.
So contact the CMU when many Pakistanis are caught in the same crisis, such as a war, an attack or a disaster. For one person's case, the embassy and the consular desk are the right route.
Situation by situation: who to call
The right office depends on what has happened. Here is the order we would follow, based on what each office says it handles.

Stay safe from fake helpers
Families in panic are easy targets. The Foreign Office and its missions do not charge for a welfare check, a detention visit or registration. Anyone who asks for money to "release" a relative or to "speed up" an evacuation is not an official.
Only use numbers you find yourself on mofa.gov.pk or on the mission's own website. Do not trust a number forwarded on WhatsApp. If a caller says he is from the embassy, hang up and call the mission's listed number back. Keep every receipt, email and call log, because you may need them later for a complaint or a compensation claim.

Does the Foreign Office Crisis Management Unit have a helpline?
The CMU page on mofa.gov.pk lists no hotline. The ministry directory lists the Director (CMU) at 051-9207887 and the Duty Officer at 051-9207663.
Should I call Islamabad or the embassy first?
The embassy or consulate in that country first. It can act on the ground. Islamabad is the escalation route if the mission does not respond.
Can the Foreign Office get a Pakistani released from a foreign jail?
No office can override a foreign court. The mission can ask the local authorities for consular access to the detained person and keep the family informed.
Is there any fee for Foreign Office help abroad?
Welfare checks, detention visits and registration are free. Some documents, such as passports, carry their normal fees.
What did the Foreign Office say on 9 October about Pakistanis in Saudi Arabia?
The spokesperson said about 2.5 million Pakistanis live there, that attacks on the Kingdom are a great concern for Pakistan, and that the community will get all necessary support.
