How to Get a Frozen Bank Account Released in Pakistan
Bank account frozen in Pakistan? Find out if it is a CNIC block, a dormant account or a legal freeze, then follow the steps to complain and get it released.

If your bank account is frozen, first find out who froze it: the bank on its own, or an agency with a legal order. The answer decides your next step. Ask the bank in writing for the reason and the authority behind it.
A bank that freezes an account on its own precaution should be able to justify it. An agency order is different. Only that agency or a court can lift it, and the bank cannot.
The State Bank of Pakistan is reported to have told all banks on 30 June 2026 not to freeze or block accounts without legal authority and proper verification. We could not find that instruction on the State Bank's circulars pages on 8 October 2026, so treat it as reported, not confirmed.
A frozen account has one of three causes
An account is blocked because of an expired identity card, a dormant balance, or a freeze for a legal or compliance reason. The first two clear with paperwork. The third needs an authority or a court, and it is the one people struggle with.

| Cause | How it usually ends |
|---|---|
| Expired CNIC | Give the bank a valid, verified CNIC |
| Dormant account | Ask the bank to reactivate it |
| Legal or compliance freeze | The ordering authority or a court lifts it |
Check the first two before you assume the worst. Our pages on unblocking an account blocked for an expired CNIC and reactivating a dormant bank account cover those routes.
Ask the bank for the reason and the authority in writing
Visit the branch or write through the bank's complaint channel and ask three things: why the account is restricted, under whose order or which rule, and from what date. Ask for the answer in writing. A phone call leaves you with nothing to show anyone.
Be calm and specific. Name the account, give the date you noticed, and say what you can and cannot do now. Can you still receive money? Can you pay a bill? Banks sometimes block only debits.
- Note the date and the exact error you saw on the app or ATM.
- Write to the branch manager and the bank's complaint unit with your account number.
- Ask for the reason, the authority and the date of the restriction.
- Ask what document or step would lift it.
- Keep every reply, reference number and screenshot.

An investigation can lead to a freeze, and a court can review it
The Islamabad High Court ruled that a bank cannot block an account without a verified legal basis, as reported on 30 June 2026. The petition came from a citizen whose account a private bank blocked during an inquiry by the National Cyber Crime Investigation Agency. We have not read the judgment.
That ruling is reported to be the reason for the State Bank instruction. For you, the point is narrow. If the bank cannot show a legal basis or a proper verification, you have grounds to push back.
If an agency did order the freeze, the bank will say so. Then your question changes. Ask the agency what it needs from you and in what time. A lawyer can tell you whether a court application to lift the freeze makes sense in your case. We are not able to say that for you.
Complain to the bank, then the State Bank, then the Mohtasib
Start with the bank's complaint unit and keep the reference. If it does not answer, use the State Bank's Sunwai complaint portal. Our guide to complaining to the Banking Mohtasib covers the next step if the bank fails to reply.
Give the complaint a clear spine. State the date, the amount affected, what the bank told you, and what you want: the restriction lifted, or the legal basis shown. Attach the written replies.
For a deadline on the bank's side, see how long your bank has to answer a fraud complaint. That page deals with fraud complaints, so a freeze may not follow the same clock.
Protect yourself while the account is stuck
You still need money to live. Ask your employer to pay salary to another account for now. Keep a record of any bill that bounces because of the freeze. Do not move funds around through friends to dodge the block, because that can look worse.
If the freeze followed a payment you did not make, deal with the fraud first. Our page on recovering money from an unauthorised bank transaction sets out how. Be careful with anyone who offers to unfreeze an account for a fee. Banks and courts do not sell that service.
Common questions
Can a bank freeze my account without telling me?
A bank can restrict an account for legal and compliance reasons, but it should have a legal basis. The State Bank is reported to have told banks so on 30 June 2026.
Who can lift a freeze ordered by an agency?
The agency that ordered it, or a court. The bank cannot lift it on its own.
Is a blocked account the same as a frozen account?
Not always. An expired CNIC block ends when you give a valid CNIC. A legal freeze needs the ordering authority.
Where do I complain if the bank will not explain?
Write to the bank's complaint unit first, then use the State Bank's Sunwai portal, then the Banking Mohtasib.
Should I hire a lawyer?
If an agency or court order is behind the freeze, yes, it is sensible to ask a lawyer. The right step depends on the order.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 8 October 2026. We searched the State Bank of Pakistan's circulars pages on sbp.org.pk on that date and could not find the 30 June 2026 instruction on freezing accounts, so its content and the Islamabad High Court ruling are reported, not read at source. We have not read the judgment. The expired CNIC and dormant account routes, and the Sunwai and Banking Mohtasib complaint steps, follow our own pages, which cite State Bank rules. This page is general information, not legal advice. Check sbp.org.pk and ask a lawyer about your own case.
