BISE Lahore Migration Certificate: Change School, College or Board

To change school or college within BISE Lahore, fill Form 8 from the board's Downloads page, get both heads to sign and stamp it, and pay the fee. The form itself says Rs 4,000. Moving to another board needs a board-to-board NOC, applied for on eportal.biselahore.com.
Families move house, a college closes a group, or a student simply needs a fresh start. In every case the board has to approve the move, because your registration number is tied to your institution. We read the board's migration form, its fee schedule and its e-services portal on 1 October 2026. Here is what each kind of move needs.

BISE Lahore handles four kinds of migration
BISE Lahore's portal lists four migration and NOC types: school to school, college to college, board to board, and board to university. A move inside the Lahore board area uses Form 8. A move out of the board uses the online NOC request.
A migration certificate is the board's written permission to shift your registration to a new institution. An NOC (no objection certificate) is the same idea when you leave the board completely. The words are often mixed up, and the board's own form uses both.

The fees do not agree, and you should know why. Form 8, updated on the board's server in May 2026, states Rs 4,000 for a change of school or college. The board's fee schedule, last changed in January 2021, lists Rs 1,900 for a migration certificate and Rs 1,900 for an NOC. The newer form is more likely to be current. In every case, pay the amount on the challan the board gives you.

Changing school or college inside BISE Lahore with Form 8
Download Form 8 ("Migration Form, School to School / College to College") from the board's Downloads page. Fill in your details, get no-objection signatures and stamps from both heads, then submit it with the fee.
- Download Form 8. It is on the BISE Lahore Downloads page, listed as the migration form for school to school or college to college.
- Fill in your details. The form asks for your name, father's name, your current school or college, the one you want to join, the reasons, and your enrolment, registration or roll number.
- Get the current head's signature. Column 1 is for the headmaster or principal of your present institution, saying they have no objection to the migration, with the official stamp.
- Get the new head's signature. Column 2 is for the head of the new institution, saying they have no objection to admitting you, with their stamp and institution code.
- Pay and submit. Pay the fee and submit the form with the challan. Keep copies of everything.

The form's rules add one condition. Approval is given only if the new school or college is inside the Lahore board area and affiliated with the board, and you are already registered with BISE Lahore.
The migration deadline is the triple-fee date
BISE Lahore's Form 8 says a migration certificate is issued only until the triple-fee date in the board's admission schedule for that exam. After that date, the board will not issue it for that session.
This is the rule that catches people. A family decides to move in the final months before the exam, and by then the window has shut. Check the current admission schedule on the board's notifications page before you start. The triple-fee date changes every session.
Repeating students do not need a migration
If you failed or missed your 9th class or Inter Part I exam and are taking re-admission, Form 8 says you do not need a migration certificate. You can take re-admission at any institution under your existing registration number.
The form adds that such students can also change a subject without a fee, but must pay the normal re-admission fee into the board's account and submit the hard copy to the board's R and D section. That is a real saving over Rs 4,000, so check whether this applies to you first.
Moving out of the BISE Lahore board
A move to another board, such as Rawalpindi or the Federal Board, needs a board-to-board NOC from BISE Lahore. You apply on the e-services portal, then take the NOC to the new board, which runs its own admission process.
The portal checks a few things as you go. It will not accept the same institution as both "from" and "to". It also warns you when the new institution teaches boys and girls together, so the move is a conscious choice.
Inter students have had this option since 2021. A BISE Lahore notification dated 15 February 2021, issued under a Punjab Boards Committee of Chairmen decision of 24 November 2020, allowed local migration at the HSSC (inter) level and told all heads of institutions to apply it.
Keep the certificate safe once you have it. The Inter Boards Coordination Commission (IBCC) says it does not attest migration, character or provisional certificates, so this paper matters only inside Pakistan's admission system. If your name or date of birth also needs fixing, that is a separate case for correcting a Punjab board certificate.
