Short answer: A national sports federation must file the Pakistan Sports Board's prescribed proforma eight weeks before the event. It needs a signed form, trial results, an invitation, passport pages, photos and a Rs 100 stamp paper surety bond for Rs 2.5 million per athlete. Without a PSB NOC, athletes lose cash awards.

A team has qualified, the invitation letter is in the inbox and the flights are being priced. Then someone asks about the NOC. Federations that leave the Pakistan Sports Board paperwork to the last fortnight often find that the clock was never on their side.

We read the PSB's prescribed proforma for sending Pakistan sports teams and persons abroad, its surety bond sample and its security clearance proforma on 14 October 2026. All three are Word files on the PSB website. They are undated, so confirm the current version with the PSB before you file.

The rule is that no team travels without a PSB NOC

The proforma quotes Rule 7(1)(xxxiii) of the PSB Constitution 2022. It says no athlete or team of any national sports federation, sports organisation, association or club shall travel abroad without the PSB's no objection certificate. The form is signed by the federation president or secretary general.

The cost of skipping the NOC is stated on the form. Athletes who represent Pakistan without a PSB NOC are not entitled to national colour holder status or the cash award. That matters because cash awards for Asian Games medals can be large, and a missing NOC puts them out of reach.

The same proforma says federations must appoint a selection committee every year. It must be impartial and professional, and it must pick players and teams on merit through trials.

File eight weeks before the event

The proforma says it is to be submitted eight weeks before the event. Trials must be announced at least 15 days beforehand, to all affiliated units and to the PSB, with the venue, date, time and terms. Results go on the PSB's trials and player potential form.

Trials noticeAt least 15 days before trials
NOC formSubmitted 8 weeks before the event

Post-visit reportWithin 10 days after the visit ends

Eight weeks is a long window. A federation invited in late September to an event in mid-November is already close to the limit. The form also says failure to meet its conditions may result in the PSB refusing to process the NOC.

The form asks for seven parts of detail

The proforma has Parts A to G. Part B asks for the event, its category (Olympic, Asian Games, world championship and others), the venue, dates and travel dates. Part C is a team table for up to 30 people. Part D asks about training, and Part E asks for estimated cost and who pays.

The parts of the PSB sports team abroad proforma, from event details to declaration
  1. Fill Part B with the event, venue, dates and other countries taking part.
  2. List every player, coach, official and manager in Part C, with father's name, date of birth and passport or CNIC number.
  3. State the training camp and the estimated cost, and say who pays.
  4. Attach the documents listed in Part F.
  5. Sign the declaration in Part G and send the set to the PSB.

The cost line is marked "for information purposes only". The PSB does not decide the NOC on the budget, but it wants to know who is paying: the federation, the PSB, a sponsor or the host.

The documents list includes a Rs 2.5 million bond

Part F lists the attachments. Each page must be attested by the president or secretary general. They include trial results, the host's invitation letter, a colour copy of the passport bio page and a white-background photo for each person. Employed players also need a departmental NOC.

The surety bond is the item that surprises families. A father or guardian signs it on Rs 100 stamp paper, notarised and countersigned by the federation. It promises payment of Rs 2.5 million to the PSB if the participant does not return to Pakistan. The sample says so in plain words.

The Rs 2.5 million surety bond required for each participant going abroad

The PSB also publishes a computer proforma for security clearance of sports persons proceeding abroad. It asks for the name, date of birth, passport and CNIC numbers, department, address and the sponsor of the visit. The form has a section for the clearing agency, so it is not filled by the athlete alone.

Keep the bond and clearance file with the team paperwork. The declaration in Part G says the federation is personally responsible and liable if anyone fails to return. For the teams that did travel this autumn, the Asian Para Games contingent shows what a final squad list looks like.

Where to check your federation and ask questions

Only a federation recognised by the PSB should file the form. Before you pay fees to a club or travel agent for an overseas event, check the status of the body. The PSB publishes lists of recognised national sports federations and a separate list of organisations that are not affiliated.

The PSB site lists a phone number, +92-51-9202412, and the email infopsb@sports.gov.pk. A page titled Refusal of NOC also exists on the site. When we opened it on 14 October 2026 the table showed no entries, so we cannot say how often the PSB refuses.

If you are a parent, ask the federation for a copy of the NOC before you buy tickets. Do not hand over the bond or passport copies until you know the federation is affiliated and the event is real.

Common questions

The national sports federation does. The proforma is signed by its president or secretary general, and individual athletes do not file it for themselves.

What is the surety bond amount?

It is Rs 2.5 million per participant, promised by the father or guardian on Rs 100 stamp paper if the participant does not return to Pakistan.

What happens without a PSB NOC?

The proforma says athletes representing Pakistan without a NOC are not entitled to national colour holder status or the cash award.

When is the post-visit report due?

The declaration says the report must be submitted within 10 days of the end of the visit, on the PSB template.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026, Pakistan time. We read the PSB proforma, surety bond sample and security clearance proforma on the Pakistan Sports Board website. The files are undated. We did not verify how long the PSB takes to issue a NOC or the current fee, if any.
