Skardu or Gilgit Flight Cancelled: Get a Refund or New Seat From PIA

If PIA cancels your Skardu or Gilgit flight, you choose: a seat on a later flight, another route to your destination, or a full refund of the unused ticket. These rights come from the PCAA's air passenger rights order, ANO-001-ATCP-2.0, which PIA publishes on its own website. Call 111-786-786 or go to a PIA ticket office.

Mountain flights into Skardu and Gilgit depend on the weather, and winter cloud and snow make cancellations more likely. So plan for one before you buy the ticket, not at the airport counter.

We read PIA's Air Passenger Rights page and its Conditions of Carriage on piac.com.pk on 2 October 2026. Here is what they promise, what they do not, and how to plan a northern flight so a cancellation costs you a day rather than a holiday.

A cancelled flight gives you three choices

When PIA cancels a flight, its Conditions of Carriage give you three remedies. It can carry you on its next flight with a free seat, re-route you by another flight or agreed means, or give you an involuntary refund of the full fare, taxes and charges.

The wording sits in Article 9.2.2 of PIA's Conditions of Carriage:

• Remedy One: PIA carries you "as soon as we can on another of our flights on which space is available", and extends your ticket's validity if needed.
• Remedy Two: PIA re-routes you to your destination on another of its flights, another airline's flight, or "other mutually agreed means". If the new route costs less, PIA refunds the difference.
• Remedy Three: an involuntary refund under Article 10.2. If you have not used any part of the ticket, that is the full fare paid, including taxes, fees and charges.

The PCAA rules decide hotels and compensation

PIA's passenger rights page quotes the PCAA order ANO-001-ATCP-2.0. For a cancelled domestic flight, it promises a choice of re-routing or a full refund, a hotel for the night when needed, and sometimes compensation, unless the cancellation was beyond the airline's control.

The hotel rule is narrow. PIA's page gives the example of transit or outstation passengers who do not have their own place to stay. A Skardu family flying home from Islamabad has a strong case. An Islamabad resident whose Skardu flight is cancelled in the morning does not.

Weather cancellations usually bring no cash compensation

PIA's page says the airline may have to pay compensation for a cancellation, at the same level as denied boarding, unless it warns you at least 12 hours before the flight. It is not liable if it proves it took all reasonable measures or could not avoid the cancellation.

Bad weather in the mountains is the textbook case of a cancellation the airline cannot avoid. PIA's Conditions of Carriage name "bad weather" as a circumstance beyond its control. So for most Skardu and Gilgit cancellations, expect a seat or a refund, not extra money.

A cancellation for any other reason is different. If the flight is dropped for an aircraft problem or because too few seats were sold, and you were told less than 12 hours ahead, ask in writing for the compensation the order describes. Keep the SMS or email that told you about the cancellation, because it shows the time you were warned.

Claim your refund or new seat step by step

Ask for your remedy at the airport counter if you are there. Otherwise call PIA on 111-786-786 or visit a PIA ticket office. PIA's FAQ says changes after an involuntary cancellation should be made at a PK ticket office, not through My Booking.

1. Get the cancellation in writing. Screenshot the SMS, email or the flight status. Note the time you heard.
2. Decide your remedy. A later flight, a new route, or a full refund. Ask how many seats are free on the next flight first.
3. Ask for a hotel if you are away from home. Do it at the counter, before you leave the airport.
4. Go to a PIA ticket office or call 111-786-786. PIA's FAQ says involuntary changes are handled at PK ticket offices.
5. For a refund on a card payment, keep your booking reference. PIA says refunds go back to the original payment method. A partial refund needs the booking details and the last four digits of the card.
6. Keep every receipt. Food, taxi and hotel bills support any claim later.

Plan a northern flight so a cancellation costs a day

Book Skardu and Gilgit flights with a spare day on each side of anything you cannot miss. Check in on time, since domestic check-in closes 30 minutes before departure, and keep a road plan ready in case the next free seat is days away.

• Leave a buffer. Do not fly in on the morning of a wedding or fly out on the day of an international connection. A one-day gap is the cheapest insurance there is.
• Report two hours early. PIA's Conditions of Carriage say to report two hours before a domestic flight, and that check-in closes 30 minutes before departure. Turning up late turns a cancellation dispute into a no-show.
• Use web check-in. PIA's FAQ lists Skardu among the domestic airports where web check-in works.
• Watch the forecast. The PMD forecast for Gilgit-Baltistan gives you a warning a day ahead. It will not tell you whether the flight goes, but it tells you to prepare.
• Keep the road option. The Karakoram Highway is the fallback, and in winter it is slow. The northern areas road checklist lists the documents and checks for that drive.

Escalate if PIA refuses what the rules say

Put the complaint in writing to PIA first, quoting ANO-001-ATCP-2.0 and the article that applies. If PIA does not answer or refuses, file a complaint on the Pakistan Citizen's Portal, which sends it to the federal body responsible, and keep your reference number.

Quote the article number in your complaint. The Pakistan Citizen's Portal is free and works on a phone. Attach the ticket, the cancellation message and your receipts.

Common questions

Do I get a full refund if PIA cancels my Skardu flight?

Yes, if you choose a refund. PIA's Conditions of Carriage give a full refund of the fare, taxes and charges on an unused ticket when PIA cancels.

Does PIA pay compensation for weather cancellations?

Usually not. The rule PIA quotes excuses the airline when the cancellation could not be avoided, and bad weather is the standard example.

Will PIA give me a hotel if my Gilgit flight is cancelled?

Only when necessary, for example if you are away from home with nowhere to stay. Ask at the counter before you leave the airport.

What if my northern flight is delayed more than five hours?
