Pakistani Companies Can Send Low-Income Workers on Hajj 2027, Apply by 10 October

Pakistan's Hajj 2027 labour quota lets companies send low-income workers on Hajj at their own cost. Apply on the Hajj portal by 10 October 2026, first come.

Pakistani companies and institutions can now apply to send their low-income workers on Hajj 2027 at the employer's cost, under a labour quota. Applications go through the government Hajj portal, close on 10 October 2026, and are taken first come, first served.

The Ministry of Religious Affairs and Interfaith Harmony announced the labour quota in a notice dated 1 October 2026. The quota is only for low-income employees, industrial workers, miners and other eligible labourers. A worker cannot apply under it alone: the employer applies and the employer pays.

We opened the company sign-up page on the Hajj portal on 2 October 2026 to see what an employer needs. It loaded normally and asks for the company's SECP or registration number, its NTN and a named contact person.

Hajj 2027 labour quota applications close on 10 October

The labour quota opened on 1 October 2026 and applications will be received until 10 October 2026. Seats go first come, first served. An employer that applies on the last day may find the quota already full.

Ten days is short for a company that has not planned this. It needs to pick the workers, collect their details and get internal approval for the cost. If your company has talked about sponsoring Hajj for staff, this is the window, and it closes on a Saturday.

Only employers can apply, and only the employer can pay

The labour quota is an employer scheme. The company or institution creates an account, enters its workers' details and submits the application. Hajj dues are accepted only from that company's account. Workers cannot deposit dues themselves.

That rule protects the worker. A labourer should never be asked to pay any part of a labour quota seat. If someone at a factory or mine asks workers for money "for the Hajj quota", that is outside the scheme as the ministry describes it.

The notice does not give a price for labour quota seats. For comparison, the ministry priced the government scheme's long package at Rs 12 lakh and the short package at Rs 13 lakh for Hajj 2027. The full Hajj 2027 package prices and room charges are from the ministry's August announcement. Whether the labour quota uses the same prices is not stated.

How a company applies on the Hajj portal

The employer signs up as a company on hajj.mora.gov.pk, logs in, adds each worker and submits the application online. The ministry will announce approval, dues and the payment method later, through the same portal.

  1. Open hajj.mora.gov.pk and choose the company sign-up, which is separate from pilgrim sign-up.
  2. Enter a contact person's name, mobile number and job title, and an account email and password.
  3. Enter the company's legal name as on its SECP registration, its SECP or registration number, its NTN and its business address.
  4. Log in, add each employee or worker you want to send, and submit the application to the ministry.
  5. Watch the portal for the approval decision and the payment instructions.

Steps 2 and 3 are what we saw on the sign-up form on 2 October. A business without an NTN cannot finish it. If yours is missing, getting an NTN number is done on FBR's IRIS system, and it can take time you do not have before 10 October. The form asks for an SECP number "or" a registration number, which suggests bodies registered elsewhere can apply too, though the ministry has not said so in words.

Workers still need their own documents ready

The employer applies, but each worker still has to meet the normal Hajj 2027 rules. That means a valid passport, a computerised CNIC and, before travel, a doctor-verified medical fitness certificate uploaded on the Hajj system.

The ministry's August notice for the government scheme required passports valid until 16 November 2027. It is reasonable to expect the same for labour quota pilgrims, but the 1 October notice does not repeat it. A worker without a passport should start the application now, because a passport takes time and the medical form needs a doctor registered with the PMDC.

Ordinary pilgrims who want to go on their own follow a different route. A Hajj registration from Pakistan runs through the Pak Hajj app, and the new Hajj Policy 2027 to 2030 lets people book a future year and pay in instalments.

What the notice does not say yet

The notice leaves several points open. It gives no seat number for the quota, no price, no income limit for "low-income" and no payment date. The ministry says approval and dues details will come through the portal.

Until those details appear, a company should not promise named workers a confirmed seat. Apply, tell the workers it is pending, and wait for approval on the portal. Questions can go to the ministry's Hajj helplines: 051-9205696, 051-9216980, 051-9216981 and 051-9216982.
