All 9 posts sit under HEC development projects, such as the Faculty Development Program and the Overseas Scholarship for PhD. Each post has one seat. HEC lists 9 project posts on pay scales PPS-01 to PPS-09. Monthly salary runs from Rs 37,800 for the Attendant to Rs 398,130 for the Project Director. Every post has one seat and the same last date, 14 October 2026.
PPS means project pay scale. It is not the same as BPS, the basic pay scale for regular government jobs. A project post is paid from the project's budget and is linked to that project, not to the permanent HEC cadre.

Eligibility and experience for each HEC post
Senior posts need a 16 year degree, at least second division, plus five to seven years of experience. The Office Assistant needs a 14 year degree and two years of work. The Attendant needs Matric and one year of relevant experience.
- Project Director (PPS-09): Master's degree (16 years) or equal, at least 2nd division, from an HEC recognised university. Seven years of experience in a public or private organisation, including five years in a managerial role after the final degree.
- Project Manager (PPS-08): 16 year degree, at least 2nd division. Five years of experience, including three years at managerial or supervisory level. MS Office and MS Project are compulsory.
- Project Manager (PPS-07, Punjab and Khyber Pakhtunkhwa): 16 year degree, at least 2nd division. Five years of relevant experience, including two years of mid-level management after the final degree. MS Office and MS Project are a must.
- Law Officer (PPS-08): LLB or equal from an HEC recognised university. Five years as a practising lawyer in service or corporate law. Good spoken and written communication, and MS Office skills.
- Project Accountant (PPS-07): MBA (Finance), M.Com or CMA, 16 years of education, at least 2nd division. Three years of experience, including one year of mid-level management after the final degree.
- Office Assistant (PPS-05): Graduation (14 years), at least 2nd division. Two years of work experience and advanced MS Office.
- Attendant (PPS-01): Matric with one year of relevant experience. Local based, Islamabad.
"HEC recognised" matters here. If your degree is from abroad or from an unusual institution, sort out HEC degree attestation early, because it takes longer than the 14 day window.
Age limit and domicile quota
The minimum age is 18 for every post. The upper limit is 35 for the Attendant, 40 for PPS-05 and PPS-07 posts, 50 for PPS-08 posts and 62 for the Project Director. Provincial quota posts need a matching domicile.
Two posts are open on merit, so any Pakistani can apply: the Project Director and the PPS-08 Project Manager. The other seven are reserved for one province or region. The Office Assistant under the Faculty Development Program is for Sindh Rural, and the Project Accountant is for Sindh Urban. Your domicile certificate decides which of these you can apply for.

How to apply for HEC jobs online
Apply only through careers.hec.gov.pk. Make an account, fill in your profile, upload six documents as PDF, pick a test city, pay the Rs 1,000 fee and submit before 14 October 2026. HEC's portal is the only official route.
- Open careers.hec.gov.pk on a computer. The home page lists all 9 posts with "Last date to apply: 2026-10-14".
- Sign up with your email address. The portal sends a code to verify it.
- Fill in your personal details, address, education and work history in the profile.
- Open the post you want and press apply. Choose a test city when asked, because every post on the portal is marked as needing one.
- Upload six PDFs: both sides of your CNIC, degrees and transcripts, experience certificates, domicile, your CV and a passport size photo.
- Pay the Rs 1,000 application fee shown for the post, then submit. Save a screenshot of the confirmation.

Scan your papers before you sit down. Every upload must be a PDF, and a photo saved as JPG will not go through. If your CV is old, a clean CV made for Pakistani employers helps, since shortlisting starts from it.
Fee, test and selection
Each post shows a Rs 1,000 application fee and asks for a test city, which points to a written test before interviews. HEC has not published a test date, so finish your application early.
Applications opened on 29 September 2026. When we checked at about 1:45 pm on 1 October, 28 people had already applied for the Project Director post and 22 for the merit Project Manager post. The Attendant and Project Accountant posts had none yet.
That gap is useful. If you fit a provincial quota post, you will face far fewer rivals than on the two merit posts. Each post has its own apply button and its own fee, so two posts mean two fees.

That the posts are on contract is reported from the printed advertisement, which we could not find on HEC's website. We did not register or apply, so the payment method and test date are not confirmed.
