A duplicate vehicle registration card in Islamabad costs Rs 1,000 up to 1000cc, Rs 2,000 up to 2000cc and Rs 3,000 above that, and you need a police report, an affidavit, a newspaper notice and a biometric receipt. Below is every document, the order to collect them in, what to do if the card was stolen rather than lost, and how to show your registration on a phone while you wait.

The rules come from the Excise and Taxation Department of the Islamabad Capital Territory. We read its duplicate certificate page and fee schedule on islamabadexcise.gov.pk on 27 October 2026. The legal basis it gives is Section 25(2) of the Motor Vehicles Ordinance, 1965, and Rule 37 of the Motor Vehicles Rules.

The duplicate registration fee in Islamabad is Rs 1,000 to Rs 3,000

Islamabad charges for a duplicate registration certificate by engine size: Rs 1,000 up to 1000cc, Rs 2,000 from 1001cc to 2000cc, and Rs 3,000 for 2001cc and above. You pay it by challan, which the department lists as the last document.

Engine sizeDuplicate certificate fee
Up to 1000ccRs 1,000
1001cc to 2000ccRs 2,000
2001cc and aboveRs 3,000
Smart card fee, listed separatelyRs 2,400

The schedule does not give a separate motorcycle row for duplicates. A bike falls under "up to 1000cc" by engine size, but ask at the counter. The Rs 2,400 smart card fee sits under "other fees" in the same schedule. The department does not say whether it is added on top of the duplicate fee, so budget for both until the counter tells you otherwise.

Islamabad asks for seven things before it issues a duplicate card

The department's list is a duplicate certificate biometric receipt, an FIR or police report, an affidavit on stamp paper, a copy of the owner's CNIC, a physical inspection of the vehicle, a newspaper cutting announcing the loss, and the paid fee challan.

Gather them in this order, because two of them take time:

  1. Report the loss to the police. For theft, the department asks for an FIR. For a plain loss, a police report is enough. Islamabad police issue lost reports for vehicle papers.
  2. Put a short notice of the loss in a newspaper and keep the cutting.
  3. Have an affidavit about the loss prepared on stamp paper.
  4. Get the duplicate certificate biometric receipt in the owner's name.
  5. Take the vehicle, your CNIC copy and the papers to the Excise office in Sector H-9 for inspection and file the application.
  6. Pay the fee challan and collect the duplicate card.

Only the registered owner can do this. If the car is still in a previous owner's name on an unlodged transfer letter, the duplicate route will not work for you, and the car needs a proper transfer first.

Steps to get a duplicate vehicle registration card in Islamabad

Stolen cards need an FIR, lost cards a police report

The department separates the two. For theft it asks for an FIR report. For a lost card it accepts a police report. The difference matters because a stolen card with a stolen vehicle is a police matter first.

If only the card was stolen, say from a wallet, the FIR protects you if someone later tries to sell or pledge the car with it. Keep a copy with the duplicate card once it arrives.

If the whole vehicle was stolen, a duplicate card is not the first step. Report the theft, get the FIR, and keep it ready for the police and your insurer. The duplicate is for an owner who still has the car and only lost the paper or card.

Show your registration on PAK ID while the duplicate is made

The Excise department says the PAK ID app carries a digital vehicle smart card, so you can view your registration details on a phone. The PAK APP shows vehicle registration details and smart card status.

That is useful in the gap between losing the card and receiving the duplicate. Whether a traffic officer accepts a phone screen at a checkpoint is a separate question. The Excise site does not say. Keep the police report and the application receipt in the car until the new card arrives.

Before any of this, it is worth checking the vehicle's record is clean. The department's portal and the PAK APP let you verify an Islamabad vehicle online, which also confirms the registered owner's details match yours.

Counter hours and the helpline for a duplicate card

Islamabad Excise serves the public for registration work from 8:30 am to 3:15 pm, Monday to Friday, at Sector H-9. The helpline, 051-111-383-383, takes questions, complaints and doorstep service bookings during office hours.

Friday has a longer break, from 12:30 pm to 2 pm. Saturday and Sunday are holidays. Plan the inspection for a weekday morning, because the counter closes for new work at 3:15 pm.

The department also runs a doorstep service that it says may include registration, transfer and token tax work. It does not list duplicates by name, so call the helpline first. The rules in other places differ: Punjab charges its own fee for a duplicate registration book in Punjab, and Balochistan has a separate duplicate registration process.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 27 October 2026. The fees, document list, process, legal sections, office hours, helpline and app features come from the Excise and Taxation Department, Islamabad, at islamabadexcise.gov.pk, read on 27 October 2026. The order of steps is ours, built from the department's list. We did not apply for a duplicate, and the site gives no processing time for duplicates specifically. The department works under the Islamabad Capital Territory Administration.
