Islamabad Police officers have been told to hold open courts regularly, so citizens can bring complaints to them face to face. DIG Islamabad Ali Waseem gave the order on Tuesday 29 September 2026, at a meeting on crime prevention and police performance, according to Radio Pakistan.

An open court, or khuli kachehri, is a public hearing where a senior officer sits with citizens, hears their complaints in person and orders the officers concerned to act. You do not need an appointment or anyone's recommendation.

No fixed schedule for these open courts has been published yet. So below we set out where they have been held this week, and the phone and online routes that work every day while you wait for one near you.

The DIG ordered regular open courts on 29 September

DIG Ali Waseem told all officers to hold open courts regularly to settle citizens' complaints on time. He gave the order while reviewing crime and police performance in Islamabad, and the meeting also issued show cause notices to some officers.

According to Radio Pakistan, the DIG reviewed the performance of all officers at the meeting. Show cause notices were issued to SHOs, the officers in charge of police stations, and to investigation officers with poor performance records. All SHOs were given 15 days to improve.

A show cause notice is a formal letter asking an officer to explain a failing before any disciplinary step. It is not a finding of guilt.

The same meeting ordered targeted operations against active criminal gangs, and the arrest of proclaimed offenders and people with criminal records. SSP Operations Qazi Ali Raza, the SSP Investigation, the zonal SPs, SDPOs and SHOs attended.

What DIG Islamabad ordered on 29 September 2026, including regular open courts and a 15 day deadline for SHOs

Open courts have already been held in Koral, Kirpa, Lohi Bher and Humak

The order follows open courts the DIG held himself over the weekend. Islamabad Police says he heard citizens in four rural areas on 27 September and at his own office on 26 September 2026.

On 27 September, according to an Islamabad Police press release, the DIG held open courts in Koral, Kirpa, Lohi Bher and Humak. The release says this was on the special directions of the Federal Interior Minister and the IGP Islamabad.

A large number of citizens attended, the release says. Several raised concerns about how their cases were being investigated. The DIG asked the investigation officers and SHOs concerned to explain, and told them to deal with the complaints according to law.

A day earlier, on 26 September, he held an open court at his office after visiting Shahzad Town Police Station. That release records him saying citizens can approach police officers directly, without any recommendation or influence.

How to prepare for an open court

Bring a short written application, your CNIC and copies of any papers, such as an FIR number or earlier complaint number. A one page summary lets the officer act on the spot, which is the whole point of an open court.

Open courts move fast. The officer hears many people and gives short directions. So your application should say plainly what happened, when, which police station is involved and what you want done.

  1. Write one page: your name, CNIC, phone number and address.
  2. Name the police station and, if you have them, the FIR number and date.
  3. Explain the problem in a few lines, with dates.
  4. Say what you want: an FIR registered, an investigation moved forward, property returned.
  5. Keep a copy, and note the name of the officer told to act on it.

Other ways to complain to Islamabad Police every day

You do not have to wait for an open court. Islamabad Police lists four helplines on its website: 15 for emergencies, 1715 for the IGP Complaint Cell, 1815 for the Online Women Police Station and 1915 for traffic.

ChannelUse it for
15A crime happening now, or anyone in danger
1715, IGP Complaint CellComplaints about police service, delay or conduct
1815, Online Women Police StationWomen who need police help
1915Traffic police and road help
Online complaint formWritten complaints with evidence, tracked by ID
Pakistan Citizen's PortalComplaints to government bodies, tracked online

The DIG himself pointed people to 1715 in the 26 September release. That line goes to the Inspector General's complaint cell, not back to the same police station, which makes it the better choice when a station will not listen.

For a written record, the online form on the Islamabad Police website gives you a complaint ID to track. The full steps are in how to complain to Islamabad Police online. The federal government's Pakistan Citizen's Portal is another route, and if a complaint there is closed without action, you can reopen a closed complaint.

The police headquarters general inquiry number on the Islamabad Police contact page is 051-9259370.

Police Station on Wheels also takes services to citizens

Islamabad Police also runs a Police Station on Wheels, a mobile van offering police station services and driving licence work in one place. The force says it has served more than 15,000 citizens since it started.

The DIG visited it on 28 September 2026, according to an Islamabad Police release. He was told that the van and Islamabad Traffic Police facilitation vans work at different locations in the evening and at night, for people who cannot come during office hours.

So an open court is one channel among several. For an urgent crime, call 15. For a stalled case or a bad experience at a station, 1715 or an open court puts it in front of a senior officer.
