To get a completion certificate for a house from LDA in Lahore, apply with your ownership letter, CNIC copy and an original electricity or Sui gas bill, then pay the challan LDA issues. The processing fee for a house is Rs 10,000. Once any penalty is paid, LDA's rules give it 7 days to issue the certificate.

The completion certificate is LDA's proof that your house was built to the approved plan. We read LDA's FAQ and its Building and Zoning Regulations 2019 on 2 October 2026 for the papers, fee, inspection and deadlines below. You can apply through a registered architect or go to LDA yourself.

Steps to get an LDA completion certificate for a house in Lahore

LDA issues a completion certificate when a house matches its plan

LDA issues the completion certificate after it, or an architect it accepts, checks that the house was built as per the sanctioned plan. If you changed the design, LDA can still issue it, but only if the changes are compoundable and you pay the penalty for them first.

Compoundable means LDA can accept the change for a penalty. Some changes cannot be compounded, and then no penalty will clear them.

The regulations also say every builder must tell LDA in writing within one month of finishing the work. Many owners skip this and apply years later. LDA then reads old electricity and gas bills to fix the date the house was finished.

The process starts with the plan you got approved before building. If you never had one, the steps for LDA house plan approval in Lahore come first, because a completion certificate needs a sanctioned plan to compare against.

Papers LDA asks for with a completion certificate

LDA's FAQ lists a copy of the ownership document, such as the exemption, allotment or transfer letter, a CNIC copy, an original electricity or Sui gas bill, and a neighbours' NOC for a double storey bathroom. If you made additions or alterations, you also need a revised building plan.

  • Ownership document: the exemption letter, allotment letter or transfer letter for the plot.
  • CNIC copy of the owner.
  • Original utility bill, electricity or Sui gas, which LDA uses to date the completion.
  • Neighbours' NOC if the house has a double storey bathroom.
  • Revised building plan if you added or changed anything after approval.
  • Copy of the paid challan, once LDA issues the violation or processing fee challan.

LDA wants the original bill, not a photocopy. If the paper bill is lost, you can print a duplicate electricity or gas bill from the company's website, but ask the counter first whether a printout is accepted.

Keep your approved plan with you. Every inspection measures the house against it, and the officer will ask for it.

Apply for an LDA completion certificate in five steps

You file the application, LDA or a registered architect inspects the house, LDA works out any penalty and issues a challan, you pay it, and LDA issues the certificate. The order below follows LDA's FAQ and section 10.8 of its regulations.

  1. Collect the papers and your approved plan. Note any change you made during building.
  2. Apply at LDA's office in Johar Town, or ask an LDA registered architect or town planner to file and inspect for you.
  3. The inspector visits and reports floor sizes, side spaces, the covered area against the plan, design changes and the current use of the house.
  4. LDA's Town Planning branch checks the penalty, if any, and issues a demand notice and challan. Pay it at the bank.
  5. Submit the paid challan copy with your CNIC. LDA issues the certificate within 7 days of payment.

If your design changed by more than 25 percent, the regulations say you must also submit a revised completion plan. Ask the architect to draw it before the inspection, not after.

LDA's completion certificate fee is Rs 10,000 for a house

LDA's fee schedule in Appendix C of its regulations sets the completion certificate processing fee at Rs 10,000 for a residential building and Rs 50,000 for a commercial one. Penalties for any changes from the approved plan come on top, worked out on each case.

The architect's fee is paid by LDA after the certificate is issued, according to the rules. Your own agreement with the architect for drawings and filing is separate, so settle that price in writing first.

The regulations PDF carries amendments up to 28 January 2020, and LDA says its rates are subject to revision. The challan LDA issues is the final amount.

LDA completion certificate fees and timelines for houses in Lahore

If LDA does not decide in 7 days, the rules deem it approved

Section 10.8.1 says that if LDA passes no order within 7 days after you have given every document and paid, the certificate is treated as granted. That only covers parts of the house that follow the rules. It does not clear a violation.

Who signs depends on plot size. A Deputy Director Town Planning issues it for a house up to 7 marla. A Director Town Planning issues it for houses above 7 marla, including those above 1 kanal.

LDA can cancel a certificate later if it finds a violation or false reporting, after a show cause notice and a hearing. It can also blacklist an architect who misreports. So an architect who promises to "manage" a big violation is putting your certificate at risk.

Before buying a finished house, ask the seller for this certificate. It is the easiest way to know the house was built to an approved plan. Budget separately for the property transfer taxes due when the sale is registered. Check the scheme first as well, as you would when you check a housing society is approved in Punjab, because LDA's rules apply only inside its area.
