NAVTTC has asked firms to bid for international certification of trainees in 15 named trades under its Prime Minister's Youth Skills Development Program (PMYSDP). Sealed bids close on Monday, 19 October 2026 at 11:00 am, and the work is expected to start on 15 December 2026. No trainee has to do anything yet. The notice is for certification bodies, not for students.

We read the revised bidding document that NAVTTC (the National Vocational and Technical Training Commission) posted on 3 October 2026. We also read two notices on its notices page, including a corrigendum dated 14 October 2026 for a separate tender on the Pakistan Skill Impact Bond. Here is what they say, and what they leave out.

Bids for international certificates close on 19 October

NAVTTC wants a certification body that can issue an international certificate to PMYSDP trainees. A date extension notice says sealed technical and financial bids, with the bid security, must reach the Director Certification at NAVTTC headquarters in Islamabad by 19 October at 11:00 am. They open at 11:30 am the same day.

The tender first appeared on 4 September 2026. The revised document is dated 3 October. Bidders could send written questions until 15 October. A joint venture is not allowed, and bids must be in Pakistani rupees at a fixed price, valid for 120 days.

The bid security is a pay order of Rs 1 million in favour of "NAVTTC Fund". Bids without it are disqualified. NAVTTC will choose by quality and cost together, a method called QCBS, and the winner must give a performance guarantee of 10 per cent.

The 19 October 2026 bid deadline for NAVTTC international certification of PMYSDP trainees in Pakistan

The tender names 15 trades, mostly construction and industry

The document lists 15 trades by name, plus any other trade NAVTTC notifies later. Most are building and industrial trades. IT trades are expressly excluded. Bidders may also propose other non-IT PMYSDP trades, but they must price them separately.

GroupTrades listed in the tender
Electrical and controlGeneral Electrician, Industrial Control and Automation, Auto Electrician
Pipes, metal and weldingPlumber, Pipe Fitter, Duct Fabricator, Sheet Metal Fabrication, Electric Arc Welding (stick)
Building workSteel Fixer, Mason, Shuttering Carpenter, Scaffolder, Building Painter
Heavy equipmentHeavy Machinery Operator (bulldozer, loader, excavator), Mobile Crane Operator

The document ties the list to overseas work. It asks bidders to prove that their certificate is used in GCC, Far East and EU labour markets.

The winner must align NAVTTC courses, test trainees and issue a verifiable certificate

The job is more than printing certificates. The winning body must compare NAVTTC's skills standards with its own scheme, close any gaps, set the tests, assess the trainees and issue certificates that anyone can verify online.

  1. Map NAVTTC skills standards and curricula against the international scheme.
  2. Agree a plan to close the gaps found.
  3. Build the assessment: blueprint, question bank and practical criteria.
  4. Train NAVTTC's assessors on the scheme.
  5. Assess eligible trainees and issue the certificates.
  6. Run an online tool to verify each certificate and keep the records.

NAVTTC says the aim is not just to buy certificates. It wants the competencies taught in its courses to match what the international scheme tests. The document also says no test for a specialised trade will be scheduled until the tools, machines and safety arrangements are checked.

The selected PMYSDP programmes are described as generally 3 to 6 months long. This work sits on top of those courses. It does not replace them.

A second tender for the Skill Impact Bond closes on 22 October

On 14 October 2026 NAVTTC posted a corrigendum for another notice: hiring an independent validation agent for the Pakistan Skill Impact Bond (PSIB). E-bids go through the government's EPADS v2.0 system by Thursday, 22 October at 11:00 am, and open at 11:30 am.

The notice does not explain the bond. A validation agent is, in plain terms, an outside checker who confirms that results were really achieved. We did not find a NAVTTC page that gives the bond's size, its funders or its targets. We do not state any, because we could not read them at source.

Key dates in the NAVTTC certification and Skill Impact Bond tenders from 14 October 2026 in Pakistan

What this means for trainees today

Nothing changes for a trainee this week. The tender does not say how many trainees will be certified, what it costs them, or which certificate they will get. The expected start of 15 December 2026 is a planning date, not a promise.

If you plan to work abroad, a certificate that foreign employers know can help. But it does not replace the other steps. A Gulf job still needs a valid visa, and your registration with the Protector of Emigrants comes before you leave. Our steps for the PakSoftSkills certificate before Protector registration show the paperwork side. A trade test is a separate hurdle for Saudi jobs, and the Takamol skill test booking explains it.

If you already work in a trade but have no paper, NAVTTC has a route for that too. See how to get a NAVTTC skill certificate without classes.

Common questions about the NAVTTC certification tender

When do the international certification bids close?

Bids close on Monday, 19 October 2026 at 11:00 am and open at 11:30 am the same day, at NAVTTC headquarters in Islamabad, according to NAVTTC's date extension notice.

Can a trainee apply for this certificate now?

No. The tender is for certification bodies. NAVTTC has not published how trainees will be chosen or how to apply, so wait for its own announcement.

Which trades does the tender cover?

It names 15 trades, from General Electrician, Plumber and Mason to Mobile Crane Operator and Auto Electrician. IT trades are excluded, and NAVTTC may add other trades later.

Will the certificate cost trainees money?

The tender does not say. The cost per candidate is part of what bidders must quote. NAVTTC describes its own PMYSDP training as free, but has not said who pays for the international certificate.

What is the Pakistan Skill Impact Bond tender?

It is a separate call for an independent validation agent. NAVTTC's 14 October corrigendum sets 22 October at 11:00 am as the e-bid deadline. The notice gives no further detail on the bond.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 14 October 2026. The dates, trades, bid security and scope come from NAVTTC's revised bidding document of 3 October 2026, its date extension notice, and its 14 October 2026 corrigendum, all on NAVTTC's notices page. We have not seen any award, and we do not know how many trainees the certificates will reach. Check the notices page for amendments before any bidder acts.
