How to Get a NAVTTC Skill Certificate in Pakistan Without Classes (RPL)

If you already work as an electrician, tailor, welder or cook but have no certificate, NAVTTC's Recognition of Prior Learning (RPL) lets you sit a practical test instead of a course. You apply online, show your experience, take the assessment and receive a national certificate if you pass.

RPL is aimed at people who learned a trade on the job. A certificate can help with a better job, a licence, or papers for work abroad. This guide explains who can apply, the six steps and what we could not confirm about fees.

Understand what RPL certifies and who can apply

RPL is a NAVTTC system that tests skills you gained through work or self-learning. NAVTTC's RPL page says anyone with practical experience in a trade can apply, including overseas Pakistani workers. It issues a certificate under the National Vocational Qualifications Framework (NVQF).

NVQF is Pakistan's ladder of skill levels. A certificate on this ladder shows an employer what you can do. You do not need to sit in a classroom for months. The page says the assessment is practical.

The page suggests you should have one to two years of experience in the trade. Because the page does not set a hard rule in one clear line, ask the assessment centre what proof they want for your trade before you pay for anything.

Follow the six steps from registration to certificate

The process on NAVTTC's page has six steps. You register online with your documents, NAVTTC checks your experience, you take a practical assessment, the result is reviewed and a certificate is issued if you pass.

  1. Register online and upload your documents.
  2. Wait for the document and experience check.
  3. Attend the practical skills assessment.
  4. Wait while the assessment result is reviewed.
  5. Receive the certificate if you pass.
  6. Keep the digital copy for employers and visa files.

Start from the official NAVTTC site at navttc.gov.pk and use the RPL link on its home page. Do not give your CNIC to a social media page that claims to "book" your RPL for a fee.

Gather proof of your experience before you apply

The page does not list exact documents, only that you upload them at registration. So prepare what shows your work: a CNIC copy, an experience letter, work photos, and a reference from an employer or a customer.

Choose the trade that matches your daily work. The page says more than 200 trades are offered, including electrician, plumber, auto mechanic, tailor, welder, HVAC technician, chef, beautician, IT technician, tractor operator and painter.

Expect a low fee, but confirm the exact amount

NAVTTC's page says the fee is very low because the government subsidises it, and that the amount varies by trade and level. It gives no figure, so we cannot state one. Ask the centre for the amount in writing before you pay.

Only pay through the official portal or the assessment centre's published account. Keep the receipt. If someone promises a certificate without an assessment, walk away. A certificate that cannot be verified online has little value.

Use the certificate for work, wages and learning

A verified certificate proves your skill to an employer, which can support a higher wage or a promotion. The page says it is also recognised in Gulf countries and Europe, though each foreign employer or embassy decides what it accepts.

Common questions about the RPL certificate

What does RPL stand for?

It stands for Recognition of Prior Learning. It means NAVTTC tests the skills you already have and certifies them, instead of making you repeat a course.

Do I have to attend classes?

No. The page says you can earn an NVQF certificate without formal classroom training. You take a practical assessment of your trade skills.

How long does the certificate take?

NAVTTC's page says it is issued 2 to 4 weeks after the assessment. Digital certificates can be verified online.

How much does RPL cost?

The page says the fee is very low because of a government subsidy and varies by trade and level. It gives no amount, so ask the assessment centre in writing.

Can overseas Pakistani workers apply?

Yes. The page says overseas workers are also eligible. Check with NAVTTC how and where you can sit the assessment from your country.

Is the RPL certificate accepted for a Saudi visa?

Not automatically. Saudi Arabia uses its own Takamol test for notified trades. Ask your employer which proof they need before you spend money.
