NEPRA Sets 27 October Hearing on CPPA-G's Rs 3.37 Billion Fee for 2026-27
CPPA-G asked NEPRA to approve a Rs 3,369 million fee, Rs 14.47 per kW a month, for 2026-27. The hearing is on 27 October. See the cost lines and how to comment.

Short answer: The Central Power Purchasing Agency (Guarantee) Limited, known as CPPA-G, has asked NEPRA to approve a net fee of Rs 3,369 million for FY 2026-27. That works out to Rs 14.47 per kW a month. NEPRA will hear the petition on Tuesday 27 October 2026 at 2:00 pm, at NEPRA Tower in Islamabad or online.
Most people never see this agency's name on a bill. It sits in the middle of the system, buying power from plants and billing the distribution companies. When it asks for money, the request goes through the same public hearing process as a tariff petition.
NEPRA put the notice on its news page on 11 October 2026. We opened the notice and read every line of the table. Below is what it says, what the numbers add up to, and how you can send comments.
CPPA-G wants Rs 3,369 million net for the year
The notice lists a total cost of Rs 3,554 million. After a prior year adjustment, other income and loan recoveries, the net revenue requirement is Rs 3,369 million. CPPA-G divides that by an average maximum demand of 19,400 MW to reach Rs 14.47 per kW a month.
| Line in the petition | FY 2026-27, Rs million |
|---|---|
| General establishment costs | 2,329 |
| Administrative costs | 349 |
| Office operations, services and maintenance | 237 |
| Capital spending (CAPEX) | 151 |
| Recoverable loan advances to employees | 68 |
| New hiring cost | 175 |
| Tax | 245 |
| Total cost | 3,554 |
| Prior year adjustment (added) | 471 |
| Other income (deducted) | 550 |
| Recovery of loan from employees (deducted) | 106 |
| Net revenue requested | 3,369 |

The arithmetic checks out on our own calculation. The seven cost lines sum to Rs 3,554 million. Adding Rs 471 million and taking away Rs 550 million and Rs 106 million gives Rs 3,369 million. Spread over 12 months, that is about Rs 281 million a month.
General establishment costs are the biggest line by far, at 66 per cent of the total cost. The notice does not break that line down any further. NEPRA's hearing is where that detail is asked for.
CPPA-G is the central buyer and biller of the power system
CPPA-G works as the market operator under NEPRA's market rules and has done so since June 2015. It verifies the invoices of power plants, bills the distribution companies, collects the money and settles payments with the plants.
Those duties came up in a separate NEPRA order of 16 September 2026, where the regulator described the agency's role in detail. Our report on NEPRA's Rs 10 million fine on CPPA-G explains that order.
The notice does not say how the fee reaches consumers. A fee for running the central buyer is a cost of the power system, and costs of the system can flow into the tariff. We cannot tell you how much, because the notice does not give a per unit figure. No bill line changes because of this petition today.
NEPRA will test seven questions at the hearing
The notice frames seven issues for the hearing. They cover the level of costs, the capital spending, the income and prior year figures, and whether CPPA-G should be excused from filing a multi year petition and be allowed to file for one year only.
- Whether the grounds for exemption from a multi year tariff petition, with a single year petition accepted for the current year, are justified.
- Whether general establishment cost, administrative cost, new hiring, training plan and consultancy charges are justified.
- Whether operations, services, maintenance, IT services, support fee, insurance and finance charges are justified.
- Whether the requested capital spending is reasonable.
- Whether other income, loan recovery, estimated tax and prior year adjustment are justified.
- Whether costs should be set from audited financial statements.
- Any other issue that comes up during or after the hearing.
The first question matters most. A multi year tariff gives a fixed path for several years. A single year petition means CPPA-G returns every year and the same arguments are heard again.
How to send comments or join the hearing
Any person who wants to take part may file an intervention request or comments within seven days of the date the notice appeared in the press. The notice also carries the online hearing link. You can read the petition itself from NEPRA's office or website.
NEPRA posted the notice online on 11 October. The seven days run from the press publication date, which we could not see, so treat 18 October as the safest date to send anything. Our walk through taking part in a NEPRA public hearing covers the Zoom steps and the comment format.
- Open the notice on NEPRA's news page and read the issues list.
- Write your comment on one or two of the seven issues, not all of them.
- Email it to the Registrar's office, with your name, address and phone number.
- Ask in the same letter to be heard on 27 October if you want to speak.
- Join the online link at 2:00 pm and keep your comment short.

The petition sits beside other NEPRA hearings this month
NEPRA is also hearing the 2027 tariff requests of ten power companies from 13 to 15 October. Our note on NEPRA's 2027 tariff hearings lists the dates. The CPPA-G fee is a separate matter and will be decided on its own record.
Fuel charges are the part of the bill that moves every month. For the part you can see on your October bill, see the report on NEPRA's Rs 1.1086 fuel charge decision. That decision has nothing to do with this fee.

Common questions
What is the CPPA-G fee?
It is the revenue CPPA-G asks NEPRA to approve for running its operations in the year. For FY 2026-27 it asks for Rs 3,369 million net, which it expresses as Rs 14.47 per kW a month.
When is the NEPRA hearing on the CPPA-G fee?
The hearing is on Tuesday 27 October 2026 at 2:00 pm. It will be held at NEPRA Tower in Islamabad and online.
Will my electricity bill go up because of this petition?
Not today. The notice does not state a per unit effect, and NEPRA has not decided the petition. We will report any change once NEPRA gives its decision.
Can an ordinary consumer comment on the petition?
Yes. The notice says any interested person may file an intervention request or comments within seven days of the press notice.
What does the multi year tariff exemption mean?
CPPA-G asks to be excused from filing a multi year petition for the next year and to have a single year petition accepted for the current year.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read NEPRA's notice of admission and hearing on its news page on 12 October 2026. The notice is dated 11 October on that page. We did not open the full petition, so the cost lines are the ones printed in the notice. NEPRA's own decisions and notices are the only record that counts.
