How to Take Part in a NEPRA Public Hearing in Pakistan: Zoom, Comments and the 7 Day Rule

Join a NEPRA hearing free on Zoom or at NEPRA Tower, email comments to the Registrar, or file an intervention within 7 days. Steps for the October hearings.

Anyone in Pakistan can join a NEPRA public hearing for free, in person at NEPRA Tower in Islamabad or on Zoom. The Zoom link and meeting ID are printed on each hearing notice on nepra.org.pk. To send a written objection, email the Registrar at registrar@nepra.org.pk. To become a formal party, you must file an intervention request within 7 days of the notice appearing in newspapers.

That matters this week. NEPRA hears the 2027 tariff requests of ten power companies from 13 to 15 October 2026, and every household on those networks is affected. We read the hearing notices and the rules that govern them, the NEPRA (Tariff Standards and Procedure) Rules, 1998, on NEPRA's own website.

Find the hearing notice on NEPRA's website first

Every NEPRA hearing has a public notice with the date, time, venue and Zoom details. Open nepra.org.pk and look at the list on the home page. Hearing notices are labelled "Notice of Hearing" or "Notice of Admission / Hearing", with the date posted on the left.

Most notices come with two more files. One is the company's own request, called the petition. The other is the "issues for hearing", a short list of questions NEPRA will decide. Read the issues list first. It tells you what the hearing is really about, in plain language.

Five steps to take part in a NEPRA public hearing in Pakistan, from finding the notice to speaking on Zoom

Take LESCO's notice as a real example. Its hearing is on Wednesday 14 October 2026 at 2:00 pm, at NEPRA Tower and on Zoom, with meeting ID 864 5270 5781. The notice says "all the interested/affected parties are invited to submit written/oral comments or objections". Three ways to take part, and what each gives you

You can watch and speak, send written comments, or ask to become a formal party. Most consumers only need the first two. The third gives you more rights, but it has a strict deadline and a fee.

Rule 8 is honest about its limits. A person filing comments "shall not be entitled as of right to participate", and NEPRA "shall be entitled" to consider the comments in its final decision. In the NEPRA decisions we read this month, comments from chambers and individuals at the hearing were listed and answered one by one.

How to send written comments to NEPRA

Written comments go to the Registrar, NEPRA Tower, Ataturk Avenue (East), G-5/1, Islamabad. The notice gives the email registrar@nepra.org.pk, phone 051-2013200 and fax 051-2600021. Email is the fastest. Send it a few days before the hearing so it is on the file.

  1. Write the case name in the subject line, for example the LESCO 2027 tariff adjustment.
  2. Give your name, address and your 14-digit reference number from your bill.
  3. Say which issue on NEPRA's list you are commenting on, by its number.
  4. State your objection in a few short points, with any figures you have.
  5. Attach evidence, such as copies of bills, and keep a copy of what you sent.

Keep it factual. "The fixed charge will hurt low-use homes because..." carries more weight than general anger about bills. NEPRA's LESCO issues list asks, for example, whether fixed charges and how they apply to each category "needs to be revised". A home that uses 150 units a month has a real stake in that question, because the fixed charge line on a bill is paid whatever you use, so it weighs most on small bills.

How to join a NEPRA hearing on Zoom

Use the Zoom link or meeting ID printed on that company's notice. Each company has its own slot, so check the time on the right notice. Join a few minutes early, with your name shown clearly.

Checklist for joining a NEPRA tariff hearing on Zoom in Pakistan

A presiding officer runs the hearing. Under Rule 9, that officer can remove anyone who shows disrespect or obstructs the hearing. When you are given the floor, say your name and area first, and keep your point to two or three minutes.

A hearing can also be held by a single member of the Authority, under Rule 9. If the hearing is adjourned, the next date can be announced on the spot, so stay until the end or check the website afterwards.

When an intervention request is worth filing

An intervention request makes you a formal party to the case, under Rule 6. It must state your name and address, your objections, and how the decision would affect you "substantially and specifically". It can also set out the relief you want and your evidence.

The deadline is tight. Unless the notice says otherwise, the request must be filed within seven days from the date the notice of admission is published in newspapers. You must also send a copy to the company that filed the petition. NEPRA can accept or refuse the request.

The rules say a fee applies, "determined for the purpose by the Authority". We could not find the current fee printed on the hearing notices, so ask the Registrar's office before you file. For a single household, written comments are usually enough. Chambers of commerce, industry groups and consumer bodies are the ones that usually intervene.

Do I need permission to watch a NEPRA hearing?

No. NEPRA hearings are public and the Zoom details are printed on each notice, so anyone can join.

How do I send a complaint about a tariff request to NEPRA?

Email your written comments to the Registrar at registrar@nepra.org.pk, with your name, address, bill reference and the issue you are raising.

Is there a fee for sending comments?

We found no fee for comments in the rules. A fee applies only to a formal intervention request, set by NEPRA.

What is the deadline for an intervention request?

Seven days from the date the notice of admission is published in newspapers, unless the notice sets another date.

Is a hearing the place to complain about my own wrong bill?
