Never Carry a Stranger's Bag on a Flight From Pakistan: FIA Rule and Checks
FIA's Travel Guide says never carry a stranger's bag. Check what it says on banned items, parcels from friends and why you must not post your passport abroad.

Do not accept or carry any bag for a stranger when you fly from Pakistan. FIA's Travel Guide says that if you carry another person's luggage, you are responsible for checking it fully, and that you must carry no arms, ammunition, banned substances or drugs. Pack your own bag yourself.
It starts with a friendly request in the departure hall. "Please take this small parcel to my brother, it is only sweets." The person looks honest and the airline has a weight limit you are not using. Many travellers say yes out of politeness. FIA's Travel Guide says do not. We opened the FIA Travel Guide page and PDF at fia.gov.pk on 15 October 2026 and read the "Before Departure" section. This page explains the rule, and the habits that keep you on the right side of it.
FIA says a stranger's bag is your responsibility
The guide says not to accept or carry baggage for any stranger. It adds that if you do carry the luggage of an unknown person, you remain responsible for checking it thoroughly before departure and being certain that no banned or disallowed item is inside.
That wording puts the duty on you. The guide says the carrier must have checked, and it does not say what happens if a banned item is found. It names no penalty, so we do not give one. The safe step is to say no.
| Item or situation | FIA's guide says |
|---|---|
| Bag from a stranger | Do not accept or carry it |
| Bag from an unknown person you did take | You must check it fully before departure |
| Arms and ammunition | Do not carry any |
| Banned substances and drugs | Do not carry any |

Pack your own bag and keep it with you until check-in
The simplest defence is to pack every item yourself and keep the bag in sight until it goes on the belt. Do not let a driver, an agent or a friend add things at the airport. The guide does not give this advice in these words, but it follows from the rule on checking what you carry.
Gifts are a normal part of Pakistani travel. Relatives abroad often ask for pickles, clothes or medicines. Take them only from people you know, and open each parcel at home so you know what is inside. If you cannot open it, do not carry it.
- Pack your bag yourself and lock it only after the last item goes in.
- Take parcels only from family or friends you know well.
- Open and look through every parcel at home.
- Refuse anything sealed that you cannot see into.
- Never carry a bag at the airport for a person you met there.

Know the other limits on what you carry
Banned items are only one limit. Airlines set weight and size rules, and customs sets rules for goods coming in. Cash leaving Pakistan has its own ceiling. Each is separate from the FIA warning, and each can stop a trip if ignored.
The rules for foreign currency when leaving Pakistan are in their own note. For batteries in hand luggage, check power bank rules on flights from Pakistan. What you may bring back is covered in the customs duty free baggage allowance. For domestic flights, domestic baggage allowances compared for five airlines shows the weights.

Do not post your passport abroad
The same guide says sending a passport to a foreign country by mail or any other means is not permitted under present law. The only exception is a visa for a country that has no mission in Pakistan, and then only with a prior NOC from the Interior Ministry.
This catches people who are told to "send the passport to our office in Dubai". If an agent says that, stop and ask which mission handles the visa. FIA's guide also says to follow the destination country's own application rules, to avoid fraud.
Report a request to carry something suspicious
If someone presses you to carry an item, pays you to do it, or will not let you open the parcel, tell airport staff or the airline. The FIA complaint email on its home page is complaints@fia.gov.pk, and its phone lines are 051-111-345-786 and 1991.
The guide does not set out a reporting process for this case, so that advice is ours. Do not keep a bag you are unsure about. Leave it with the check-in or security staff and tell them why.
Common questions about carrying luggage for others
Can I carry a parcel for a friend's relative?
FIA's rule is about strangers. If you take a parcel from someone you know, open and check it first.
What if I carry a stranger's bag and it has a banned item?
FIA says you remain responsible for having checked it. The guide names no penalty, so we cannot give one.
Can I mail my passport to an embassy abroad?
FIA says no, except for a visa for a country with no mission in Pakistan, and then only with an Interior Ministry NOC.
Which items are banned?
FIA names arms, ammunition, banned substances and drugs. Airlines and customs add their own lists.
Who do I complain to?
Start with the airport's supervisory staff. FIA's headquarters lists complaints@fia.gov.pk and 1991.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 15 October 2026. The stranger's baggage rule, the banned items line and the passport mailing rule come from the FIA Travel Guide PDF, linked from fia.gov.pk/travel, which we opened on that date. The PDF has no issue date, and it names no penalties. The packing steps are our own advice and are marked as such.
