Oman Work Visa From Pakistan: Protector Fee, Licensed Agents and Fraud Checks
Working in Oman from Pakistan: the employer-led work visa, BEOE protector fee of Rs 22,200 or Rs 9,200, how to check a licensed agent, and job fraud warnings.
To work in Oman from Pakistan, your Omani employer must get a work permit from Oman's Ministry of Labour and then a work visa, and you must get protected at a Protectorate of Emigrants office before you fly. The Bureau of Emigration's fee is Rs 22,200 through a licensed agent, or Rs 9,200 if you found the job yourself.
The Bureau of Emigration and Overseas Employment (BEOE) is the Pakistani office that registers every worker going abroad. Its own figures show a sharp fall for Oman: 81,587 Pakistanis registered for jobs there in 2024, then 9,375 in 2025 and 607 from January to August 2026. The table does not give a reason.

How an Oman work visa works for Pakistanis
You cannot apply for an Oman work visa yourself. Oman's government portal says the employer applies, under its own responsibility, after the Ministry of Labour issues a licence, called a work permit. The profession on the visa must match the profession on that permit.
Oman's official service page lists the basic conditions. The worker must be at least 21 years old. The employer supplies a copy of your passport and your medical examination. The gender on the visa must match the gender on the work permit.
The Royal Oman Police eVisa site calls these "sponsored" visas, applied for by the sponsor's staff, not by the traveller. The police FAQ also says a normal passport must be valid for at least six months before you enter Oman.

The medical step is the one people get wrong most often. A Gulf medical is booked through the approved system, and you can check your Gulf medical report by passport number before paying anyone to "clear" it.
Protector fee and the Bureau of Emigration process
BEOE charges Rs 22,200 if you go through a licensed Overseas Employment Promoter (OEP), and Rs 9,200 if you go by direct employment. The totals cover the welfare fund, insurance, registration and the emigration certificate fee. Payment can now be made by QR code at the office.

BEOE's table puts the agent's service charges at Rs 15,000. An agent asking for several lakh rupees "for the visa" is asking for money the official table does not show. Pay by QR code at the Protectorate office where you can. BEOE and National Bank of Pakistan launched cashless QR payment for all its fees on 16 July 2026.
BEOE's steps are the same for every country. Documents are checked, you attend a briefing, a protector sticker goes on your passport, and the Protector of Emigrants signs and embosses it. The full walk-through is in how to get emigrant protection.
- Collect your visa, passport, CNIC and signed employment contract.
- Get the State Life insurance certificate and pay the welfare and registration fees.
- For direct employment, fill BEOE's online registration form first.
- Go to your Protectorate of Emigrants office for document checks and briefing.
- Collect your passport with the protector sticker and embossed signature.
Check the agent before you pay anything
Only a licensed Overseas Employment Promoter can recruit you for a job abroad. On 29 September 2026, BEOE's statistics page counted 2,856 valid licences out of 5,298 ever issued. The rest are cancelled, surrendered, expired or invalid. A licence number on a poster proves nothing until you check it.
BEOE's list shows the licence number, owner, status, expiry date and office address for every agent. The number is four digits, a slash and a city code, such as LHR for Lahore or RWP for Rawalpindi. Search it, then check that the name and city match the office you visited. The steps are in how to check an overseas job agency.

Warning signs of an Oman job fraud
Three things show up again and again: an unlicensed person, cash payments and a visit visa sold as a work visa. If anyone asks for money without a BEOE receipt, will not show a licence number, or tells you to travel on a tourist visa and "convert it later", stop.
- A tourist or visit visa for a job. Oman's eVisa FAQ lists tourist and express visas. None of them is a work visa.
- Cash to a person, with no receipt. BEOE's fees can be paid by QR at the Protectorate office.
- A fee far above Rs 15,000 for the agent. That is the service charge in BEOE's table.
- "No need for protector." Protection is required by law for every worker going abroad.
- A contract you cannot read or keep. MOFA tells workers in Oman to keep a copy.

Your rights after you reach Oman
The Ministry of Foreign Affairs tells Pakistani workers to get their labour and residence card within one month of arrival. Keep your passport valid, keep a copy of your contract, and do not work for an employer you are not licensed to work for. That last one can bring jail and a fine.
MOFA's guidance also says your employer must insure you against work accidents, and overtime must be paid under Omani labour law. If your salary is late and the manager does not respond, you can go to Oman's labour ministry. Its call centre number on its own site is 80077000.
