How to Open a Dollar Account in Pakistan as a Resident
Any Pakistani can open a US dollar account with a CNIC. See what SBP lets you deposit, what banks pay, the 20% tax on profit and how to withdraw. Check now.

Any Pakistani living in Pakistan can open a US dollar account at a bank with a CNIC. You can feed it with money sent from abroad, and with cash dollars only if you are on the Active Taxpayers List. You can take the money out in dollars or rupees, or send it abroad. MCB opens one from USD 500.
We read the State Bank of Pakistan's Foreign Exchange Manual and the foreign currency account pages of MCB, UBL, HBL and Meezan Bank on 7 October 2026. The rules below come from those pages.
A dollar account is not a savings plan. Profit is low, around 2% a year at the best rate we found. People open one to hold money that arrives in dollars, or to pay for things abroad without converting twice.
Who can open a dollar account in Pakistan
SBP lets banks open foreign currency accounts for Pakistanis living in Pakistan or abroad, dual nationals, foreigners, joint holders and most companies, without asking SBP first. Your bank only needs its normal identity checks and a source of funds declaration.
Chapter 6 names "Pakistan Nationals resident in or outside Pakistan, including those having a dual nationality" first on the list. A teacher in Multan whose son works in Dubai qualifies.
There is one limit on use. SBP says a personal foreign currency account "should not be used for commercial and business purposes". Business income needs a business account.
Money you can and cannot put into a dollar account
Remittances from abroad, travellers cheques issued abroad and dollars from encashed Government of Pakistan securities can go in. Cash dollars can go in only if you are a filer. Payment for exports, or for services you sell from Pakistan, cannot go into a personal account.

The filer rule matters most. Chapter 6 says a resident's account "can also be fed with cash foreign currency only if the (resident) account holder is a filer". If you are not on the list yet, becoming a tax filer comes first.
Bought dollars are where the rules disagree. The manual's chapter 6 still lists foreign exchange "purchased from an Authorized Dealer or money changer or exchange company" among things that cannot feed the account. But SBP's EPD Circular Letter No. 10 of 14 November 2025 tells exchange companies that dollars sold to a resident "for the purpose of deposit into FCY account" must move account to account. So ask your branch which rule it applies before you buy. The limits on buying dollars from an exchange company also apply.
Banks offering dollar accounts and the profit they pay
Most large banks offer a current account with no profit and a savings account with a small profit. Meezan Bank's key fact statement of 5 October 2026 shows 2.00% a year on a USD savings account, paid monthly. Other banks publish tiered rates on separate rate sheets.

Profit is taxed. Section 151 of the Income Tax Ordinance takes 20% of bank profit from filers and 40% from people not on the Active Taxpayers List, the same as on a rupee account. Tax on bank profit works the same way here.
How to open a dollar account, step by step
Take your original CNIC to a bank branch that deals in foreign exchange, ask for a foreign currency current or savings account, fill in the form and source of funds declaration, and fund it from abroad or with cash dollars if you are a filer.
- Pick a bank. Use your existing bank if it offers one, since your identity checks are already done.
- Choose current or savings. Current suits money you will spend soon. Savings pays a little profit.
- Go to a branch with your original CNIC. Ask for the bank's key fact statement so you can compare charges.
- Fill in the account opening form and say where the money will come from, for example remittances from a son in Saudi Arabia.
- Make the first deposit. MCB asks for USD 500. Bring proof of filer status if you deposit cash.
- Ask for a dollar debit card if you plan to pay abroad, and check its yearly fee in the key fact statement.

Taking money out in dollars or rupees
SBP calls these accounts free from all foreign exchange restrictions. You can withdraw dollar notes, pay locally in rupees, or send the money to any country for any purpose, up to your balance.
Converting to rupees happens at the bank's own buying rate on that day, so compare a few banks before you convert a large sum.
Taking dollar notes abroad has its own cap. The foreign currency limit when leaving Pakistan is USD 5,000 a trip, even if your account holds more.
Freelancers and exporters need a different dollar account
Freelance income is an export of services, so it cannot go into a personal dollar account. SBP sends it to an Exporters' Special Foreign Currency Account instead. Freelancers can keep USD 5,000 a month or 50% of their earnings in dollars, whichever is higher.
Chapter 12 of the manual lets you convert to rupees at any time, pay for software and courses from it and get a debit card. But "no cash withdrawal" is allowed in Pakistan, and the money cannot move into an ordinary dollar account.

Most banks sell this as a Freelancer Digital Account. That income also needs a return: filing as a freelancer keeps you on the Active Taxpayers List.
Residents with assets abroad can also use Roshan Digital
A Roshan Digital Account is mainly for Pakistanis living abroad. HBL and Meezan Bank also offer a resident version for Pakistanis in Pakistan who have declared assets abroad. It lets you buy Naya Pakistan Certificates in dollars.
Common questions
Can a student or housewife open a dollar account in Pakistan?
Yes. SBP's rule covers every Pakistani national resident in Pakistan. To deposit cash dollars, though, the account holder must be a filer.
Can I deposit dollars I bought from the market?
Only by account to account transfer, and only if your bank accepts it. Ask your branch first.
Is profit on a dollar account taxed?
Yes. The bank deducts 20% for filers and 40% for non-filers under section 151.
Is Zakat deducted from a foreign currency account?
No. The Zakat and Ushr Ordinance excludes foreign currency accounts from deduction at source. You pay on your own assessment.
Can I put my Fiverr or Upwork money into a normal dollar account?
No. SBP treats it as export income. It goes to an Exporters' Special Foreign Currency Account, opened with your rupee account.
