A martyr's family member can open a Shuhada Family Welfare Account at any National Savings Centre with as little as Rs 10,000, and the profit comes every month with no withholding tax. The account pays the same rate as Behbood and Pensioners' Benefit, 12.72% a year from 1 October 2026, which is Rs 1,060 a month on Rs 100,000.

The account is meant for the families of those who died as martyrs, and a family member may hold only one. This guide explains who counts as eligible, which certificate you need, what the limits are and how to take your money out. It uses the plain language of the National Savings scheme page, because the rules matter more than any commentary.

Find out if your family member counts as eligible

The scheme page says the account is for an eligible family member of a martyr who is a citizen of Pakistan. It covers families of martyrs from the armed forces and law enforcement, and civilians. Overseas Pakistanis can open it too.

Only one account is allowed for each eligible family member. The scheme page does not set out who ranks as an eligible family member, so ask a National Savings Centre to confirm your relationship before you travel there.

A minor child can be covered too. National Savings accepts Form B or a Child Registration Certificate, together with the guardian's CNIC. Compare this with the process in the guide to opening a minor's bank account, which also uses a guardian.

Steps to open a Shuhada Family Welfare Account at a National Savings Centre in Pakistan

Bring the martyrdom certificate and your identity papers

You need two kinds of paper: your own identity document and a certificate of martyrdom. Adults bring a CNIC. Overseas Pakistanis bring a NICOP, and minors bring Form B or a Child Registration Certificate with the guardian's CNIC.

The certificate comes from the department concerned. For the armed forces and law enforcement, that is the force or agency itself. For a civilian, the page asks for a certificate from the Assistant Commissioner or Deputy Commissioner, saying the person died in a terrorist attack.

If the family does not yet have a copy of the certificate, ask the force, the agency or the district office for one first, because the centre cannot open the account without it.

Know the limits, the profit and the tax position

You can deposit from Rs 10,000 up to Rs 7.5 million. The profit is worked out on daily balances and paid monthly, on or after the first day of the next calendar month. The scheme page says the profit is exempt from withholding tax.

The rate is set by the Finance Division and changes. National Savings rate sheets show 12.72% a year from 1 October 2026, which is Rs 1,060 a month per Rs 100,000. Our story on the October 2026 National Savings rates lists every scheme side by side.

The Rs 100,000 line is the National Savings figure. The rest is our own multiplication. Because the profit is paid on daily balances, a deposit made late in a month earns less that month. The page does not give a tenure for this account, so ask the centre whether any term applies to you.

Open the account and pay in

You open the account in person at any National Savings Centre. The centre accepts cash, cheques, bank drafts and pay orders. Cash is the simplest option. On other National Savings products, cheque and draft deposits count only after they clear, so ask if the same applies here.

  1. Collect the martyrdom certificate from the concerned department.
  2. Photocopy your CNIC, NICOP or the child's Form B.
  3. Visit a National Savings Centre with the originals and copies.
  4. Fill in the account opening form the centre gives you.
  5. Deposit at least Rs 10,000 and keep the receipt.
  6. Check the first profit credit in the following month.

Do not hand cash to anyone outside the counter, and do not pay an agent to open the account. National Savings does not need one. The scheme page lists no opening fee, and we did not find one.

Take out money when you need it

The scheme page says the account holder can withdraw the principal at any time using a withdrawal slip. It does not list an early exit charge, unlike the Pensioners' Benefit Account, so ask the centre to confirm that no charge applies when you withdraw.

Is the profit taxed?

The scheme page says the profit is exempt from withholding tax. It does not say anything about a return, so check your own filing position.

When is the profit paid?

Monthly. It is calculated on daily balances and paid on or after the first day of the next calendar month.

Can a minor child hold the account?

Yes, with Form B or a Child Registration Certificate and the guardian's CNIC. The martyrdom certificate is still needed.
