Pak-EPA lists six certified environmental laboratories, all in Islamabad, but on 5 November 2026 only three of them show a validity date that has not yet passed. Those three are Environmental Services and Sustainable Solutions at NUST, SUPARCO, and Green Crescent Environmental Consultants. All three are certified for stack, gaseous and vehicle emissions and noise. The only water testing lab on the list, Bahria University, shows a validity date of 16 October 2026.

The Pakistan Environmental Protection Agency (Pak-EPA) posted the list again under its Latest News on 4 November 2026. We read it, and the same table on its "Registration of Laboratory" page, on environment.gov.pk on 5 November. If a factory, builder or consultant in Islamabad needs a test report that Pak-EPA will accept, this is the list to check first.

Pak-EPA's list has six labs, all in Islamabad

Pak-EPA's certified list names six laboratories. Five are certified for emissions and noise, and one, Bahria University, for water quality testing. Every lab is in Islamabad. Here is the list as Pak-EPA prints it, with the validity date in its own format.

Pak-EPA spells the university "Bahira" on its list. Stack emissions are the smoke and gases that leave a factory chimney. Ambient air means the outdoor air people breathe, which only SUPARCO is listed for.

Pak-EPA's six certified environmental labs in Islamabad and their validity dates, November 2026

Three of the six validity dates have already passed

Reading the dates as day, month and year, three labs show a validity that ended before 5 November 2026. Steinol Solutions shows 4 September, ESPAK 18 September and Bahria University 16 October. That leaves no lab on the list with a current date for water testing.

A passed date on a web page does not prove a lab has lost its certificate. A renewal may be in process and the page simply not updated. But it does mean you should ask before you pay. The day counts are our own arithmetic from 5 November.

Three of Pak-EPA's six certified labs show a validity date that passed before 5 November 2026

Check a lab before you pay for a test

Before you book a stack test, a noise survey or a water test in Islamabad, confirm two things: that the lab is on Pak-EPA's list for that exact kind of test, and that its certificate is current on the day of sampling. A report from the wrong lab may be rejected.

  1. Open environment.gov.pk and find "Registration of Laboratory" under Facilities and Services, or the certified labs item under Latest News.
  2. Find the lab by name and read the "Certified For" column. A water test needs a lab certified for water.
  3. Read the validity date. If it has passed, ask the lab for its current Pak-EPA certificate in writing.
  4. If in doubt, call Pak-EPA on 051-9250715 or email webmaster@environment.gov.pk to confirm.
  5. Ask that the test report carries the lab's certificate number and the sampling date.
  6. Keep a copy of the certificate with your report.

Provincial agencies keep their own lists. In Punjab, the EPA Punjab certified lab list is the one that counts for sites in that province.

Five steps to check a Pak-EPA certified environmental lab in Islamabad before paying for a test

Who needs a Pak-EPA certified lab

Anyone in Islamabad Capital Territory who must prove to Pak-EPA that their emissions, effluent or noise meet the National Environmental Quality Standards (NEQS) needs test results from a certified lab. That usually means factories, power generators, hospitals, housing projects and consultants preparing environmental reports.

  • Factories and generators: chimney (stack) and gas emission tests.
  • Vehicle fleets: vehicle emission tests.
  • Builders and consultants: baseline air, noise and water data for IEE and EIA reports.
  • Anyone with wastewater: water and effluent tests, for which the list currently shows no lab with a current date.

NEQS are the legal limits for pollutants. Pak-EPA uses the same standards when it publishes Islamabad's own air readings, such as the Islamabad AQI for 29 October, where fine dust was well above its limit.

How a lab gets certified by Pak-EPA

Pak-EPA's registration page sets six conditions. The lab must be in a clean area away from sewage drains or factories that could spoil its tests, in a suitable building, with qualified staff and the equipment in Schedule IV. It must pay the fees in Schedule II and have proper data reporting and waste disposal.

The page also lists the papers a lab should send with its application:

  • Registration of the firm, with name and address
  • Profile of the lab
  • Ownership or rent deed for the lab or office
  • NTN and sales tax registration
  • Layout plan
  • List of equipment
  • List of proposed staff
  • Area of expertise of the lab

A lab can be certified for water, liquid effluents, wastes, soil, gaseous emissions or noise, or a mix of these, for specific NEQS parameters. Pak-EPA's page does not print the fee amounts, so we do not state them here.

Common questions

How many labs has Pak-EPA certified?

Its list shows six, all in Islamabad. Three show a validity date that has not passed as of 5 November 2026.

Which Pak-EPA lab can test water?

Only Bahria University is listed for water quality testing, and its date shows 16 October 2026. Ask the lab or Pak-EPA whether it has been renewed.

Which lab can test outdoor air?

SUPARCO is the only lab listed for ambient air, valid to 2 December 2026 on the list.

Is a lab with an expired date still certified?

The page alone cannot tell you. Ask the lab for its current certificate, or call Pak-EPA on 051-9250715.

Do Punjab sites use this list?

No. Projects in Punjab use EPA Punjab's own certified lab list.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read Pak-EPA's "Pakistan Environmental Protection Agency Certified Environmental Laboratories" item, posted under Latest News on 4 November 2026, and the "Registration of Environmental Laboratory with Pak-EPA" page on environment.gov.pk on 5 November 2026. Both show the same six labs. Dates are read as day, month, year, and the status column and day counts are our own. We did not contact the labs.
