Check the EPA Punjab Certified Lab List Before You Pay for an Environmental Test

EPA Punjab lists 21 certified environmental labs, 19 in the Lahore area. Open a lab certificate and check its dates and scope before you book a lab test.

EPA Punjab publishes a list of 21 certified environmental laboratories, and a lab test is only useful for an environmental file if the lab is on that list. Nineteen are listed in or near Lahore. One is in Faisalabad and one in Rawalpindi. Each entry links to the lab's certificate of approval, so you can check the certificate before you pay for a water, air or effluent test.

If you are preparing an IEE or EIA report, the checklists ask for lab reports on the baseline environment, such as soil, water and air tests. A report from an uncertified lab can be questioned. We counted the labs on the EPA Punjab "EPA Certified Laboratories" page on 22 October 2026.

The EPA Punjab list has 21 labs, and 19 are in the Lahore area

The list is on the Environment Protection Department site at epd.punjab.gov.pk, under Resource Center. It names each laboratory and gives an address. Two sit outside Lahore: the National Institute for Biotechnology and Genetic Engineering (NIBGE) at Jhang Road, Faisalabad, and a lab at the National Cleaner Production Center in Rawalpindi.

If your site is far from Lahore, ask the lab whether it collects samples in your district and who pays for transport. The page does not say which labs travel.

Each lab has its own certificate of approval to open

Beside every lab name is a link called "Certificate of Approval", which opens a scanned PDF on the EPA site. Open it and check three things: the lab's name matches the one quoted to you, the certificate has not expired, and the tests it covers include the one you need.

Some file names suggest certificate periods, such as 2025 to 2028 for a few labs, but a file name is not proof. Read the date inside the certificate. A few links on the page point to the same file for different labs, so we could not tell from the link alone which certificate belongs to whom.

Above the list are two PDFs: "Implementation of Conditions of Certificates issued to Private Labs" and "Conditions of Lab Certifications". They set the terms labs must follow. Both are scanned images, and we could not read their text.

Ask the lab for a copy of its certificate conditions and for its sampling method before you book. A lab that works within its conditions will give both without trouble.

A certified lab still has to be right for your test

The page lists labs, not what each can measure. Water, ambient air, stack emissions and vehicle exhaust need different equipment. Ask for the test method, the sample bottle rules, the turnaround time and the price in writing.

Prices differ and EPA does not publish them. Get at least two quotes. Keep the sampling record and the lab's report number, because the reviewer may ask for them. The wider report contents are in the guide to IEE and EIA report checklists.

One practical habit helps. Ask the lab to put the sampling date, place and method on the report itself. A report that says only "water tested" is hard to defend in front of a reviewer, while one with a date, a sampling point and a method can be traced back. Keep the receipt and the lab's contact details with the file.

  1. Open the EPA Punjab certified laboratories page.
  2. Find the lab by name and note its address.
  3. Open its Certificate of Approval and read the dates and scope.
  4. Ask for a written quote with the test method and turnaround.
  5. Book sampling and keep the sampling record.
  6. Attach the lab's report to your environmental file.

A separate certified labs portal exists but did not open for us

The site menu also links a "Certified Labs Portal" at e-epd.punjab.gov.pk. When we tried it on 22 October 2026 the page timed out. We do not know what it offers, so rely on the list page and the certificates for now.

Common questions about EPA certified labs

How many labs does EPA Punjab certify?

The list page shows 21 labs as of 22 October 2026. The number can change when certificates are renewed.

Are any labs outside Lahore?

Yes. NIBGE in Faisalabad and the NCPC lab in Rawalpindi.

Is a university lab accepted?

It is accepted if it is on the list. FCCU Water Analysis Centre and the PCSIR centre both appear.

Does the list show prices?

No. Ask each lab for a written quote.

Can an uncertified lab test my water?

It can, but for an EPA environmental file the list is the safe route. Ask EPA Punjab on 1373 if you want to use a lab that is not listed.

Where is EPA Punjab?

Green Building, 27 College Road, Block H, Gulberg 2, Lahore. Phone +92-42-99231818 or +92-42-99232236.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 22 October 2026. We read the EPA Certified Laboratories page on epd.punjab.gov.pk and counted the lab headings and addresses ourselves. We did not open the individual certificate scans or the two condition files, which are images, so certificate dates, scope and conditions are not stated. The separate certified labs portal timed out. Confirm any lab with EPA Punjab before you pay.
