Environmental Approval for a Housing Scheme in Punjab: EPA Documents Checklist

EPA Punjab asks a housing scheme for a treatment plant site on the layout, a plant undertaking, waste contracts and a NAB undertaking. See the full paper list.

A housing scheme developer in Punjab must show EPA Punjab a sewage treatment plant location on the approved layout, a written undertaking to build it, a solid waste plan, municipal approval to dispose of wastewater, and an undertaking that no NAB case is pending. Those items come from the agency's own "Specific points" sheet for urban development projects. They sit on top of a list of 16 general points that every project must answer.

Environmental approval comes before sales and construction, not after. We read the EPA Punjab sheet on 22 October 2026. It is the document reviewers use when they find gaps in an IEE or EIA report, so building your file around it avoids a round of "shortcomings" letters.

Housing schemes fall under item I, urban development and tourism

The sheet groups projects into categories A to J. Housing schemes, public facilities and urban development projects sit together under I. Section I lists 13 specific requirements, and the 16 general points apply as well.

Before you start, confirm whether your scheme needs an IEE or an EIA. The category follows the schedule of the IEE and EIA regulations, which the sheet asks you to state. The steps and time limits are in the guide to Punjab environmental approval.

Eight housing papers come from the sheet's urban development list

The sheet's housing items are mostly papers from other offices. Collect them before you write the report, because several take weeks to obtain and the review clock does not wait for you.

Documents EPA Punjab asks from a housing scheme developer

The water and drain papers are the ones most often missing

The 16 general points ask for a water balance: the quantity and source of water, and where municipal and process water finally goes. They want a no-objection certificate from the TMA or WASA for groundwater extraction, with aquifer charges paid.

They also ask who is custodian of the drain that will receive your wastewater, and a no-objection certificate from that department, with the Irrigation Department named as an example. Ask for these early. A developer without a legal outfall has no answer to the question.

The sheet also asks about trees, fire safety and rainwater

General points include a landscaping and tree plantation plan with the number and location of plants and the money set aside. They want a budget for the environmental management plan, a firefighting plan with numbers and points of installation, and an emergency evacuation plan with exits marked.

The last general point asks for details of any rainwater harvesting structure that recharges groundwater. The urban development list adds a request for measures to limit urban heat islands in the planning of large cities.

Check these items in order before you submit

  1. State the project category from the IEE and EIA schedule.
  2. Confirm land use with the building control authority, such as LDA or the local council.
  3. Mark the treatment plant site on the approved layout.
  4. Obtain the water NOC and the drain custodian's NOC.
  5. Sign the treatment plant and NAB undertakings.
  6. Prepare the tree, fire and evacuation plans with budgets.
  7. Submit the report with the paper and electronic copies.
Order of steps for a Punjab housing scheme environmental file

Buyers can use the same list from the other side. A scheme with no treatment plant plan or no approved layout is a warning, which is why the steps in checking a housing scheme before buying a plot start with approvals. For Lahore specifically, see the LDA approved and illegal scheme lists.

Common questions about housing scheme environmental approval

Does every Punjab housing scheme need EPA approval?

The sheet lists housing schemes as a category, but the exact size cut-off sits in the regulations' schedule, which we did not read. Ask EPA Punjab on 1373.

What is a WWTP?

It is a wastewater treatment plant. The sheet asks for an undertaking that enough land is allocated and a proper plant is installed.

Why does EPA ask about NAB cases?

The sheet asks for an undertaking that no case about the project is pending in NAB, and for the status of any litigation. It gives no reason.

Is this sheet a law?

No. It is an EPA Punjab document of questions reviewers use. The binding rules are in the regulations and the housing scheme rules.

How old is the sheet?

The file on the EPA site shows a 2022 date. We found no newer version on the checklists page on 22 October 2026.

Who do I contact?

EPA Punjab is at Green Building, 27 College Road, Gulberg 2, Lahore. The helpline is 1373 and the email is ddisepa@punjab.gov.pk.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 22 October 2026. We read the EPA Punjab "Specific points" sheet, its general points and the urban development entries, through the checklists page on epd.punjab.gov.pk. We did not read the regulations, the section 42 rule text or the size thresholds, and we cannot say which schemes need an IEE or an EIA. The table groups the sheet's items in our own words.
