After you apply for a Punjab Food Authority (PFA) licence, PFA says the application is processed in 7 working days and the licence card is printed and couriered to your business within 15 days of approval. You pay the fee only after an inspector has visited and recommended you, through a challan sent by SMS. Below is each stage, how to track it, and the three PFA forms for transferring ownership, changing the business name and closing a food business.

Most food business owners lose time between "I applied" and "the card arrived", not on the application itself. We read PFA's licensing page, its timeline chart and its three request forms on pfa.gop.pk on 1 November 2026.

A PFA licence takes 7 working days, then up to 15 days for the card

PFA's licensing page gives two time limits. The application itself should be processed within 7 working days. Once approved, the licence goes to proofreading and printing and should be dispatched to you within 15 days, by courier to the business address.

StageWhat happensPFA's time frame
RegistrationYou apply in the PFA app, or a PFA team registers you on a visit; an SMS confirms itIn minutes
InspectionThe Resource and Licensing team visits and recommends you, or gives written instructionsIn one day
FeeIf recommended, an SMS gives the fee and a challan IDWithin one week
PrintingFee shows on PFA's dashboard; the card is proofread and printedAfter payment
DeliveryThe licence card is couriered to your business addressWithin 15 days of approval

The stage names and time frames come from PFA's own "License Certificate Process Time Line" chart. If you are not recommended, PFA gives written instructions on what to fix first.

How the application and fee work, step by step

You can apply on your Android phone through the Punjab Food Authority app, or in person with your CNIC. Three pictures are needed: the applicant, both sides of the CNIC, and the business. The fee is paid only after the inspector recommends you.

  1. Download the Punjab Food Authority app and choose Apply for License.
  2. Enter your mobile number and the code PFA sends to it.
  3. Fill in the business name, city, town, full address and business details.
  4. Upload your photo, both sides of your CNIC and a photo of the business, then submit.
  5. A PFA officer visits to verify the business.
  6. After verification, pay the fee by Allied Bank, JazzCash or Easypaisa when the SMS arrives.
  7. PFA issues the licence and couriers it to your address.

If you prefer to apply in person, take your CNIC to PFA's Directorate of Licensing at 120-B New Muslim Town, Lahore, or to a PFA district office. The fee depends on your business category; see the PFA licence fee and grades.

Track your licence on PFA's licence tracking page

PFA's home page links a License Tracking page on its online portal, cell.pfa.gop.pk, and a tool to calculate your licence category. The SMS messages at each stage are the other way to follow progress: registration, fee challan, then dispatch.

We could not open cell.pfa.gop.pk from our location on 1 November 2026, so we cannot describe the fields it asks for. Keep the registration SMS and the challan ID safe, because those are the numbers PFA staff will ask for.

If nothing has moved after the 7 working days, call or visit the PFA district office with your CNIC and the registration SMS. Be wary of anyone who calls offering to "speed up" a licence for a payment; PFA has warned about fake notices before, as set out in checking a PFA advertisement.

Three PFA forms cover ownership, name change and closure

A licence is tied to an owner, a business name and an address. If any of those change, or you shut down, PFA wants a signed request on its own form. All three go to the Assistant Director (Resource and Licensing), Punjab Food Authority.

You want toPFA formWho signsWhat you fill in
Transfer the business to a new ownerRequest for change of particulars on food business licenceCurrent owner and new owner, with CNIC and thumb impressionBoth names and CNICs, new owner's mobile, licence number and validity, address
Change the business nameRequest for change of business name on licence cardOwner, manager, director or CEOOld name, new name, CNIC, licence number and address
Close the business for goodRequest for permanent closure of food businessOwner, manager, director or CEOLicence number, address and the reason for closing

The ownership form is worded as the current owner's "no objection to transfer my ownership". So the seller's signature matters. Do not buy a food business without it.

File the closure or transfer form on the day it happens

The closure form asks PFA to "update your record", so a shop you have shut is not left open on paper under your CNIC. Keep a copy with the date you handed it in, in case an inspector or a notice reaches you later.

The same applies when you sell. The licence carries the current owner's name and CNIC until the transfer form is filed. Both seller and buyer gain from filing it on the day of the sale.

Food businesses outside Punjab deal with their own authority. Sindh's rules are in the Sindh Food Authority licence, and Khyber Pakhtunkhwa's in the KP food licence.

Common questions

How long does a PFA licence take?

PFA says it processes an application in 7 working days. After approval, the card is printed and dispatched within 15 days by courier to your business address.

When do I pay the PFA licence fee?

Only after the inspector recommends your business. PFA then sends an SMS with the fee and a challan ID. You can pay by Allied Bank, JazzCash or Easypaisa.

How do I track my PFA licence?

Use the License Tracking link on PFA's home page, which opens its cell.pfa.gop.pk portal, and keep the SMS messages PFA sends at each stage. A district office can check with your CNIC.

How do I change the name on my PFA licence?

Fill in PFA's "Request for change of business name on food business license card" with the old and new names, sign it and send it to the Assistant Director (Resource and Licensing).

What documents do I need to apply?

Three images: your own photo, the front and back of your CNIC, and a photo of the business. The rest is filled in on the form in the app.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read PFA's apply for license page on 1 November 2026, including its Urdu steps, required documents, timeline and delivery note, and opened the linked licence timeline chart and the three request forms. The licence tracking and category tools on cell.pfa.gop.pk refused our connection, so we could not test them. The revised fee notification on the same page is a scanned image we did not rely on for figures.
