Short answer: Any food business in Sindh needs a Sindh Food Authority (SFA) licence. You apply with your CNIC, photos of yourself and your business, and the category fee. The authority's own page does not publish a fee table, so ask SFA on 021-99336115 before you pay.

A biryani seller in Hyderabad, a bakery in Sukkur and a canteen at a Karachi college all fall under the same rule. If you cook, store, pack or sell food in Sindh, the Sindh Food Authority Act, 2016 expects a licence. We read the authority's licensing, FAQ and product pages on 12 October 2026 and set out what they say and what they leave out.

Who needs an SFA licence in Sindh

The SFA licence is a legal document for anyone who prepares, makes, stores, moves, distributes, sells, imports or exports food in Sindh. It covers shops, kitchens and factories alike, and it is not transferable.

The authority's FAQ names the businesses that must apply. They include school and college canteens, office canteens, hotels and restaurants, marriage halls, meat and chicken shops, flour mills, milk and dairy shops, dairy farms, bakers, sweets and nimco shops, roadside cafes, water and RO plants, catering units, warehouses, food events and food packaging makers.

The authority works in the Karachi, Hyderabad, Sukkur, Larkana, Shaheed Benazirabad and Mirpurkhas divisions. Its head office is D-66, Block 2, Clifton, Karachi.

The documents you need to apply

The licensing page says to submit the completed form with identity proof and business details, especially the list of products and services. The FAQ then lists the documents. Gather them before you start, since a missing file is the usual cause of delay.

Business registration papersProof that the business exists

The FAQ marks the later items as "typically required". Manufacturers may also be asked for product samples and food safety certificates. Small kitchen businesses may not need every item, so confirm with SFA.

The four steps SFA says the process follows

The SFA licensing page sets out four stages: submit the application, document review, a site inspection, and issue of the licence. A preliminary inspection may happen to check that your premises meet safety standards.

  1. Download the licence form from the licence page of the SFA website, or collect it from the nearest SFA office.
  2. Fill it in with your CNIC details, business details and the list of products you sell.
  3. Attach the documents and pay the fee for your business category.
  4. Wait for the document review and keep your phone on for the inspection team.
  5. Collect the licence once it is issued and display it at the premises.

The website also lists a Business Guidance menu with Food Business Licensing, Food Product Registration and Food Handlers Trainings. Product registration is a second process for packaged goods, with its own forms.

What the authority does not publish

The licence page says a fee "as per your corresponding category" must be paid, and the FAQ says the exact fee can be checked on the website or at the office. We did not find a fee table on the pages we read. We do not quote a figure for that reason.

The FAQ gives other points in soft language. It says processing "may take two to four weeks" and licences are "usually valid for one year". It also says you should renew at least 30 days before expiry. We treat these as general guidance, not a promise, because the answers use words like "may" and "typically".

What the Sindh Food Authority says about its licence and what it leaves open

The FAQ also contains an old line that says forms were accepted from 1 July to 30 September 2024. That line is out of date, so ignore it and ask SFA about the current window.

If you run without a licence

The authority's FAQ says operating without a valid licence can lead to fines, suspension of the business and even closure, and that unsafe products can be confiscated. A licence can be suspended or cancelled for unsafe conditions or fraud.

A licence does not replace other registrations. Provincial sales tax is handled by a different body, as explained in registering a business with the Sindh Revenue Board. Local council permission is also separate, covered in the trade licence and business registration steps.

Customers who see unsafe food can report it. The SFA complaint WhatsApp number is 0330-0116553, and the reporting routes for the three provinces are collected in reporting unsafe food in Sindh, KP or Balochistan. Punjab has its own rules, set out in the Punjab Food Authority licence fee and steps.

Common questions

How much is the SFA licence fee?

The authority says the fee depends on your business category and size, but its pages we read did not list the amounts. Call 021-99336115 or visit an SFA office.

How long does an SFA licence take?

The FAQ says it may take two to four weeks after all documents are submitted. A weak file or a failed inspection can add time.

How long is the licence valid?

The FAQ says usually one year, and that renewal should be applied for at least 30 days before expiry. Check the validity printed on your own licence.

Can I transfer my SFA licence to a new owner or shop?

No. The FAQ says licences are not transferable, and a new location or owner needs a new application.

Where is the SFA office?

The head office is D-66, Block 2, Clifton, Karachi, open Monday to Friday, 9:00 to 5:00. The email is info@sfa.gos.pk.

Do I need a separate registration for packaged food?

Yes. The authority runs a separate food product registration with its own application form and label form.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the licensing page, FAQs, product registration page and contact details on the Sindh Food Authority website on 12 October 2026. The fee amounts were not published on those pages, so confirm them with the authority before you pay.
