PM Fan Replacement Programme: Get 5 Star Fans and Pay on Your Electricity Bill

Apply at efan.gov.pk or in the PM Fan Replacement app. You hand over your old fans, a maker installs NEECA-labelled 5 star fans, and you repay the cost in monthly instalments on your electricity bill over 6 to 18 months. Each old fan counts as Rs 1,500 off the price. Installation is Rs 1,000 for the first fan and Rs 800 for each extra one, paid on the day.
The programme is run by the National Energy Efficiency and Conservation Authority (NEECA), the federal body for saving energy. A bank pays the fan maker first. You then buy the fans from the bank in instalments. We read NEECA's programme page and the terms inside the efan.gov.pk portal on 10 October 2026, and the portal was online.
Who can apply for the PM Fan Replacement Programme
You must own the home, hold a valid CNIC, and have the electricity bill in your own name. You also need a clean payment record, a SIM registered on your CNIC, and old fans that you are ready to give up.
- The bill must be in the applicant's name. Tenants cannot apply.
- You must have been a customer of the power company for at least 24 months. Green meter holders are included.
- You must not have used a bill instalment facility in the last 24 months.
- One application per CNIC, for one property only.
- You must replace an old fan for every new fan you take.
Two points on NEECA's page do not agree with each other. Its eligibility list allows up to 4 late payments in 24 months, but the portal's own rejection message refers to two or more late payments in two years. Its list also names commercial premises, while its FAQ says only domestic consumers qualify. Expect the stricter rule, because the portal applies it.
If the bill is still in a parent's or a previous owner's name, sort that first. The steps to change the name on your electricity bill take longer than the fan application itself.
How to apply on efan.gov.pk, step by step
Register with your CNIC and bill details, let the portal check your eligibility, choose your fans, and wait for the maker's installer. You confirm the installation online and the instalments start on the next bill.
- Open efan.gov.pk, or install the app from the Android or Apple store.
- Sign up with your CNIC, your mobile number and your electricity bill reference.
- The portal checks your billing history and shows your financing limit.
- Choose a fan model and the number of fans. It must match your old fans.
- Upload photos of your existing fans and pick a bank.
- Accept the terms. The maker then calls to book delivery and installation.
- On the day, hand over the old fans and pay the installation charge.
- Confirm delivery and working condition on the NEECA Online Portal.
The installer photographs the old and new fans. The old fans are then drilled so they cannot be used again. Do not hand over a fan you still want to keep.
Documents to keep ready
You need four things: your latest electricity bill, proof of address such as your CNIC or domicile, a Pakistani bank account, and clear photos of every fan you plan to replace.
Take the photos in daylight with the whole fan in the frame. The portal asks for an exact number of images for the fans you select, and it stops you if the count does not match.
What you pay and how the instalments work
The new fans are financed on a Musawamah basis. That is an Islamic sale in which the bank buys the fans and sells them to you at cost plus a profit. The bank's price, minus your old fans and the installation charge you paid, is then split into monthly instalments on your electricity bill.

Here is a worked example for three fans. Your three old fans count as Rs 4,500 against the price. You pay Rs 2,600 on the day for installation, which is Rs 1,000 plus Rs 800 plus Rs 800. The rest of the bank's price comes back as monthly instalments. NEECA's pages do not list fan prices, so the portal is the only place to see them.
The terms say the exact instalment "may vary slightly". Read the amount in the SMS before you accept delivery.
The risks in the small print
Missing an instalment is treated as missing your electricity bill. The terms call it a wilful default, and the bank can take back the fans, which are pledged to it as security until you finish paying.
Paying early is allowed, but you pay all remaining instalments at once and get no rebate. Warranty claims go to the fan maker, not the bank. And if you refuse delivery or cancel after ordering, the bank can recover its actual loss from you.

Common questions
Is the PM fan scheme free?
No. You buy the fans through the bank and repay them on your bill. Your old fans and the instalment plan only spread and reduce the cost.
Can a tenant apply?
No. Only the owner whose name is on the electricity bill can apply.
Can I get new fans without giving old ones?
No. The programme replaces old fans one for one, and you must have them installed already.
Can I apply for two houses?
No. Each CNIC can make one application for one property.
Who fixes the fan if it breaks?
The fan maker. The terms say warranty and after sales service go directly to the vendor.
When does the first instalment appear?
On the electricity bill after installation, per NEECA's programme page.

Last checked 10 October 2026. We read NEECA's Fan Replacement Program page on neeca.gov.pk, which gives the eligibility rules, documents, six step process, Rs 1,500 old fan value, Rs 1,000 and Rs 800 installation charges and the 6 to 18 month repayment period. We also read the terms and messages built into the efan.gov.pk portal, which describe the Musawamah financing, SMS price confirmation, fan hypothecation, early payment and default rules. The portal was online when we checked, but we did not submit an application, so we could not see fan prices, the banks on offer or a live financing limit. NEECA's page and the portal differ on the late payment limit and on commercial consumers, and we have reported both.
