Check a Fan's Energy Star Rating in Pakistan: NEECA Lists 95 Models

Check any fan against NEECA's energy label register before you buy. We counted 95 models from 26 brands, 62 with 5 stars. See how to read it and spot fakes.

To check whether a fan really saves power, look it up in NEECA's register of labelled fans at neeca.pk/neecagov/pages/fans.html before you pay. When we counted the register on 10 October 2026, it listed 95 fan models from 26 brands, and 62 of them were rated 5 stars.

A fan box that says "energy saver" proves nothing on its own. The National Energy Efficiency and Conservation Authority (NEECA) is the federal body that grants the official Pakistan Energy Label, and it publishes every model it has rated. If a fan is not on that list, the star sticker on its box is not NEECA's.

Fans run for most of the year in most Pakistani homes, so the gap between a good and a poor model shows up on every bill. That matters more now that the per unit price climbs with each slab, as the home slab rates for 2026 show, and fans keep running through the evening peak hours when demand on the grid is highest.

NEECA's fan register lists 95 rated models

NEECA's online register is the official list of fans that hold the Pakistan Energy Label. We downloaded it on 10 October 2026 and counted 95 models from 26 brands: 85 ceiling fans, 6 bracket fans and 4 pedestal fans.

Most entries are at the top of the scale. Sixty-two models carry 5 stars, 10 carry 4 stars and 21 carry 3 stars. Only one model sits at 2 stars and one at 1 star.

Pedestal and bracket fans are thin on the list. If you want a labelled pedestal fan, you have only four models to choose from. Ceiling fans are where the label has really caught on.

How to check a fan before you buy it

Match the brand and the exact model name on the box against the register, then check the certificate date and scan the security sticker. The whole check takes about two minutes on a phone in the shop.

  1. Open neeca.pk/neecagov/pages/fans.html on your phone.
  2. Filter by star rating or fan type, or scroll to the brand.
  3. Find the exact model name. "Deluxe" and "Deluxe Energy Star" can be different entries.
  4. Check the sweep size matches. The register lists 1400 mm for most ceiling fans.
  5. Read the "Certificate Validity" date. It should be later than today.
  6. Scan the QR code on the NEECA security sticker on the motor cover.
Steps to check a fan model in NEECA's energy label register in Pakistan

Ask the shopkeeper to open the box if the sticker is not visible. A labelled fan has it on the motor housing, near the star label, so you can see it before you leave.

Service value is the number that decides the stars

Service value is the air a fan moves for each watt it uses, in cubic metres per minute per watt. A higher number means more air for the same electricity, and NEECA sets the stars from that figure for each sweep size.

NEECA's fan scheme document, Issue 06 of June 2022, gives the floor values for a 1400 mm ceiling fan: 3.15 for 1 star, 3.32 for 2 stars and 3.45 for 3 stars. The register shows how far the best models go beyond that. The highest service value we found was 7.91, for a 1400 mm ceiling fan.

So two fans with the same 5 star sticker can still differ. Compare the service values in the register when you are choosing between two labelled models. The higher one moves more air per unit of power.

The security sticker has a QR code

Every labelled fan should carry a NEECA security sticker with a QR code and a unique code, fixed near the energy label on the fan motor's cover. The scheme document says the code is there for instant digital checking by the buyer.

NEECA issues these stickers only after it approves a model. The manufacturer pays Rs 12 per sticker, per the scheme document. A star sticker with no QR security sticker beside it, or a QR code that does not open a NEECA record, is a reason to walk away.

The test behind the label follows Pakistan Standard PS:1/2021, and the test report must come from a laboratory accredited to ISO/IEC 17025. That is the international standard for testing labs.

Twelve certificates in the register have passed their date

When we checked, 12 of the 95 entries showed a certificate validity date that had already passed. Nine of them ended on 19 March 2026, two in October 2025 and one in March 2025.

That does not mean those fans are bad. A renewal may simply not be on the page yet. But a model with an expired date is not one you can confirm today, so ask the seller for a current certificate or pick a model with a valid date.

LED lights have their own register, but few home bulbs

NEECA keeps a second register for LED lights at neeca.pk/neecagov/pages/led.html. We counted 63 entries from 12 brands, and 36 of them carry 5 stars.

The catch is what they are. Forty-three are street lights and 13 are flood lights. We found only one tube light and two panel lights, and no ordinary household bulb. For now, the LED register helps a housing society or a factory far more than a family buying bulbs.

Common questions

Is the Pakistan Energy Label for fans compulsory?

NEECA's 2022 scheme document calls the fan label voluntary. Makers apply to get it, so an unlabelled fan can still be sold legally.

What does a 5 star fan mean?

It means NEECA rated the model at the top efficiency level for its sweep size, based on a lab test of how much air it moves per watt.

Where is the NEECA sticker on a fan?

On the cover of the fan motor, next to the energy label. The box should also show the label on at least one full side.

Are DC inverter fans on the list?

The register does not have a separate DC column. It lists fans by type as ceiling, bracket or pedestal, so check the exact model name.

Who do I complain to about a fake energy label?

Contact NEECA at info@neeca.gov.pk or (051) 9206001. Keep the receipt and photos of the label and sticker.

Last checked 10 October 2026. We downloaded NEECA's register of labelled fans and its register of LED lights from neeca.pk and counted every entry ourselves, including star ratings, fan types, brands and certificate validity dates. We read NEECA's "Scheme Outline of Pakistan Energy Labels for Electric Fans" (Issue 06, June 2022) on neeca.gov.pk for the voluntary status, the PS:1/2021 test standard, the service value floors, the QR security sticker and the Rs 12 sticker fee. We also read NEECA's Energy Standards and Labelling page. That page still says 21 makers and 37 models hold 3 star labels, an older figure than the register shows, so we used the register. The register changes as NEECA approves and renews models, so check it again on the day you buy.
