PM Fuel Relief Eligibility Check in Gilgit-Baltistan: Search by Vehicle Number on GB Excise (Bikes, Rickshaws, 800cc Cars)
Check PM Fuel Relief eligibility in Gilgit-Baltistan by vehicle number on the GB Excise portal. See who qualifies, the 9771 SMS with code G and token limits.

Gilgit-Baltistan vehicle owners can check PM Fuel Relief eligibility on the GB Excise portal at subsidy.gbexcise.gov.pk: enter the vehicle number, CNIC and district, type the code, and it shows whether that bike, rickshaw or car qualifies for Rs 100 off each litre of petrol. If it does, you register once by SMS to 9771 using the GB code G. Below are the rules, the exact SMS format, the token limits and what to do when the check fails.
Gilgit-Baltistan runs its own eligibility check because the vehicle records sit with its Excise and Taxation Department, not with the provinces. We read the GB fuel relief portal and the Finance Division's press release on the scheme on 31 October 2026.
The GB check needs your vehicle number, CNIC and district
The GB Excise portal asks for three things: the vehicle number, the owner's CNIC and the district where the vehicle is registered. It then shows only vehicle and subsidy details, the portal says, and no personal information about the owner.
The district list has the ten GB districts on the portal: Astore, Diamer, Ghanche, Ghizer, Gilgit, Hunza, Kharmang, Nagar, Shigar and Skardu. Choose the district on your registration book, which may not be where you live now.
- Open subsidy.gbexcise.gov.pk on your phone or computer.
- Type the vehicle number. The portal accepts it with or without dashes.
- Type the 13 digit CNIC of the registered owner.
- Pick the registration district and type the code shown on screen.
- Press Search and read the eligibility result.

Bikes from 2011 and 800cc cars from 2006 qualify
Under the federal rules shown on the GB portal, motorcycles, rickshaws and Qingqi registered on or after 1 January 2011 qualify, as do cars up to 800cc registered on or after 1 January 2006. The SIM you register with must be in the same CNIC's name.
| Vehicle | Registered on or after | Petrol per token | Monthly limit | Most relief a month |
|---|---|---|---|---|
| Motorcycle, rickshaw, Qingqi | 1 January 2011 | 5 litres, valid 7 days | 20 litres | Rs 2,000 |
| Car up to 800cc | 1 January 2006 | 10 litres, valid 10 days | 30 litres | Rs 3,000 |
Diesel vehicles, bigger cars, trucks, buses, tractors and CNG vehicles are not covered. Older registrations are not eligible either, so a 2009 motorcycle fails the check even if it runs on petrol.

Register once by SMS to 9771 with the GB code G
Send one SMS to 9771 in this format: REG, then the CNIC, the vehicle number, the province code and the registration date, with single spaces. Gilgit-Baltistan's code is G. Write the CNIC without dashes and the vehicle number without spaces or dashes.
So a motorcycle registered in Astore on 5 March 2019 would be sent as: REG 1234567890123 ASTA111 G 05032019. The CNIC and vehicle number here are dummies; ASTA111 is the portal's own example. The date is the vehicle's registration date in DDMMYYYY.
| Part of the SMS | What to type |
|---|---|
| Keyword | REG |
| CNIC | 13 digits, no dashes |
| Vehicle number | No spaces or dashes, for example ASTA111 |
| Province code | G for Gilgit-Baltistan |
| Registration date | DDMMYYYY, for example 05032019 |
The full national process, including the codes for the other provinces, is in petrol relief 9771: how to register.
Send TOK to 9771 before each fill
After registering, send TOK to 9771 to get a token. A bike or rickshaw token is 5 litres and lasts 7 days, one a week. A car token is 10 litres for 10 days. You cannot get a second token while one is active, and unused tokens expire.
At a participating petrol station, the operator checks the vehicle number and token, then charges Rs 100 less per litre than that day's official price. You get a confirmation SMS after the sale. Fuel beyond your quota is charged at the normal rate, and quotas reset each month without rollover.
For cars, the vehicle must be in the owner's name and the owner must be present when the token is used. Motorcycle and rickshaw owners do not have to be there. A token cannot be used on another vehicle, because it is matched to the registration number.
One vehicle or several: the two official sources differ
The Finance Division's press release of 14 September 2026 says the relief is for non-commercial users and limited to one vehicle per user or owner. The GB portal says households with several eligible vehicles can combine individual quotas. The two statements do not match.
We cannot tell from the pages which rule the 9771 system applies. If you own two eligible vehicles, register the one you use most first, and ask the 9771 helpline before relying on a second. The ECC release also limits relief to non-commercial users, while the GB portal lists rickshaws and Qingqi, which many owners run for hire.
The Finance Minister called it a three month programme of about Rs 75 billion on 14 September 2026. No end date is published on the pages we read, and the IMF has asked for the scheme to be phased out, as explained in what the IMF demand means for your 9771 tokens.

When the GB eligibility check fails
A failed check usually means the GB Excise record does not match what you typed: wrong district, an old number format, or a CNIC that is not the registered owner's. Check the vehicle's own record first on the GB Excise verification portal.
Use the steps to verify a vehicle registration in Gilgit-Baltistan to confirm the owner and registration date. If the vehicle is still in a previous owner's name, the transfer has to be completed at Excise before the relief can work. For SMS and token problems, the portal lists 9771 for citizens and 9772 for petrol pump operators. GB Excise's office line is (05811) 920990.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 31 October 2026. We read the GB Excise fuel relief portal at subsidy.gbexcise.gov.pk, the GB Excise home page, and the Finance Division's press releases of 14 September 2026 (PR No. 636 and 640) on 31 October 2026. Eligibility, limits, SMS format, token rules and helplines come from the GB portal; the one vehicle rule, the non-commercial rule, the three month description and the Rs 75 billion allocation come from the Finance Division. We did not run a search with a real vehicle, and we could not find a published end date for the scheme.
