Short answer: The Pakistan Medical and Dental Council (PMDC) has reportedly fined Fatima Jinnah Medical University in Lahore Rs 20 million over the death of a final-year student in February 2026. Reports say the university has filed a review petition with the PMDC. The council's own notice page did not list the decision when we opened it.

This is the PMDC fine on Fatima Jinnah Medical University, reported on 16 October 2026. The matter concerns the death of a young woman, and we have kept the report to the decision and what it asks of the university. We opened the PMDC website on 17 October 2026. Its public announcements page ran to 9 October and did not list this decision, so the details below are reported, not read from a PMDC notice.

PMDC fined the university Rs 20 million over a student's death

Reports say the PMDC Disciplinary Committee fined Fatima Jinnah Medical University Rs 20 million. The decision was sent to the university after the PMDC Council approved it. The committee is reported to have held that the university had to make adequate arrangements for the safety and welfare of its students.

The student was a 22 year old in her final year, and her examinations were under way when she died in February 2026 at the university hostel in Lahore. Reports differ on some details of the place. We do not repeat them. Police said at the time that they were investigating and that a medical board had been formed.

The committee set conditions on student welfare

Along with the fine, the committee reportedly told the university to improve how it looks after students. The listed steps are better oversight, regular checks on physical and mental health, and mentorship, harassment prevention and counselling for female students. No deadline for these steps has been reported.

  1. Strengthen oversight of students.
  2. Monitor physical and mental well-being regularly.
  3. Start mentorship programmes for female students.
  4. Start harassment prevention and counselling programmes.

These conditions line up with a rule the PMDC already has. Our guide to PMDC mental health screening and yearly counselling explains what medical colleges must offer students.

The university has asked the PMDC to review the fine

Reports say Fatima Jinnah Medical University has filed a review petition with the PMDC against the Rs 20 million penalty. No filing date and no outcome have been reported. The fine is therefore not final in practice until the review is decided. We could not read the petition or the council's reply.

Reports use two names for the institution

Some reports call the institution Fatima Jinnah Medical University, and others call it Fatima Jinnah Medical College. The Lahore institution has carried both names in coverage. We use the university name because most reports do. Reports also spell the student's name in different ways, and we do not print it.

Where sources differ, we say so instead of choosing one. If you are checking whether a college is recognised, use the PMDC register, as in our guide to checking a medical college. A fine does not by itself change a college's recognition. Nothing we read says that recognition is affected.

Welfare steps the PMDC committee asked Fatima Jinnah Medical University to take

What students and parents can do

Students at any medical college can ask the administration what counselling, hostel supervision and complaint channels exist. Parents can ask the same. If a student is in distress, speak to a doctor, a counsellor or a trusted adult today. Do not wait for an institution to act.

For fees and rules that affect medical students, our guide to the PMDC tuition fee cap is a separate reference. We will update this page when the PMDC publishes the decision or the review is decided.

Three things are still open. The review petition has no reported result. No deadline has been reported for the welfare steps. No public PMDC notice sets out the full reasons. Until those appear, the reports remain the only account of the decision, and readers should treat the details as unconfirmed by the council itself.
