Two white cups and a folded towel on a dark wooden table, for a guide on PM&DC tuition fee caps at private medical colleges

Short answer: PM&DC's tuition fee notification of 11 March 2026 caps what private medical and dental colleges may charge. For 19 colleges the cap is listed by name, between Rs 1,720,000 and Rs 2,147,483. For colleges that did not apply, the cap is Rs 1,890,000 for session 2025-26.

A family pays the first instalment at a private medical college. Then a second fee note arrives, with a "development charge" nobody mentioned at the counter. Before you pay anything, it helps to know that the regulator has published a ceiling.

We downloaded the notification from the Pakistan Medical and Dental Council's website and read all five pages. It is a scanned document, so we typed the figures by eye and give them below with that caveat.

PM&DC fixed tuition fee caps for private medical and dental colleges

The notification, numbered PF-1-A(B&A)(Tuition Fee)-2026/60 and dated 11 March 2026, sets tuition fee caps after the council reviewed audited financial statements for FY-2025. It was issued under Section 20(8) of the PM&DC Act, 2022, following recommendations of the Committee on Medical Education constituted by the Prime Minister.

The council says it unanimously approved caps for named institutions. The column in its first table is headed "Fee Capped After Enhancement (In PKR)". The table does not label the period, so ask your college to state in writing whether its figure is per year.

The other nine named colleges and their caps

The same table names nine more institutions. Their caps run from Rs 1,837,587 to Rs 2,147,483. The notification lists 19 colleges with a named cap in all. If your college is not in the lists, check the group rules in the next section.

Read the figures with care. The scan is slightly tilted. Download the notification from the PM&DC website and compare the exact digits for your college before you argue a bill.

Colleges that did not apply or were deferred face a lower cap

Two other groups are capped without a named figure. Colleges whose cases were deferred, and colleges that failed to apply or send audited statements, may not charge tuition above Rs 1,800,000 for session 2024-25 and Rs 1,890,000 for session 2025-26, including ancillary components.

The deferred group has 20 institutions. The council's remark column gives reasons such as a missing audit report, a missing financial statement or an unverified auditor reference number. A list of 72 more institutions follows, which failed to apply or to submit audited statements.

Those two caps were notified earlier, on 28 April 2025 and 6 October 2025. If your college is on either list, the cap is a ceiling that includes every extra charge, not only the tuition line.

Named in the first tableAs listed aboveAs listed above
Deferred institutionsRs 1,800,000Rs 1,890,000
Failed to apply or submit audited statementsRs 1,800,000Rs 1,890,000

The notification bans extra charges and orders refunds

The terms say a fee above the cap must be refunded or adjusted for 2024-25 and 2025-26 students within one month. Added charges are barred. A college that charges more faces action under Section 33 of the PM&DC Act, up to suspension of accreditation or admissions.

  1. Caps apply uniformly from session 2024-25 and 2025-26 to all professional years, first professional to final.
  2. The enhancement is one time and covers the whole remaining MBBS or BDS programme of enrolled students.
  3. Colleges granted an enhancement may not add the extra five percent for session 2025-26.
  4. Any inflation-based adjustment from 2026-27 will be notified separately by PM&DC.
  5. Colleges must display the notification on their websites and notice boards.
  6. Excess charging information must be removed from college sites within seven working days.
  7. A penalty of up to Rs 2,000,000 per violation may be imposed, on a complaint from a student or parent.

The council says audit firms must hold a valid quality control review rating from ICAP, from FY-2026 onward. It does not say which firms hold that rating, so we cannot tell you which college audit is accepted.

PM&DC rules on tuition fee caps: refund, no extra charges, penalty and complaint portal

How to check your fee and complain about an overcharge

Take your fee challan and the college's fee structure. Find your college in the tables above, then compare. If the charge is higher, write to the college asking for a refund, and file a complaint on the PM&DC complaint portal if it does not adjust within one month.

The notification names the complaint portal at pmdc.pk, under Contact Us, then Complaint. Attach the challan, the admission letter and the college's own fee structure. Keep every receipt.

Also confirm the college itself is recognised, using how to check a medical college is PMDC recognised. For public colleges and merit seats, see the KMU MBBS and BDS admission process. Marks and merit questions sit in how to check your MDCAT result and merit.

Common questions

What is the PM&DC fee cap for private medical colleges?

It depends on the college. Nineteen colleges have a named cap between Rs 1,720,000 and Rs 2,147,483. Others are capped at Rs 1,890,000 for session 2025-26.

Is the cap per year?

The table is headed "Fee Capped After Enhancement (In PKR)" and does not state the period. Ask your college to confirm in writing.

Can a college charge extra on top of the cap?

No. The notification says caps include all ancillary components and bars any additional charge. Excess must be refunded or adjusted.

Where do I complain?

Use the complaint portal on the PM&DC website, under Contact Us. A penalty of up to Rs 2,000,000 per violation is possible.

Does the notification cover the 2026-27 session?

It names sessions 2024-25 and 2025-26. It says later adjustments from 2026-27 will be notified separately, so check PM&DC for the current figure.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on Sunday 11 October 2026. We downloaded and read the PM&DC tuition fee notification dated 11 March 2026 from the PM&DC website, where it is linked on the home page. The document is a scan, so confirm each figure against the PDF. We did not read any college's own fee page.
