Punjab's wheat package for the 2026-27 crop gives Kissan Card holders an extra interest-free loan of Rs 3,500 an acre for DAP fertiliser, cuts the price of a bag of certified wheat seed from Rs 7,800 to Rs 7,000, and subsidises tractors and super seeders. The Agriculture Department advertises the proposed wheat price at Rs 4,500 a maund. Here is every item, with what it is worth to one farmer.

Sowing in Punjab's irrigated areas runs from 1 to 20 November, so this matters now, not at harvest. We read the Agriculture Department's package advertisements and its 21 October press release on agripunjab.gov.pk on 1 November 2026. All figures below are the department's own, and the per-unit sums are our arithmetic.

The package has six parts, from fertiliser to machinery

The department's advertisement lists a DAP loan, a seed subsidy, two tractor schemes, super seeder subsidies and a rental subsidy for super seeder sowing. Each part has its own route. The DAP loan comes through the Kissan Card; the tractors went through a separate online application.

ItemTotal set asideWhat it means for one farmer
Extra interest-free loan for DAPRs 17 billionRs 3,500 an acre on the Kissan Card
Certified wheat seed, Punjab Seed CorporationRs 32 croreRs 800 off a bag: Rs 7,000 instead of Rs 7,800
10,000 medium power tractorsRs 7.5 billionAbout Rs 750,000 a tractor (our arithmetic)
9,500 high power tractorsRs 9.5 billionRs 1,000,000 a tractor
5,000 super seedersRs 4.10 billionRs 819,000 a machine
Super seeder rental subsidyFor 50,000 acresRs 5,000 an acre

The DAP loan is Rs 3,500 an acre for Kissan Card holders

The advertisement says the government will give an extra Rs 17 billion in interest-free loans to buy DAP, at Rs 3,500 an acre, covering 60 lakh (6 million) acres. It says 10 lakh (1 million) Kissan Card holders will benefit.

For a farmer with 10 acres, that is Rs 35,000 more on the card for fertiliser. The numbers do not quite add up, though. Rs 3,500 across 6 million acres comes to Rs 21 billion, not Rs 17 billion. The department has not explained the gap. It may cap the acres per farmer, but the advertisement does not say so.

The loan rides on the Kissan Card, so a farmer without a card gets nothing from this part. Applying for one is set out in how to apply for the Punjab Kissan Card. A card holder who has not paid the last season's dues should clear them first, because the department links new loans to repayment.

Certified seed costs Rs 7,000 a bag after the subsidy

The Punjab Seed Corporation's certified wheat seed has an actual price of Rs 7,800 a bag. The government pays Rs 800 of it, so farmers pay Rs 7,000. The total set aside is Rs 32 crore.

By our arithmetic, Rs 32 crore at Rs 800 a bag covers about 400,000 bags. At the department's recommended seed rate of 40 to 45 kg an acre for irrigated areas, that is a limited stock. Buy early in the sowing window, and only from a Punjab Seed Corporation outlet or a registered dealer.

The department's sowing advice is short: certified seed, a drill or super seeder, phosphorus and potash fertiliser at sowing, and sowing between 1 and 20 November, or 21 to 30 November for late sowing. The varieties and seed rates are in the wheat sowing dates in Punjab.

Tractor applications have already closed

The high power tractor scheme gave Rs 10 lakh (Rs 1,000,000) a tractor for 9,500 tractors of 75 horsepower or more. The department's 21 October press release extended the application deadline to 30 October 2026 and said there would be no further extension.

That release also set the rules: at least 7 acres of land owned, applications on gts.punjab.gov.pk or with a paper form from the district extension office. Successful applicants are chosen by ballot. The full terms are in the Punjab Green Tractor Scheme application rules.

The package also lists 10,000 medium power tractors with a Rs 7.5 billion subsidy. That works out at about Rs 750,000 a tractor. The advertisement does not give separate dates for the medium power scheme.

Super seeders get a purchase subsidy and a rental subsidy

The department lists Rs 4.10 billion to subsidise 5,000 super seeders in the rabi season, at Rs 819,000 each. Farmers who rent a super seeder instead get Rs 5,000 an acre, for a total of 50,000 acres.

The target is to sow 30 lakh (3 million) acres of wheat with super seeders. A super seeder sows wheat straight into rice stubble without burning it, which is why the department ties it to smog control. The rental route is set out in the super seeder rental subsidy steps.

Five things to do this month

The useful parts of the package for a small farmer are the DAP loan and the seed subsidy, and both depend on acting during sowing. Machinery subsidies mostly help larger farms and service providers.

  1. Check your Kissan Card is active and last season's dues are paid.
  2. Buy Punjab Seed Corporation certified seed at Rs 7,000 a bag while stock lasts.
  3. Use the DAP loan on the card at a registered dealer.
  4. Book a super seeder if you have rice stubble, and ask about the Rs 5,000 an acre rental subsidy.
  5. Sow between 1 and 20 November in irrigated areas.

Questions go to the agriculture helpline 0800-17000, which the department says answers daily from 8 am to 8 pm.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 1 November 2026. We read four Agriculture Department advertisements on the home page of agripunjab.gov.pk (the wheat package, the Rs 4,500 price, and two sowing advisories) and its 21 October 2026 press release on the high power tractor deadline. The advertisements are undated. Per-tractor, per-bag and per-10-acre sums are our arithmetic. We could not explain the gap between Rs 17 billion and Rs 3,500 across 6 million acres, and could not confirm dates for the medium power tractor scheme or how the DAP loan is credited.
